18.05.2017 the second stage of certification of the heads of the state unitary enterprises of the Republic of Tatarstan has taken place. 9 heads of the state unitary enterprises of the Republic of Tatarstan which have successfully passed tests which have taken place 16.05.2017 are allowed to the second stage of certification.

The commission of the Ministry of Land and Property of the Republic of Tatarstan on carrying out certification of the heads of the state unitary enterprises of the Republic of Tatarstan in 2017 has conducted individual interviews with heads of the state unitary enterprises of the Republic of Tatarstan where results of financial and economic activity of the enterprises for 2016 and the first quarter 2017 are considered, questions of perspective development of the enterprises for the next years are discussed.

Following the results of the conducted interviews the Commission has made decisions on compliance of heads of the state unitary enterprises of the Republic of Tatarstan to their  posts.

The Tatarstan regional office of Association of lawyers of Russia continues work on rendering free legal aid to the citizens living in rural settlements of the republic.

On May 18, 2017 mobile information – consulting group consisting of specialists of the ministries, departments and the organizations, in particular, of the Office of the Constitutional court of the Republic of Tatarstan, the Office of the State Council of the Republic of Tatarstan, the Office of the Commissioner for Human Rights in the Republic of Tatarstan, the Ministry of Justice of the Republic of Tatarstan, the Ministry of Land and Property of the Republic of Tatarstan, the Ministry of Education and Science of the Republic of Tatarstan, the Ministry of Health of the Republic of Tatarstan, the Ministry of Labour, employment and social protection of the Republic of Tatarstan, Management of the Federal Tax Service in the Republic of Tatarstan, Management of the Pension Fund of the Russian Federation in the Republic of Tatarstan, Management of the Federal Registration Service in the Republic of Tatarstan, Chamber of Advocates and Notarial chamber of the Republic of Tatarstan has carried out reception of the population on rendering free legal aid in the Drozhzhanovsky municipal district.

The specialist of the Ministry of Land and Property of the Republic of Tatarstan Ramil Khabibulin has given legal aid on questions in this action: receiving the land plot on the property right, registration of the property right to the land plot.

The training seminars meetings for the  heads of rural settlements of 32 municipal districts in 5 of 6 territorial zones of the Republic of Tatarstan are complete. Meetings took place in the cities of Naberezhnye Chelny, Leninogorsk, Mamadysh, urban settlements Aksubayevo and Apastovo. Information at seminars meetings on topical issues of the property and land relations was made by deputy ministers Farit Musin and Rustem Merzakreev. In particular, questions of effective use of land resources, territorial planning, prophylaxis of corruption disturbances, including when granting extracts from the household of books, were allocated, etc.

The finishing seminar will take place on May 31 in Kazan. About 230 listeners from 11 municipal districts of the republic will take part in it.

Today the president of the Moscow school of management «SKOLKOVO» Andrey Sharonov has acted in the Government house of the Republic of Tatarstan with a lecture on a subject "I: 2.0. About importance of transformation of any of us".

The President of the Republic of Tatarstan Rustam Minnikhanov, the Prime minister of the Republic of Tatarstan Alexey Pesoshin, the chief of staff of the President of the Republic of Tatarstan Asgat Safarov, heads of the republican ministries and departments became listeners of a lecture.

Before the lecture Rustam Minnikhanov has held a working meeting with Andrey Sharonov. The parties have considered the prospects of further cooperation between the Republic of Tatarstan and the Moscow school of management «SKOLKOVO», in particular, in the sphere of improvement of system of vocational education of the public and municipal servants.

Repair works on the 7th floor of the office building on Kosmonavtov St., 59 in the city of Kazan, in which the Central specialized inspection of analytical control of the Ministry of ecology and natural resources of the Republic of Tatarstan, is located is complete.

For acceptance works on repair an object was visited by representatives of interested parties: Minister of Ecology and Natural Resources of the Republic of Tatarstan F.S. Abdulganiyev, head of State Budgetary Institution «Management of Material Support» A.N. Galimov; curator of SUE «The Main investment and construction department of the Republic of Tatarstan» I.K Akhmetshin. By results of survey of the performed works representatives have given appreciation.

16.05.2017 heads of rural settlements of Sarmanovsky, Aktanyshsky, Zainsky, Muslyumovsky, Nizhnekamsky and Tukayevsky municipal districts have gathered for the zone training seminar meeting in Tukayevsky municipal district. 165 heads of rural settlements have participated in an action in total.

