Today the total meeting of the interdepartmental working group on development of recommendations about appraisal of rent size for use of the lands of agricultural purpose which are in the state and municipal ownership has taken place. Participants of the working group are experts Andrey Lisichkin, Rezida Betretdinova, Marat Suleymanov and Damir Timershin have discussed issues of appraisal of the factors influencing the profit of the businessman in agricultural production, structure of prime cost of different types of production, revenue and other significant evaluation criteria.

For objective and reasonable appraisal of market value of the rent of land grounds profitable approach on the basis of a crop rotation in Ministry of Agriculture and Food Production of the Republic of Tatarstan (representatives of the ministry have taken active part in development of recommendations) has requested the following information for 2017 on the Republic of Tatarstan in a section of municipal districts:

- structure of a crop rotation (the list of crops characteristic of the region of an arrangement of the land plot) and also data on each crop participating in a crop rotation;

- standard productivity,

- full prime cost,

- average purchase prices.

  On its receiving, along with methodical recommendations, the table of ranges of the prices, assumed to the edition in the Collection of monitoring of the prices as of 9/1/2018 will be created. The table will be corrected also according to offers of areas (a row from them, for example, Aznakayevsky, Apastovsky and Aktanyshsky municipal districts have already addressed in this occasion).

According to the decision of Board of the NP «Union of Appraisers of the Republic of Tatarstan» (the protocol of July, 17, 2018 No. 7) and the submitted application «Region» LLC is accepted as a member of Partnership. During the meeting the Board has also considered applications of other appraisal organizations and has entered changes in register of members of Partnership

The State Duma of the Russian Federation in the first reading (July, 5, 2018) has adopted the bill No. 381390-7 designed to adjust a situation with a qualification examination in appraisal activity. According to offers of appraisal community, including Union of appraisers of the Republic of Tatarstan, term between a repeating an examination is reduced (from 90 to 30 days). Besides, for confirmation of an experience necessary for obtaining the qualification certificate:

for the persons which were members of self-regulatory organizations of appraisers as of June, 1, 2018, confirmation of an experience isn't required;

for other persons the requirement "Not less than a year from the last three years of the specified experience (experience) of work is excluded has to fall on work as the assistant appraiser or the appraiser".

The list of the organizations having the right to be engaged in professional education of appraisers extends. If today only the educational organizations of the higher education are engaged in training of appraisers, then in the bill such right is granted to the organizations which are engaged in educational activity according to the legislation of the Russian Federation. On this point the Union of appraisers of the Republic of Tatarstan acted categorically against, considering that involvement of any organizations to training of appraisers will lead to decline in quality of assessment again.

Considering that the qualification examination three times will lay off the number of appraisers in Russia, the regulation of the procedure of reorganization of SROO in the form of accession is entered.

At the regular meeting of expert body of the Union of appraisers of the Republic of Tatarstan professional opinions by inquiries of the Ministry of land and property of the Republic of Tatarstan and the Chamber of land and property of Buinsky municipal district of the Republic of Tatarstan (experts-reviewers Yury Chebotaryov and Alsou Gilyazova) have been approved. Reports on appraisal of the land plots and other objects located in the city of Kamskiye Polyany in the Nizhnekamsky municipal district of the Republic of Tatarstan and the city of Buinsk were considered. Results of reviewing will be considered by the being present appraisers and sent to customers.

The oil summit has traditionally taken place in urban-type settlement. Karabash in recreation center "Neptune".

We will remind that the event is annually held in the republic since 2001.

This year the plenary session of the oil summit is devoted to the subject "The Human Capital — Basis of Technological Break of an Oil and Gas Complex of the Republic of Tatarstan".

The CEO of PJSC «Tatneft» Nail Maganov has acted as the moderator of the summit.

The Deputy Minister of Energy of the Russian Federation Pavel Sorokin, the Assistant to the President of the Republic of Tatarstan concerning oil industry Shafagat Takhautdinov, the CEO of «Neftekonsortsium» LLC Fanis Valiyev, the head of the Almetyevsky municipal district Ayrat Khayrullin have participated in a plenary session.

