As of 01.07.2017 according to information of chambers of the property and land relations of municipal districts in the Republic of Tatarstan there are 69 383 unclaimed land shares with a total area of 375 thousand hectares.

Judgments in 40 municipal districts have recognized the right of municipal property for the land plots with a total area of 233,2 thousand hectares.

According to chambers of the property and land relations of the municipal districts of the Republic of Tatarstan the property right of municipal units to the land plots with a total area of 203,3 thousand hectares is registered.

The enlarged meeting of Board of NP Union of Appraisers of the Republic of Tatarstan has taken place on 07 of September, 2017 directly after the Board of the Ministry of land and property of the Republic of Tatarstan. In particular, the deputy minister Farit Musin has in brief stopped on results of the Board, has emphasized that ensuring profitability of the state and municipal property remains the main task of the ministry, and in it is the considerable role of appraisers. He has reported that interaction results with the Union of appraisers of the Republic of Tatarstan and prospect of further work, first of all, gratuitous examination of reports by experts of partnership to the direction them to the Ministry of land and property of the Republic of Tatarstan have been brought to the attention of bodies for management of property of municipalities. Participants have noted significant growth in direct preliminary addresses from a number of the cities and areas (Almetyevsk, Aznakayevo, Pestretsy, Naberezhnye Chelny) as a positive tendency, have indicated the need introductions in practice of competitions on evaluating.

Information of the head of Institute of continuous formation of the University of management of "TISBI" Natalya Doronina on start of the advancing training for members of Partnership from 11.09.2017, teachers and the schedule of the program has been heard during consideration of a question of the organization of the advancing training and preparation for a qualification examination. Thanks to support of the Ministry of land and property of the Republic of Tatarstan non-profit partnership (Partnership) "Union of Appraisers of the Republic of Tatarstan" has coordinated with the Ministry of labour, employment and social protection of the Republic of Tatarstan, the Ministry of industry and trade of the Republic of Tatarstan and successfully defended the innovative project of training of 60 employees in the program "Appraisal of business (enterprise). Appraisal of resources and programs of increase in labor productivity". The course with involvement of the leading experts lecturers of Moscow and Kazan is formed with a reference point as on programs of labor productivity, with integration into the formed federal program, and on training of specialists to a qualification examination of appraisers, obligatory from 01.07.2017, including SUE BTI, State Budgetary Institution «Center of cadastral appraisal» - members of Partnership. Besides the staff of the organizations of the Union, can take part in them as listeners both employees of the Ministry of land and property of the Republic of Tatarstan, and bodies for management of property of the cities and areas.

    The monitoring of the real estate market of the Republic of Tatarstan as of 01.09.2017, approved at the meeting, which is carried out by forces and at the expense of means of the Union of appraisers of the Republic of Tatarstan will become one more help for municipal units and appraisers. After coordination of the main positions of monitoring with the Ministry of land and property of the Republic of Tatarstan, , there will be the next collection "Monitoring of the prices of real estate objects, the land plots and rental rates as of 01.09.2017" also due to Partnership.

Increase of the importance of Partnership was shown by inclusion in ranks of the Union of appraisers of the Republic of Tatarstan of the effective republican organizations: «Center of development of the land and property relations of the Republic of Tatarstan», State Budgetary Institution «Center of the state cadastral appraisal», LLC «Respekt», LLC «Center of Regional Examinations». In total in 2017 Partnership was replenished with ten organizations.

   At the meeting awards have been presented: the letter of thanks of the Minister of land and property of the Republic of Tatarstan for a significant contribution to improvement of quality of appraisal and training has encouraged Nailya Yakupova, professor of Kazan Federal University. The head of the press service of the Ministry of land and property of the Republic of Tatarstan Tanzilya Askarova is awarded with the Certificate of honor of NP Union of Appraisers of the Republic of Tatarstan, the medals "For consolidation of appraisal community"were awarded the deputy minister Farit Musin and the director of research center "Zaman" Svetlana Koryagina.

On September 5-6, 2017 ostentatious classes with officials of the ministries and departments in the order of performance of actions of the plan of elimination are given in the Ministry of land and property of the Republic of Tatarstan. Classes were given by the leading adviser of regime secret service of the Ministry of land and property of the Republic of Tatarstan Oleg Maslenkov.