The deputy minister of the land and property of the Republic of Tatarstan Rustem Merzakreev has made a speech at a seminar meeting for the heads of settlements. In a speech of the deputy minister the most topical issues in the sphere of the land and property relations at the municipal level have been considered. Much attention has been paid to questions of use of reserves of growth of receipts in local budgets, effective use of property, and also to questions of territorial planning and some other questions.

Discussion of the report on a building appraisal in the former manor of the prince Gagarin which is located in the Republic of Tatarstan, Chamber of land and property of Kamsko-Ustyinsky municipal district, rural settlement Tenkovskoye has taken place at the meeting of Expert Council of non-profit partnership "Union of Appraisers of the Republic of Tatarstan", with participation of the chairman of Kamsko-Ustyinsky, the appraiser, representatives of the Ministry of land and property of the Republic of Tatarstan. Necessary recommendations about completion of the report which have been taken into account and the head of municipal authority have been made to the appraiser. The considered subject became a subject of active discussion, having been beyond the usual report on appraisal. In particular, decisions on additional development of a question of appraisal of cultural heritage, the historical monuments which even aren't consisting in official registers have been made. It has been indicated also the need of detailed reflection of the special factors influencing market value into the task for appraisal.

At the request of Chamber of land and property of Aznakaevsky municipal district the matter has been brought up also at discussion of professional opinion on the report on appraisal of market value of the rent for the land plot which is located in Aznakayevsky municipal district, rural settlement Kakre-Elginskoye. Participants have noted need of obligatory participation of authorities and appraisers for discussion for the accounting of all factors, including, with use of remote communications. The decision on development of the Approximate task for appraisal for Chambers of the land and property of the republic is made.

The draft of Methodical recommendations about competitive selection of the appraisal organizations were sent by Executive directorate of Partnership to the address of bodies for management of municipal property and members of the Union of appraisers of the Republic of Tatarstan. Taking into account discussion the project has been assumed as a basis and in the approved option will be published on the website оценщики-рт.рф, and also sent to state customers in coordination with authorized bodies.

NP Union of Appraisers of the Republic of Tatarstan (h.a. - Partnership) by results of competitive selection by the Ministry of Labour, employment and social protection of the Republic of Tatarstan was included into the list of the organizations on an involvement in the advancing vocational education of employees of the organizations which are realizing restructuring and upgrading of activities according to investment projects in 2017.

Training will be provided at the expense of the means of the federal budget administered by the Ministry of Labour, employment and social protection of the Republic of Tatarstan and Partnership without joint financing from members of Partnership, with obtaining qualification "Expert-consultant" in the "Appraising of efficiency of resources and programs of increase in labour productivity" program. The recommended categories of positions of trainees — the expert, the expert in determination of costs, the appraiser, assistants, in the presence of the higher education and additional professional education according to the professional standard "Expert in Appraising Activities" (it is approved by the order of the Ministry of Labour and Social Protection of the Russian Federation of August 4, 2015 N 539 N).

According to Art. 21 of the Federal law "About State and Municipal Unitary Enterprises" the head of the unitary enterprise is a subject to certification in the order established by the owner of property.

The provision on carrying out certification of heads of the state unitary enterprises of the Republic of Tatarstan is approved by the Resolution of the Cabinet of the Republic of Tatarstan from 16.07.2009 No. 496 "About an order of appointment, the conclusion of employment contracts, certification of heads of the state unitary enterprises of the Republic of Tatarstan".

Today, 16.05.2017, in the Ministry of Land and Property of the Republic of Tatarstan the first stage of certification of heads of the state unitary enterprises of the Republic of Tatarstan has taken place. At this stage heads needed to answer in writing 100 questions in the form of the test. Test passing time – 1 hour 30 minutes.

Within the Sports contest of public servants of the Republic of Tatarstan on May 13, 2017 on the covered football and track and field athletics arena of the Central stadium of Kazan track and field athletics competitions have taken place.  

Among 29 teams of the ministries and departments of the Republic of Tatarstan the team the Ministry of land and property of the Republic of Tatarstan in relay on track and field athletics was submitted by: Ravil Hasanshin (department of legal support of the cadastral relations), Almaz Mubarakov (department of the organization of interaction with local governments on the land questions), Inna Almukova (department of use of the state property) and Lilia Yapparova (department of appraisal).
