According to orders of the administration of the Republic of Tatarstan concerning maintenance and reduction in an appropriate condition of the hydraulic engineering constructions which are owned by municipal units of the Republic of Tatarstan (further – HEC) the meeting in a videoconference format with separate municipal units of the republic held in the Ministry of land and property of the Republic of Tatarstan on July, 27, 2018.

Within execution of the order of the Cabinet of the Republic of Tatarstan of November, 14, 2014 No. 2298-r the republic inventory of HEC comes to the end with municipal units. By results of which today it is located 711 HECs, in the territory of the Republic of Tatarstan from them 688 HECs (96,76%) are registered in the state cadastre.

In this regard now the Ministry of land and property of the Republic of Tatarstan is carried out collecting relevant data on HECs.

During the held meeting separate it is recommended to separate municipal units to finish statement on the state cadastral registration of HECs, to present in due time corresponding relevant data on HECs to the Ministry of land and property of the Republic of Tatarstan.

Following the results of completion of updating of data on HECs this information will be sent by the Ministry of land and property of the Republic of Tatarstan to the address of State Budgetary Institution Centre of economic and social researches of the Republic Tatarstan for calculation of volume of financial charges of HECs.

The Ministry of land and property of the Republic of Tatarstan renders assistance in registration of the land plots for needs of the oil-extracting companies, including in the transfer of lands from one category to another, suitable for construction of the corresponding objects.

As of July 27, 2018 projects 77 resolutions of the Cabinet of the Republic of Tatarstan which are the prepared on the basis of projects made by the Ministry of land and property of the Republic of Tatarstan on the translation of 193 land plots with a total area of 292 hectares from category of lands of agricultural appointment to category of lands of the industry and other special purpose:

- for PJSC Tatneft of V.D. Shashin – 31 resolutions;

- for the small oil companies – 42 resolutions;

- for JSC RITEK - 4 resolutions

The Ministry of land and property of the Republic of Tatarstan has announced biddings on the right of signing of the contracts of rent of the property which is owned by the Republic of Tatarstan, free from the rights of the third parties and which possession intended for granting them on the right and (or) use on a long-term basis and preferential terms to subjects of small and average business (further – SSAB) and to the organizations forming infrastructure of support of subjects of SSAB.

Period of validity of the contract of rent – 6 years

The rent makes:

– in the first year of rent – 0 percent;

– in the second year of rent – 0 percent;

– in the third year of rent – 25 percent;

– in the fourth year of rent – 50 percent;

– in the fifth year of rent – 75 percent;

– in the sixth and the next years of rent – 100 percent from the amount of the rent established by results of appraisal of market value of rent of property.

Purpose:

– for production, processing or sale of agricultural production;

– for occupation socially important kinds of activity, other state programs (subprogrammes) of the Russian Federation, state programs (subprogrammes) of territorial subjects of the Russian Federation, municipal programs (subprogrammes) priority kinds of activity;

– for production of food and industrial products, consumer goods, medicines and products of medical appointment;

– for rendering municipal and household services to the population;

– for development of national art crafts;

– for construction and reconstruction of social facilities.

Information on holding the biddings is posted on the official site of the Russian Federation in the Internet https://torgi.gov.ru/, number of the notice 230718/0050700/01.

Date and the venue of biddings: August 23. 10.00 a.m. at the address: Kazan, Vishnevsky St., 26 (salesroom).

         Expiration date of order taking for participation in biddings: August, 13 at 17:00 o'clock.

Attention! Only the subjects of small and average business (further – SSAB) entered in the Unified register of subjects of SSAB, posted on the official site of Federal Tax Service of the Russian Federation are allowed to participation in biddings.

The location, the name, the area of the state property, the rights for which are transferred according to the lease contract, the initial (minimum) cost of the monthly rent (lot price), period of validity of the contract, photographic materials are in the subsection "Granting for rent of the state property included in the list of the property which is owned by the Republic of Tatarstan and intended for granting to subjects of SSAB and to t the organizations forming infrastructure of support of subjects of SSAB" of the section "Auctions and Competitions".

Information on activity of municipal units of the Republic of Tatarstan in the sphere of the land and property following the results of work in 1 half-year of the current year as of 7/1/2018 is prepared and placed in the subsection "Analytical Materials" of the section "Documents" of the website of the Ministry of land and property of the Republic of Tatarstan.

On July 24, 2018, a business meeting was held between the administration of the Ministry of land and property of the Republic of Tatarstan and the delegation of the Business Council of the United Nations Economic Commission for Europe on public-private partnership during the visit of the delegation to the Republic of Tatarstan.

The participants of the meeting discussed issues of implementation of public-private partnership in the Republic of Tatarstan. The meeting was addressed by the Chief of the Cooperation and Partnership Section of the Economic Cooperation and Trade Section of the United Nations Economic Commission for Europe, Mr. William Jeffrey Hamilton, Deputy Chairman of the Bureau of Specialists in Public-Private Partnerships of the United Nations Economic Commission for Europe, Representative of the Russian Federation Hafiz Salikhov, Minister of land and property of the Republic Tatarstan Azat Khamaev and others.

During the meeting, representatives of the delegation were acquainted with the main activities of the Ministry of land and property of the Republic of Tatarstan, and also were informed on the delineation of powers and property between the levels of power in the Russian Federation in the sphere of land and property, support of small and medium business, the implementation of concession agreements, the implementation of social projects etc.