Except heads of the oil companies, for participation in the summit heads of a number of the republican ministries, departments, deputies of the State Council of the Republic of Tatarstan, heads of Territorial manage,ents of federal departments, heads of the cities and areas, representatives of top management of the petrochemical and oil processing enterprises have also been invited.

On July, 6, 2018 under the chairmanship of the First Deputy minister Artur Galiyev the meeting on involvement in a turn of the land plots for granting to large families and also on development of master plans of rural settlements regarding inclusion of the land plots in borders of settlements is held in the Ministry of land and property of the Republic of Tatarstan. Representatives of local governments of the city of Naberezhnye Chelny, Tukayevsky, Nizhnekamsky, Almetyevsky municipal districts, the Ministriy of Construction, Architecture and Housing of the Republic of Tatarstan, SUE Tatinvestgrazhdanproyekt, Kvadrat LLC have participated in the meeting.

For the entire period of implementation of the "Granting the Land Plots to the Citizens Having Three and More Children" program 31 129 land plots are provided, deficiency is more than 16 000 land plots.

According to the Federal law "About Joint-stock Companies" holding the annual general shareholder meetings (AGSM) in all joint-stock companies, including in companies with shares of the Republic of Tatarstan in authorized capital is complete. During AGSM annual reports of the companies for 2017 are approved, the new structures of the boards of directors and audit commissions of societies for 2018-2019 are elected and also decisions on distribution of the profit got following the results of 2017 including payment of dividends for actions are made.

The decision on payment of dividends for the state equity stakes is made by 19 joint-stock companies. About 200 million rubles have to come to the budget of the Republic of Tatarstan.

Vladimir Putin has signed the Federal law of July, 3, 2018 No. 185-FZ "About introduction of amendments to separate acts of the Russian Federation for expansion of property support of subjects of small and average business", accepted by the State Duma on June 21, 2018 and is approved by the Federation Council on June 27, 2018.

The federal law provides establishment of the termless right of repayment of the rented state and municipal property and creation of an opportunity for use of the land plots when rendering property support to subjects of small and average business.

According to the federal law federal executive authorities, executive authorities of territorial subjects of the Russian Federation, local governments approve lists of the state property and municipal property, free from the rights of the third parties (except for the right of economic maintaining, the right of operational management and also property rights of subjects of small and average business). Such property is used for granting it in possession and (or) in use on a long-term basis (including at the preferential rates of the rent) to the subjects of small and average business and the organizations forming infrastructure of support of subjects of small and average business and also can be aloof on a paid basis in the property of subjects of small and average business. At the same time the state and municipal property fixed on the right of economic maintaining or operational management for state or municipal unitary enterprise on the right of operational management behind the public or municipal authority, can be included in the specified lists of the state and municipal property with the consent of the public authority of the Russian Federation, public authority of the territorial subject of the Russian Federation or local government authorized for coordination of the transaction with the corresponding property for granting such property in possession and (or) in use to the subjects of small and average business and the organizations forming infrastructure of support of subjects of small and average business.

On July 19 and 20, 2018 the action for rendering free legal aid to the population, within implementation of the Decree of the President of the Republic of Tatarstan of March, 22, 2010 No. UP-156 "About measures for development of system of rendering legal aid and legal education of the population in the Republic of Tatarstan" and the Law of the Republic of Tatarstan No. 73-ZRT of November, 2, 2012 "About rendering free legal aid to citizens in the Republic of Tatarstan" will take place.

In order to provide methodological assistance to municipalities in terms of management of municipal property and land plots Ministry of land and property of the Republic of Tatarstan concluded agreements with local governments.

The agreements provide for a wide range of cooperation, including the analysis of compliance with the legislation of the draft decisions on transactions with property and land plots.

As of July, 1, 2018 the Ministry considered 754 applications on 1 330 transactions, have not revealed significant observations in 333 transactions. In 850 transactions notes are given, documents were sent back for revision. Besides documents on 147 transactions have been left without consideration for the reasons of lack of necessary documents and also in the cases provided in Agreements which aren't demanding the direction of documents for consideration by the Ministry.
