According to the Federal law "About Joint-stock Companies" holding the annual general shareholder meetings (AGSM) in all joint-stock companies, including companies with shares of the Republic of Tatarstan in authorized capital is complete. Annual reports of the companies for 2016 are approved, the new structures of the boards of directors and audit commissions of societies for 2017-2018 are elected and also decisions on distribution of the profit got following the results of 2016 including payment of dividends are made on AGSM.

The decision on transfer of dividends to the budget of the Republic of Tatarstan for the state equity stakes is made by 17 joint-stock companies. About 300 million rubles have to come to the budget of the Republic of Tatarstan.

State Budgetary Institution «Republican Property Treasury» has carried out inspections on effective use and safety of the state property, located in the Yutazinsky municipal district of the Republic of Tatarstan, assigned on the right of operational management to the institutions subordinated to Head department of veterinary science of the Cabinet of the Republic of Tatarstan, the Ministry of Education and Science of the Republic of Tatarstan, the Ministry of Labour, employment and social protection of the Republic of Tatarstan.

During inspections the following violations are revealed:

1) Rooms with a total area of 132,1 sq.m in the building on Pushkin St. 105/1, in urban settlement Urussu, aren't used.

2) The building with a total area of 43,5 sq.m on Avangardnaya St., 15 in the village of Bayryaka of Yutazinsky district, is in an unsatisfactory condition.

3) The right of perpetual use on the land plot with a total area of 959 sq.m on Albert Kamaletdinov St. in the village of Yutaza, isn't issued.

4) The part of the building of the veterinary site with a total area of 109,6 sq.m on Albert Kamaletdinov St. of 27 in the village of Yutaza, is in use of the natural person.

Statements of inspections of public institutions are drawn up. Reports of institutions on elimination of violations will be brought to the attention of the Ministry of land and property of the Republic of Tatarstan within one month.

In pursuance of ensuring maintenance of the state property according to the approved state tasks for 2017 State Budgetary Institution «Management of material support» is placed the notice on running an electronic auction on supply of construction materials for repair a roof of the building of a garage at the address: Kazan, settlement of Konstantinovka, Yasenevaya St. 60.

In order to provide methodological assistance to municipalities in terms of management of municipal property and land plots Ministry of land and property of the Republic of Tatarstan concluded agreements with local governments.

The agreements provide for a wide range of cooperation, including the analysis of compliance with the legislation of the draft decisions on transactions with property and land plots.

As of 01.07.2017 the Ministry considered 1277 applications to 1549 transactions, have not revealed significant observations in 544 transactions. In 1005 transactions notes are given, documents were sent back for revision.

During inpections the following violations are revealed:

• It’s not carried out the land survey works on the land plots under buildings of a transformer substation and the gas box of other organizations on the land plot with the cadastral number 16:36:02011:20 on Profsoyuznaya St., 35 in the village of Sarmanovo,
• The tank farm with total area of 288 sq.m on Molodezhnaya St., 15 in the village of Muslyumovo is sorted without coordination the Ministry of land and property of the Republic of Tatarstan as owner of property.
• The building of Dzhalilsky branch with total area of 643,5 sq.m on Akhmadiyev St. 37 in the urban settltment Dzhalil of Sarmanovsky municipal district is owned by other organization.

Statements of checks of public institutions are by results drawn up. Reports of institutions on elimination of violations will be brought to the attention of the Ministry of land and property of the Republic of Tatarstan within one month.

In pursuance of ensuring maintenance of the state property according to the approved state tasks for 2017, notices on holding electronic auctions on acquisition: tires and tubes and trailers and also to carrying out technical maintenance on cars VAZ Niva. Lada Granta, Daewoo Nexia,are placed by State Budgetary Institution «Management of material support».

According to specialists of department of economy of the ministry for the first half of 2017 the non-tax income from use and realization of the state property and the land plots which have come to the budget of the Republic of Tatarstan have made 210,42 million rubles.

In a section of articles on 01.07.2017 has come to the budget of the Republic of Tatarstan:

from rent of property – 45,96 million rubles – the plan is implemented for 96,03%;

from land lease – 31,97 million rubles – the plan is implemented for 57,35%;

from an easement – 1,3 million rubles – the plan is implemented by 209,68%;

from realization of property – 9,77 million rubles – the plan is implemented for 32,57%;

from realization of lands – 5,68 million rubles (on this article the plan isn't established);

from trust management – 56,9 million rubles – the plan is implemented for 110,92%;

dividends – 0,56 million rubles - the plan is executed for 0,86%;

part of net profit of the state unitary enterprises – 58,09 million rubles - the plan is executed for 142,73%.