Today the meeting of Board of the Ministry of land and property of the Republic of Tatarstan "About work results of the Ministry of land and property of the Republic of Tatarstan and chambers (managements, committees) of the property and land relations of municipal districts of the Republic of Tatarstan in 7 months 2017" has taken place in the Ministry of land and property of the Republic of Tatarstan under the chairmanship of the First Deputy minister Sergey Demidov in the mode of a videoconference.

At the meeting of board it has been noted that within 7 months of 2017 activity of the Ministry has been directed to the solution of the tasks determined by the Government of the Republic of Tatarstan, the List of instructions following the results of a meeting of board of the Ministry "About results of work of the Ministry of land and property of the Republic of Tatarstan in 2016 and tasks for 2017" for increase in efficiency of use of state ownership. Managements (committees), chambers of the property and land relations of municipal districts of the Republic of Tatarstan carried out work on realization of municipal powers in the sphere of the property and land relations, to ensuring profitability of municipal property.

3 billion 247 million rubles from management of the state and municipal property have come to the consolidated budget in 7 months of 2017, that makes 78% of an annual task. For the same period of last year it has come to budgets for 318 million rubles less (2 billion 929 million rubles).

652,3 million rubles have come to the republican budget. The budgetary task is performed for 223%.

Total amount of income of local budgets of the Republic of Tatarstan was 2 billion 601 million rubles that makes 67% of the annual plan. In general in the majority of municipal districts and city districts semi-annual plans are implemented, at the same time a planned threshold (58%) haven't reached by 8 municipal units – Atninsky (24,9%), Tetyushsky (38,6%), Tyulyachinsky (48,0%), Alekseevsky (49,3%), Cheremshansky (49,3%), Bugulminsky (51,7%), Sarmanovsky (55,1%), Rybno-Slobodsky (57,7%) municipal districts.

There is relevant a question of decrease of debt on rent payments to municipal budgets of the republic. On 01.08.2017 the total amount of debt on all of the republic municipal districts was 455 million rubles. At the same time, it should be noted that for the last 1,5 years there was a tendency to decrease of debt. In comparison with the same period of 2016 reduction has made 110 million rubles (on 01.08.2016 – 565 million rubles), and since the beginning of the current year – 31 million rubles (on 01.01.2017 – 486 million rubles).

According to lease contracts of property the sum of debt was 77,5 million rubles. Its decrease is observed in 10 municipal units, and growth – in 7. According to lease contracts of lands the total amount of debt is 378 million rubles, for reporting 7 months decrease has made 3 million rubles (1%). Decrease is reached in 9 municipal units, growth is observed also in 9 municipalities.

One of reserves of increase of receipts to municipal budgets by expansion of taxable base are identifications of real estate objects and the land plots on which there are no registered rights. The resolution of the Cabinet of the Republic of Tatarstan dated 13.04.2017 No. 223 has created the interdepartmental working group on carrying out inventory of real estate objects and the land plots. The main objective of the working group is development of the effective mechanism of inventory of the land plots and real estate objects on the example of the Vysokogorsky and Verkhneuslonsky municipal districts of the Republic of Tatarstan which in the subsequent will be used in the territory of all republic.

The ministry is finished the analysis of the land plots regarding existence of the registered rights located in all territory of the High-mountain municipal district of the Republic of Tatarstan. Similar actions continue concerning real estate objects and the land plots located in the territory of the Verkhneuslonsky municipal district of the Republic of Tatarstan.

Now for rendering the methodological help to municipal districts, increase in effective management of municipal property and the land plots, decrease in corruption risks, active work within Agreements on interaction of the Ministry with municipal districts of the Republic of Tatarstan further (– Agreements) is continued.

During operation of Agreements from April, 2014 to August, 2017 more than 11,5 thousand transactions with municipal property and the land plots finding in the order of municipal units have acted for consideration of the Ministry this way. The average percent of return of documents by the Ministry remains for completion stable – about 60%.

As a result of the analysis it is revealed that remarks in the documents arriving for consideration, namely, incorrectly made documents (82%) and an incomplete set of documents (28%) are the main reason for return. Every fifth transaction comes back in connection with violation of the law, and in 13% of transactions remarks by appraisal have been revealed. during operation of Agreements the Ministry has analysed more than 10 thousand reports on estimation of cost of property. Following the results of 7 months the greatest number of returns takes place in the following four districts: Vysokogorsky (86%), Verkhneuslonsky (79%), Laishevsky (78%), Kamsko-Ustyinsky (73%).

