According to NP «Union of Appraisers of the Republic of Tatarstan» we inform appraising society and customers of appraising the following:

From 01.07.2017 provisions of articles 21.1, 21.2, 24 of the Federal law from 29.07.1998 N 135-FZ "About appraisal activity in the Russian Federation" (further - 135-FZ) in the new edition, providing that implementation of appraisal activity and membership in SRO of appraisers, is possible, only, in the presence of the qualification certificate and passing a qualification examination have come into force. The appraisers who are members of SRO to 01.01.2017 are obliged to pass a qualification examination till 01.04.2018, and appraisers who have entered SRO after 01.01.2017 - had to hand over him, since 01.07.2017. Further, the appraiser within each three calendar years since the year following after a year of obtaining the qualification certificate is obliged to confirm qualification by passing a qualification examination.

11.08.2017 under the chairmanship of the deputy minister Rustem Shameev the meeting of the Commission of the Ministry of Land and Property of the Republic of Tatarstan on observance of requirements to office behavior of the public civil servants and to settlement of conflicting interests has taken place. Yury Likhachev – the chief adviser of department of anti-corruption monitoring of Management of the President of the Republic of Tatarstan concerning anti-corruption policy, Oleg Bulgakov – the member of Public council at the Ministry, the executive director of NP “Union of Appraisers of the Republic of Tatarstan,” Valentin Paymukhin - the chairman of the Commission on questions of development of institutes of civil society, to interaction with public councils of Public chamber of the Republic of Tatarstan, Roza Shageeva - the vice-president of public organization "Economic Society of the Republic of Tatarstan" have also participated in a meeting of the Commission.

On August 10, 2017 in the Ministry of Land and Property of the Republic of Tatarstan under the chairmanship of the First Deputy minister Sergey Demidov the meeting with participation of representatives from CJSC Aloil and CJSC Neftekonsortsium has taken place. and the question of registration of the land plots located in the territory of the Bavlinsky municipal district of the Republic of Tatarstan for their further transfer to rent of the oil-extracting company CJSC Aloil was considered

Today in the Ministry of Land and Property of the Republic of Tatarstan under the chairmanship of the First Deputy minister Sergey Demidov the meeting on the transfer of the land plot of agricultural purpose to lands of the industry and other special purpose for construction of the facility "Production of tereftalefy acid and polyethyleneterephthalate and objects of economy" in the territory of the Nizhnekamsky municipal district of the Republic of Tatarstan has taken place.

The festive event to the 5 anniversary from the date of formation of the non-profit partnership "Union of Appraisers of the Republic of Tatarstan" was held on 10.0.2017. Participants were welcomed and have presented government and departmental awards to the the deputy head of department of the Cabinet of the Republic of Tatarstan Valery Aksanov, the deputy minister of the land and property Farit Musin, the first deputy minister of economics of the Republic of Tatarstan - the director of the department of development of business Rustem Sibgatullin, the deputy minister of industry and trade Almaz Khusainov.

According to article 6 of the Law of the Republic of Tatarstan from 26.11.2016 No. 93-ZRT "About the budget of the Republic of Tatarstan for 2017 and for planning period of 2018 and 2019" payment of dividends from stocks which are owned by the Republic of Tatarstan is carried out till September 1, 2017. The Ministry of Land and Property of the Republic of Tatarstan as authorized body on management of the state equity stakes, exercises control of receipt of dividends on the stocks which are owned by the Republic of Tatarstan to the budget of the Republic of Tatarstan.

03.08.2017 in the Ministry of land and property of the Republic of Tatarstan under the chairmanship of the Minister Azat Hamayev the meeting with representatives of Association "Professional community of directors “Direktorium” (Moscow) concerning implementation in the Republic of Tatarstan of the pilot project on introduction of system of selection and appointment of professional directors and independent experts in management and supervisory bodies of economic societies with shares of the Republic of Tatarstan and also organization of training of the state representatives in management and supervisory bodies of economic societies with shares of the Republic of Tatarstan has taken place.

From 01.01.2017 due to the entry into force of the Federal law from 03.07.2016 No. 238-FZ "About independent assessment of qualifications" addition of requirements imposed to professional directors and independent experts at selection in governing bodies of joint-stock companies with the state participation, the requirement about passing of independent assessment of qualification is supposed.

The association "Professional community of directors “Direktorium” (Moscow) within implementation of the pilot project offers to evaluate the professional qualification of the candidate according to requirements of the professional standards developed in pursuance of the specified federal law and also the organization of training of the state representatives and independent directors appointed in management and supervisory bodies of economic societies with shares of the Republic of Tatarstan on specialized programs: "Corporate management", "Financial safety", "Creation of system of internal control", "Crisis management" and other.

State Budgetary Institution “Republican Property Treasury” carried out an inspection on effective use and safety of the state property located in Leninogorsky and Aznakayevsky municipal districts of the Republic of Tatarstan and assigned on the right of operational management to the institutions subordinated to Head department of veterinary science of the Cabinet of the Republic of Tatarstan, the Ministry of Education and Science of the Republic of Tatarstan, the Ministry of Labour, employment and social protection of the Republic of Tatarstan.

During inspections the following violations are revealed:

Availability of not used state property which to be in an unsatisfactory condition:

- 4 cars;

- the building of a power-saw bench with total area of 50,2 sq.m on Gagarin St., 4 in the city of Aznakayevo;

- the building of a vegetable storehouse with total area of 262 sq.m on Gagarin St., 4th in the city of Aznakayevo;

- the building of the cowshed with total area of 224,5 sq.m on Gagarin St., 4 in the city of Aznakayevo.

2. Availability of the land plots under transformer substations which haven't undergone the procedure of land surveying on Koshevy St., 15 in the city of Leninogorsk, on Gagarin St., 29 in the city of f Leninogorsk.

3. The property complex on Gagarin St., 4 in the city ofAznakayevo is in an unsatisfactory condition.

Statements of inspections of public institutions are drawn up. The report of institution on elimination of violations will be brought to the attention of the Ministry of land and property of the Republic of Tatarstan within one month.

On July 29, 2017 the Federal law No. 280-FZ "About introduction of amendments to separate acts of the Russian Federation for elimination of contradictions in data of the state registers and establishments of belonging of the land plot to a certain category of lands" has been adopted.

This law has made changes to a number of acts, such as Land code of the Russian Federation, Town-planning code of the Russian Federation, Federal law "About Environmental Protection", Federal law "About the State Registration of the Real Estate" and others.

According to the adopted law, in case of existence of contradictions between data of the forest register and data of USSRE and documents of title, accessory of the site will be established on the basis of data of USSSRE and documents confirming the right of the citizen for the earth provided that the rights for the land plot have arisen till January 1, 2016.

In case of a contradiction between data on site belonging to a certain category in USSRE and the data specified in documents of title, the site according to the statement of the owner will be referred to the category defined in the title document if it has been received about day of entry into force of the law.

The law provides an exception of data on the timberland from the forest register if data on them aren't entered in USSRE, their borders cross borders of other forest or land plots and at the same time the lease contract doesn't work for sites.

In addition, the law provides creation of the mechanism on completion of forest plantings. The wood lot surrounded with lands of the settlement joins in the settlement and is subject to the regime of the city woods not less than for a year.

The land plots of agricultural purpose which turn is regulated by the Federal law "About Turnover Land of Agricultural Purpose" in the presence at authorized body of the data confirming the facts of non-use of such land plots on purpose or their uses with violation of the law of the Russian Federation will be carried to lands of forest fund.