According to the order of the Ministry of Economic Development of the Russian Federation of May 29, 2017 No. 257 the questionnaire of the applicant for registration for a qualification examination is placed on the website of the organizer of examination - the Federal resource center for the organization of management training. At the meeting of the Interdepartmental working group on consideration and assessment of investment projects and applications of the organizations which are carrying out restructuring and modernization of activity according to investment projects on the advancing vocational education of workers in 2017, the investment project of the Union of appraisers of the Republic of Tatarstan "Introduction of innovative tools of assessment of resources and programs of increase in labour productivity of the enterprises of the Republic of Tatarstan" has been considered and approved in the Ministry of Industry and Trade of the Republic of Tatarstan. The project was submitted by the executive director of partnership Oleg Bulgakov (from 18 participating organizations), Zulfia Kamalova (the Ministry of land and property of the Republic of Tatarstan) and Varvara Sharafutdinova (RSUE "Bureau of Technical Inventory").

Practice of activity of Partnership, its committees and counsuls is the basis for the submitted investment project. Partnership together with the Ministry of land and property of the Republic of Tatarstan, Territorial management of the Federal Registration Service on the Republic of Tatarstan, conducts system expert activities for improvement of quality of appraisal, consulting and audit at the enterprises of the Republic of Tatarstan. The expert opinion of professionals is a significant infrastructure component of investment projects of the enterprises of the republic. The majority budget forming and the innovative enterprises of the Republic of Tatarstan realizing the investment projects directed to production modernization:

- involve appraisers in the obligatory cases determined by the legislation;

- involve these specialists as the experts at assessment of efficiency of investment projects and their resource security, the financial analysis and assessment of business.

Partnership develops the unified approaches during the developing and assessment of investment projects - both from the point of view of methodology, and at implementation. These approaches are discussed together with the enterprises-customers and authorities at meetings of special body - Expert and consulting council. The efficiency of such approach is reflected in thanks and responses of the ministries and departments, municipalities and enterprises. In particular, Expert and consulting council of NP Union of Appraisers of the Republic of Tatarstan in three years of activity has considered more than 200 appeals of the enterprises and authorities, 72 professional opinions (expert opinions) on profile questions are prepared. As a result economic effect for the enterprises and budgets of the Republic of Tatarstan and municipal units in its structure was more than 140 million rubles.

The considering defining influence of the member organizations of NP in the market of consulting and examination, need for replication and expansion of activity of experts, preparation according to the uniform innovative program of profile experts in the field of investment design for the enterprises has appeared.

The investment project assumes formation of a project team of experts-analysts in the directions, determined by the Law of the Republic of Tatarstan dated 17.06.2015 No. 40-ZRT "About the adoption of Strategy of social and economic development of the Republic of Tatarstan till 2030" and the Resolution of the Cabinet of the Republic of Tatarstan dated 31.10.2013 No. 823 "About the approval of the state program "Economic development and innovative economy of the Republic of Tatarstan for 2014-2020", in particular, of the subprogramme defining increase in labor productivity. The project also essentially considers the legislative requirement of mandatory passing a qualification examination by appraisers of the Russian Federation that shall reduce sharply their number and increase quality of expert services from 01.07.2017.

Professional retraining of 60 specialists employees of members of NP Union of Appraisers of the Republic of Tatarstan (Partnership) according to the innovative program "Assessment of cost of the enterprise (business) is supposed for this purpose, assessment of efficiency of resources and programs of increase in labor productivity" (108 hours), including, 68 hours of resident instruction, distant holding webinars and Private Office of the Expert module.

30.06.2017 the training seminar for the heads and specialists of chambers and managements of the property and land relations of municipalities of the Republic of Tatarstan on a subject: "The land and property relations in 2017: legislation and practice of its application" has taken place.

The seminar was held by associate professors of the civil and enterprise law of law department of the Kazan state university of F.I.Khamidullina and E.F. Nigmatullina. Questions of practical use of standards of the land legislation on granting the land plots which are in the state and municipal ownership; granting for rent of the real estate objects which are in the state and municipal ownership, an easement, have been considered.