If in two and a half years of operation of Agreements negative dynamics of returns of the reports on appraisal which are poor prepared by appraisers was observed, then following the results of seven months 2017 positive dynamics on quality of reports on appraisal of municipal property was outlined that is result of a number of organizational measures.

Besides, within Agreements following the results of the first half of 2017 the Ministry has collected and analysed accounting reports of 134 municipal unitary enterprises (further – municipal unitary enterprise) from 140 operating municipal unitary enterprises. Haven't submitted data on financial and economic activity of Agryzsky Municipal Unitary Enterprise, the Atninsky, Vysokogorsky, Spassky and Muslyumovsky municipal districts of the Republic of Tatarstan.

As well as last year, the share of unprofitable municipal unitary enterprises makes about 30%. Besides, 49 municipal unitary enterprises are loaded with debt (borrowed funds exceed own).

So far municipalities practically don't use possibilities of the organization of the electronic auction of property. As of 31.08.2017 only two municipal organizations – chamber of the land and property relations of the Almetyevsky municipal district of the Republic of Tatarstan and chamber of the land and property relations of the Drozhzhanovsky municipal district of the Republic of Tatarstan have been registered as sellers on the platform sale.zakazrf.ru.

According to the Federal law dated 03.07.2016 No. 237-FZ "About the State Cadastral Assessment" and according to the resolution of the Cabinet of the Republic of Tatarstan dated 03.02.2017 No. 53 the state budgetary institution "Center of the State Cadastral appraisal" subordinated to the Ministry of land and property of the Republic of Tatarstan is created.

Since August 1, 2017 the website of budgetary institution has begun to function to the address http://cgko.tatarstan.ru/. News and also relevant information on activity of establishment, including on work progress on the state cadastral appraisal in the territory of the Republic of Tatarstan will be published on the website.

In order to provide methodological assistance to municipalities in terms of management of municipal property and land plots Ministry of land and property of the Republic of Tatarstan concluded agreements with local governments.

The agreements provide for a wide range of cooperation, including the analysis of compliance with the legislation of the draft decisions on transactions with property and land plots.

As of 01.09.2017 the Ministry considered 1754 applications to 2119 transactions, have not revealed significant observations in 736 transactions. In 1383 transactions notes are given, documents were sent back for revision.

The Ministry of Economic Development of Russian Federation led by Maxim Oreshkin has developed for the Russian President Vladimir Putin the program of increase in labor productivity in the Russian economy directed to growth of investments, qualified personnel and the modern equipment. The new program will turn on two blocks, report in the «Vedomosti» environment. The first is an improvement of conditions for all business. For this purpose it is offered to create the federal center of competences and network of the same centers in regions and also to lower administrative barriers to business.

The second block is pilot projects of the companies chosen by the state for realization of which money will be allocated to them. The speech, in particular, goes about the investment credits under a preferential interest rate and fee of various consultants. The cost of the program — 30 billion rubles.

The wear of fixed assets in Russia — the equipment, infrastructure, production capacities — has exceeded 50%, without solution of this problem to increase labor productivity is almost unreal. According to the «Center of social developments», 25% of all equipment used in the industry have been put into operation more than 17 years ago, and the seventh part is obsolete irrevocably and unsuitable for production of competitive production.

The pilot program of the advancing training more than fifty employees of the organizations of the Union of appraisers of the Republic of Tatarstan — future professional experts in this direction — is supported by profile departments — the Ministy of land and property of the Republic of Tatarstan, the Ministry of Labour, employment and social protection of the Republic of Tatarstan, The Ministry of Industry and Trade of the Republic of Tatarstan also starts in the middle of September of this year.

On 1 of September, 2017 the minister Azat Hamayev has participated in festive events on the occasion of the holiday "Knowledge Day". The festive action has taken place in MBEI "High Comprehensive School No. 1" of the city of Menzelinsk. At a celebratory assembly there were a head of the Menzelinsky municipal district of the Republic of Tatarstan Aydar Salakhov, employees of regional department of education and also sponsors and heads of the construction organizations of Menzelinsk.

The minister Azat Hamayev has handled a greeting to parents and pupils. He has read the address of the President of the Republic of Tatarstan R.N. Minnikhanov on the occasion of the holiday "Knowledge Day", has congratulated all on the beginning of academic year and has wished excellent study. The audience was addressed also by the head of the Menzelinsky municipal district of the Republic of Tatarstan Aydar Salakhov.

In end of a ruler pupils of school have made the dramatized musical program "Knowledge Day".
