Following the results of 6 months of 2017 57 resolutions of the Cabinet of the Republic of Tatarstan on the projects, prepared by the Ministry of Land and Property of the Republic of Tatarstan, on the transfer of 180 land plots of agricultural purpose with a total area more than 400 hectares to the category suitable for further construction are accepted.

78% of the total area of lands which category is changed are intended for oil production and extraction of popular minerals in the territory of the Republic of Tatarstan.

Change of category of lands is carried also out for seating:

objects of building industry, logistics;

objects of communication and power;

objects of motor and pipeline transport;

gas stations and other objects of road service.

Within implementation of the Decree of the President of the Republic of Tatarstan of March 22, 2010 No. UP-156 "About measures for development of system of rendering legal aid and legal education of the population in the Republic of Tatarstan" and the Law of the Republic of Tatarstan of November 2, 2012 No. 73-ZRT "About rendering free legal aid to citizens of the Republic of Tatarstan" the Ministry of Justice of the Republic of Tatarstan together with the Tatarstan regional office of Association of lawyers of Russia continues organization of work of the mobile unit for rendering free legal aid to the citizens living in rural settlements of the republic.

On July 20, 2017 free legal aid in the Yutazinsky municipal district of the Republic of Tatarstan has been rendered.

In this action the specialist of the Ministry of Land and Property of the Republic of Tatarstan Ramil Khabibulin has rendered legal aid concerning signing of the contract of sale of the land plot and a house.

The main tasks of 2018-2020 for the Republic of Tatarstan are the balanced budget, implementation of all social obligations and implementation of "May Decrees" of the President of the Russian Federation.

It was declared by the President of the Republic of Tatarstan Rustam Minnikhanov at a republican meeting of financial, treasury and tax authorities of the Republic of Tatarstan today.

The meeting has taken place in the videoconference mode with all municipal districts of the republic and has been devoted to results of execution of the consolidated budget of the Republic of Tatarstan in 1 half of 2017 and to tasks of financial, treasury and tax authorities of the Republic of Tatarstan until the end of 2017.

The Prime minister of the Republic of Tatarstan Alexey Pesoshin has participated in a meeting.

For the first half of 2017 119 billion rubles have come to the consolidated budget of the Republic of Tatarstan, including tax and non-tax income. Taking into account federal funds the revenues of the consolidated budget of the Republic of Tatarstan have made 130,5 billion rubles, Rustam Minnikhanov has reported.

According to the President, the key macroeconomic indicators of the republic show quite good dynamics, and in 5 months of the current year growth of the gross regional product (GRP) became 4%, the index of industrial production - 3,4%, the volume of construction works approximately corresponds to the level of last year. Retail trade turnover has grown for this period by 2,3%.

"The main objective now – to keep the reached positive dynamics, to realize all reserves for the further growth of economy, to provide receipt in the budget and also effective activity of the enterprises", - Rustam Minnikhanov has told.

He has emphasized that there is a number of questions on which it is necessary to pay special attention. So, according to the Ministry of Finance of the Republic of Tatarstan, about 500 large industrial enterprises have already reduced payments on income tax, in the first half of the year it is about 7,8 billion rubles.

"In the third quarter on a number of the companies further decrease in payments is expected, - the President of Tatarstan has noted. - Tax debt before the budget remains a considerable reserve, it makes 8,3 billion rubles with growth by the beginning of the year for about 121 of million rubles. It is a zone of responsibility of tax authorities, services of bailiffs, municipalities, bodies of the Ministry of Internal Affairs, prosecutor's office".

Regarding expenses, according to Rustam Minnikhanov, it is necessary to continue work directed to formation of optimum network of state institutions of all types, increase in efficiency of functioning, improvement of funding mechanisms for institutions by the standard principle. In use of federal funds all ministries and departments need to organize work with federal bodies on quarterly attraction of the necessary amounts of financing and ensuring their development in full considers.

Unused funds following the results of every quarter come back to the federal budget, the President of Tatarstan has reminded, appealed to the Ministry of Finance of the Republic of Tatarstan to control this question strictly.

The report "About results of work of tax authorities of the republic in 1 half of 2017 and to tasks until the end of 2017" was made by the chief of the department of Federal Tax Service in the Republic of Tatarstan Marat Safiullin.

The Minister of Finance of the Republic of Tatarstan Radik Gayzatullin has reported on results of execution of the consolidated budget of the Republic of Tatarstan in 1 half of 2017 and tasks of bodies of a financial system of the Republic of Tatarstan until the end of 2017.

So, the budget of the Republic of Tatarstan for tax and non-tax income is executed for 98,6 billion rubles. Own income of local budgets is mobilized in the sum of 20,4 billion rubles.

Income tax has come to the budget of the Republic of Tatarstan in the sum of 44,9 billion rubles.

The income tax for natural persons has arrived in the sum of 31,8 billion rubles.

The land tax has arrived in the sum of 3,8 billion rubles that is 7% higher than receipts of last year.

Taxes on comprehensive income are mobilized in the consolidated budget in the sum of 4,8 billion rubles that there is higher than the level of last year.

From the federal budget in 1 half of 2017 11 billion rubles, or 41% have arrived, at the annual plan of 27 billion rubles.

Expenses of the consolidated budget of the Republic of Tatarstan have made 128,8 billion rubles. Expenses of the republican budget are made in the sum of 110,6 billion rubles. The interbudgetary transfers are allocated to local budgets in due time in volume in the total amount of 19,5 billion rubles.