The meeting was held in a constructive and informative manner and was useful for both sides.

The President of the Russian Federation V.V. Putin has signed the Federal law of July 19, 2018 No. 212-FZ "About modification to Forest code of the Russian Federation and separate acts of the Russian Federation regarding improvement of reproduction of the woods and afforestation" accepted by the State Duma on July 3, 2018 and approved by the Federation Council on July 13, 2018.

Changes to Forest code of the Russian Federation, the Land code of the Russian Federation and the Federal law "About Environmental Protection" which are made by the federal law directed to preservation of the woods.

The principle of preservation of the woods, including by means of their protection, security, reproduction and afforestation, is proclaimed the basic principle of the forest legislation of the Russian Federation on which all regulations of the Russian Federation governing the forest relations have to be based

The forest code of the Russian Federation is supplemented with the provisions defining the earth of forest fund and also the forest and not forest lands included in their structure. In particular, lands on which the woods and lands intended for reforestation are located are recognized as forest lands (cuttings, ashes, bandwash, waste grounds, glades and others). Also actions for preservation of the woods and width of the glades laid for prevention of wildfires are defined.

The new bases for implementation of reproduction of the woods and order of reproduction of the woods are established by the federal law. So, the corresponding works on preservation of the woods will have to be performed on the basis of projects of reforestation and afforestation.

The range of people using forests with felling of forest plantations, which are responsible for reforestation and afforestation, is significantly expanding. For example, it is stated that persons using forests to perform geological exploration of minerals, mining mineral deposits, construction and operation of artificial water bodies and hydraulic structures, construction, reconstruction and operation of line facilities, as well as for processing timber and other forest resources, are obliged to perform works on reforestation and afforestation in an area equal to the area of cut forests, not later than one year after the cutting of forest plantations.

In connection with this revision of the legal regulation of forest relations, article 101 of the Land Code of the Russian Federation and article 61 of the Federal Law "About Environmental Protection" introduce corresponding changes.

The President of the Russian Federation Vladimir Putin has signed the Federal law of July 19, 2018 No. 209-FZ "About introduction of amendments to the Federal law "About Joint-stock Companies" adopted by the State Duma on July 10, 2018 and approved by the Federation Council on July 13, 2018.

The federal law is directed to specification of criteria proceeding from which the size of dividends on preference shares is considered a certain charter of society.

Besides, regulations on committee of the board of directors (supervisory board) on audit, on the organization of internal audit and the system of internal control and risk management are fixed in public joint stock companies by the Federal law.

Also it is established that the audit commission is created in public joint stock company when its creation is provided by the charter of this society. If in society the audit commission isn't created, then in it internal audit has to be organized.

The possibility of participation of the board of directors (supervisory board) in formation of governing bodies of joint-stock company, including possibility of delegation of power on election of executive bodies from competence of general shareholder meeting in competence of the board of directors without emergence at shareholders of the right to demand redemption of the stocks owned by them is also established by the federal law.

On July 19 and 20, 2018 within implementation of the Decree of the President of the Republic of Tatarstan of March, 22, 2010 No. UP-156 "About measures for development of system of rendering legal aid and legal education of the population in the Republic of Tatarstan" and the Law of the Republic of Tatarstan No. 73-ZRT of November, 2, 2012 "About rendering free legal aid to citizens in the Republic of Tatarstan" the Republican information consulting group has visited the Bugulminsky municipal district of the Republic of Tatarstan.

Together with representatives of other ministries and departments of the Republic of Tatarstan Alexander Paymukhin, the leading consultant of department of protection of property interests of the state of Legal department of the Ministry of land and property of the Republic of Tatarstan took part in work of information consulting group.

Alexander Paymukhin has made the corresponding explanations and recommendations to all addressed citizens of the city of Bugulma and Bugulminsky municipal district of the Republic of Tatarstan concerning the land and property relations.

Within execution of the subprogramme "Providing orphan children and children without parental support, persons from among orphan children and children without parental support with premises in the Republic of Tatarstan for 2014 - 2020", approved by the resolution of the Cabinet of the Republic of Tatarstan of April, 30, 2014 No. 289, the Ministry of land and property of the Republic of Tatarstan is acquired 62 premises in republican property. All of them are referred to structure of specialized housing stock and provided to the specified category of citizens.

Besides, the auction on acquisition of 148 premises for the subsequent granting to orphan children is announced:

8/1/2018 – the deadline for submission of bids on participation in an auction;

8/6/2018 10:40 – holding an open auction.

The regular meeting of the Board of directors of PJSC «Tatneft» has taken place under the chairmanship of the President of the Republic of Tatarstan Rustam Minnikhanov in the Government house of the Republic of Tatarstan today.

At the meeting results of budget implementation of the company in six months and the voted budget on the third quarter of the current year have been considered.

The board of directors has considered results of the project on development and deployment of innovative strategy of the Tatneft Group realized since 2016 which purpose is achievement of all-corporate strategy of Group due to attraction of innovative solutions.

Participants of the meeting have heard offers on increase in efficiency of relationship with investors. Among them need of improvement of targeting of investors, introduction of modern instruments of communications, involvement in process of communication with investors and analysts of leaders of the business directions of «Tatneft» are noted.

Some other questions of activity of the company has been also considered on the Board of directors.
