The winner of a republican competition of grants of NP Union of Appraisers of the Republic of Tatarstan has started implementation of the socially oriented project "From Territories of Health — to Territories of Good" in the city of Chistopol. Works on improvement have begun on the platform of territorial public self-government No. 7  «Brigantina» the Settlement of Water-transport workers" according to the developed scheduled plan. Active part in implementation of this project is taken by the management and inhabitants of territorial public self-government No. 7 (head N.V. Garayev), activists of the residential district, administration, the enterprises and the organizations of the city.

One of the first workers and technical officers of contract organization LLC «Fabula» have undertaken to help with implementation of the social project (director Abdullin F.M.). The project realized on the terms of parity joint financing provides repair and replacement of elements of a scene, benches, the model of the sailing vessel and registration of the platform. Now, despite cold weather, employees of the enterprise are busy with reconstruction of the brigantine which name is carried by the territorial platform.

Inhabitants of territorial public self-government No. 7 wait for opening of the updated and well-planned platform in July, 2018, on the traditional professional holiday "Day of the River Transport Worker".

3/22/2018 for the purpose of consultation of citizens on legal questions departure of information – consulting group consists of specialists of the ministries, departments and the organizations for rendering free legal aid in the Alkeevsky municipal district of the Republic of Tatarstan is planned.

The First Deputy Minister of Land and Property Relations of the Republic of Tatarstan Galiyev Artur Irekovich has appointed by the resolution of the Cabinet of the Republic of Tatarstan of March 12, 2018 No. 147.

Galiyev Artur Irekovich was born on January 15, 1988 in the city of Kazan of the Republic of Tatarstan.

In 2009 have graduated from Academy of the public and municipal administration at the President of the Republic of Tatarstan in an economy and accounting, the economist.

01.02.2007-31.03.2009 – assistant economist of LLC Topol, Republic of Tatarstan, Kazan;

27.07.2009-31.12.2013 – leading consultant, deputy chief of department of rent, realization of the state property and investment projects of the Ministry of land and property of the Republic of Tatarstan;

01.01.2014-23.06.2014 – head of department of ensuring registration of land rights and effective use of government-controlled lands of management of land resources of the Ministry of land and property of the Republic of Tatarstan;

24.06.2014-11.03.2018 – head of department of effective use of government-controlled lands of management of land resources of the Ministry of land and property of the Republic of Tatarstan;

12.03.2018 is appointed the First Deputy Minister of Land and Property Relations of the Republic of Tatarstan.

According to specialists of department of economy of the ministry on 2/28/2018 the non-tax income from use and realization of the state property and the land plots which have come to the budget of the Republic of Tatarstan was made 70,99 million rubles. The budgetary task of the republican budget of the Republic of Tatarstan on 2/28/2018 is performed for 20,9%.

In a section of articles on 2/28/2018 year the budget of the Republic of Tatarstan received:

from rent of property – 16,08 million rubles – the plan is implemented for 26,6%;

from land lease of-9,30 million rubles – the plan is implemented for 14,1%;

from an easement – 0,05 million rubles – the plan is implemented by 2,3%;

from realization of property – 2,73 million rubles – the plan is implemented for 10,9%;

from trust management – 20,3 million rubles – the plan is executed for 39,9%

from realization of the land plots – 1,81 million rub;

dividends – 20,72 million rubles - the plan is executed for 19,5%.

On March 1, 2018 in pursuance of the subprogramme "Providing orphan children and children without parental support, persons from among orphan children and children without parental support, in the Republic of Tatarstan with premises for 2014 - 2020", approved by the resolution of the Cabinet of the Republic of Tatarstan dated 4/30/2014 No. 289, the auction on the conclusion of the government contract on acquisition of 71 premises for the subsequent granting to orphan children is announced.

The Ministry of land and property of the Republic of Tatarstan within carrying out work on preparation for the annual general shareholder meetings in 2018 is carried out monitoring of the corporate events held by joint-stock companies which stocks are in state ownership of the Republic of Tatarstan and (or) on which the decision on use of the special right ("gold share") is made.

According to the Federal law "About Joint-stock Companies" the Board of directors of society is obliged to consider the offers which have arrived from shareholders and to make the decision on inclusion them to the agenda of general shareholder meeting or on refusal in inclusion in the specified agenda in the terms established by the law.