The Minister of Finance of the Republic of Tatarstan Radik Gayzatullin has reported that the schedule for work on formation of the budget for 2018-2020 is approved. On the basis of federal indicators indexes-deflators for formation of the forecast of the budget which are agreed with the President of the Republic of Tatarstan Rustam Minnikhanov are developed.

Ensuring in full current budget implementation and its balance remains a priority until the end of the year.

On July 14, 2017 the open auction on the right of the conclusion of lease contracts of the state property delivered in trust management of JSC Kazan Arena under placement of vending devices for a period of 11 months is held.

During the auction:

on lot No. 1 the contract price from initial has increased more than by 5 times.

on lot No. 2 the contract price from initial has increased more than by 9 times.

As of 12.07.2017 it was decided to include in the list of 41 976 citizens having many children who apply for the land plot (in Kazan – 9 795, in the city of Naberezhnye Chelny – 5 676 applicants).

According to report of specialists of ministry’s management of land resources 32 922 land plots in the Republic of Tatarstan (including Kazan and the city of Naberezhnye Chelny) is registered in the Real Estate Cadastre. In Kazan there is 4 648 land plots is registered in the Real Estate Cadastre, in the city of Naberezhnye Chelny there is 2 622 land plots.

Total there is provided 27 736 plots of land to large families in common ownership.

For realization of the Comprehensive plan of actions of the Government of the Republic of Tatarstan for implementation of the Message of the President of the Republic of Tatarstan to the State Council of the Republic of Tatarstan for 2014 approved by the resolution of the Cabinet of the Republic of Tatarstan from 24.12.2014 No. 1039 since 2014 Agreements on interaction of the Ministry of Land and Property of the Republic of Tatartan with the municipal units of the Republic of Tatartan act in the territory of the Republic of Tatarstan.

Now the new edition of Agreements on interaction from 22.06.2017 prepared taking into account the changes in the federal legislation which have come into force, in particular the changes made to the Land Code of the Russian Federation, entry into force of the Federal law from 13.07.2017 No. 218-FZ "About the state registration of the real estate" is concluded.

The regular meeting of Public council at the Ministry of land and property of the Republic of Tatarstan has begun on July 12, 2017 with consideration of the Plan of anti-corruption work of at the Ministry of land and property of the Republic of Tatarstan. Topical issue was taken up by Darya Protsenko - responsible for anti-corruption work in at the Ministry of land and property of the Republic of Tatarstan. She has also told about interaction in this direction with members of Public council, in particular, in the Commission on anti-corruption at the Minister of land and property of the Republic of Tatarstan, and regarding realization of functions of public control and the topical issues considered on Council. Members of Public council have asked questions to the speaker, have approved in general and have taken into consideration the provided information.

According to the Plan of work of Public council, following the results of work of the Ministry of land and property of the Republic of Tatarstan for the first half of the year 2017 the next heads of structural divisions of the ministry have made a speech:  

- Sergey Spichkov, the deputy chief of department of economy - about receipt of non-tax income to the budget of the Republic of Tatarstan;

- Guzel Mindubayeva, the head of department of land resources - about work on investment projects in the Republic of Tatarstan;

- Ildar Rakhmatullin, the head of department of account, monitoring and information exchange – about work on performance of Agreements with municipal units.

     The last question has caused a brisk discussion of participants. Following the results of speeches of members of council Rasheed Abashev, Nazgat Magrifatullin, Oleg Bulgakov the offer on it’s consideration in the videoconference mode with municipal units is created.

The enlarged meeting of Board of the Union of appraisers of RT has taken place on July 12, 2017 with participation of members of the committee on training and professional preparation, profile bodies, in particular, of heads of the appraisal organizations Alina Minnakhmetova, Anton Vinogradov, Lyalya Idiyatullina, structural divisions of partners - higher education institutions - Azat Safiullin (Kazan Federal University), Rustem Sirazetdinov (KSACI), Nelya Mukhametkhanova (IEML), Zulfia Gubeeva (IM TISBI). Such structure is caused by serious changes in the legislation on appraisal activity and need of elaboration of strategy of interaction of the appraisal organizations-employers, authorities and higher education institutions - partners of the Union of appraisers of the Republic of Tatarstan. Opening a meeting, the President of the partnership Andrey Lisichkin has emphasized that since July 1, 2017 it isn't enough to have profile education and to be a member of SRO to be engaged in appraisal. An indispensable condition is passing a qualification examination where only the general subjects for preparation in three main directions of appraisal are published. Powers on reception of examination were delegated by the Ministry of Economic Development of the Russian Federation to specialized budgetary institution - the Federal resource center for management training (FRTs). During the meeting brisk exchange of opinions on training of staff of the organizations - members of partnership to examination, the prospects of his carrying out on regional platforms has taken place, the constructive action program taking into account the available experience and positioning at the federal level has been planned. Participants of a meeting have noted that defects in the organization of examination will lead to the actual stop the state procurements and other transactions where appraisal is obligatory, first of all, at the regional level,. Respectively, the budgetary receipts will be sharply reduced. Board is entrusted to executive directorate to inform the Ministry of land and property of the Republic of Tatarstan on current situation, to bring information to the leaders of the republic, to prepare drafts of letters to federal authorities and authorized organizations. Partnership in parallel has to provide high-quality preparation and passing an examination by the members. Finally, cutting off of unskilled appraisers will serve the main task of the Union of appraisers of the Republic of Tatarstan - to improvement of quality and appraisal level.