For ensuring interests of the Republic of Tatarstan in joint-stock companies which stocks are owned by the Republic of Tatarstan the directive concerning preparation and holding the annual general shareholder meetings in 2018 and the instructive letter on need of coordination of drafts of decisions on management of joint-stock company are sent to the state in governing bodies of joint-stock companies by the representatives of the Republic of Tatarstan.

The above-named directive and the instructive letter are also posted on the website of the Ministry of land and property of the Tatarstan in the section "Reference information" "/information for State Representatives".

On February 22, 2018 the State Duma has adopted the Federal law "About introduction of amendments to separate acts of the Russian Federation".

This federal law makes changes to the Federal law dated 12/29/2004 No. 191-FZ "About enforcement of the Town-planning code of the Russian Federation", the Federal law dated 7/24/2007 No. 221-FZ "About cadastral activity" and also to the Federal law dated 7/13/2015 No. 218 "About the state registration of the real estate".

The specified federal law is directed to extension of terms of the simplified order of registration of the rights for objects of individual housing construction.

The law provides a possibility of implementation of the state cadastral registration and state registration of the rights for object of individual housing construction on which permission to commissioning till March 1, 2020 isn't required.

Also this law prolongs the term during which territorial subjects of the Russian Federation are granted the right to establish ceiling maximum prices (tariffs, quotations, rates) of cadastral works till March 1, 2020.

On March 3, 2018 sports competitions in cross-country skiing within the Sports contest of public servants of the Republic of Tatarstan were held. Competitions took place in Zelenodolsk on the basis of the sports complex «MAYAK». For men the distance – 3 kilometers, for women – 1 kilometer has been established.

Staff of the Ministry of land and roperty of the Republic of Tatarstan, as always, has taken active part in sporting events. Our ministry was represented by the team of 4 people as that was demanded by competition conditions: Minullin M.G., Mubarakov A.G., Salakhova G. R., Gatiyatova R.A. Fans and members of families of team have arrived there to support our athletes.

In order to provide methodological assistance to municipalities in terms of management of municipal property and land plots Ministry of land and property of the Republic of Tatarstan concluded agreements with local governments.

The agreements provide for a wide range of cooperation, including the analysis of compliance with the legislation of the draft decisions on transactions with property and land plots.

As of  March, 1, 2018 the Ministry considered 236 applications on 423 transactions, have not revealed significant observations in 86 transactions. In 293 transactions notes are given, documents were sent back for revision. Besides in 44 transactions documents have been left without consideration for the reasons of lack of necessary documents and also in the cases provided in Agreements which aren't demanding the direction of documents for consideration by the Ministry.

In the continuous two-hour mode of an active discussion the meeting of Committee on monitoring of the real estate market of the Republic of Tatarstan of NP Union of Appraisers of the Republic of Tatarstan has taken place today. According to an order of the President of the Republic of Tatarstan, monitoring covers all cities and areas of the republic and a considerable part of rural settlements is carried out twice a year. By results the collection "Monitoring of the real estate, land plots and rental rates" is issued. This time it is formed as of March 1, 2018, finishing the semi-annual range of action of the previous collection (that corresponds to period of validity of property appraisal). Monitoring serves as a reference point on ranges of the prices when carrying out transactions, including, with the state and municipal property. The offer and the analyst of appraisal community, corporate customers of appraisal, professional associations of the real estate market, the expert organizations with assistance of the Ministry of land and property of the Republic of Tatarstan, bodies for management of property of municipal districts and city districts of the republic form the base of monitoring. As well as earlier, the Collection of monitoring extends on a grant basis for profile authorities, in particular, of Chambers of the land and property relations of the republic, the member organizations, experts of the Union of appraisers of the Republic of Tatarstan. "The main objective of monitoring — improvement of quality and reliability of appraisal, prevention of disputable situations, especially in transactions with the state and municipal property" — have emphasized the President of the Union of appraisers, the Chairman of the Committee of the Republic of Tatarstan Andrey Lisichkin finishing the meeting.

During the meeting opinions and offers to the basic project of members of the committee Azat Zakirov, Irina Ignashina, Dmitry Zakhmatov, staff of appraisal department of the Ministry of land and property of the Republic of Tatarstan Larisa Shvetsova and Zulfia Kamalova have been considered.
