On April 13, 2017 the festive events devoted to the 20 anniversary of Regional office of the Russian society of appraisers - Society of appraisers of Tatarstan, were held.

The seminar "Topical issues of appraising activity. Certification and a qualification examination for appraisers" is dated to this event. Heads of SRO of appraisers, leading experts and experts of appraising activity, and also founders of Society of appraisers of the Republic of Tatarstan, representatives of the Ministry of land and property of the Republic of Tatarstan, NP Union of Appraisers of the Republic of Tatarstan, the Russian society of appraisers, and also representatives of appraising community of various regions of Russia have taken part in the seminar: Yekaterinburg, Tomsk, Samara, Nizhny Novgorod, Izhevsk, Ulyanovsk, etc. A plenary part has been devoted to innovations in the legislation to both topical issues of appraising activity and problems on their permission, the forthcoming certification of appraisers and a qualification examination which all practicing appraisers will have to hand over.

On April 20, 2017 within implementation of the Decree of the President of the Republic of Tatarstan No. UP-156 from 22.03.2010 "About measures for development of system of rendering legal aid and legal education to the population in the Republic of Tatarstan" and the Law of the Republic of Tatarstan No. 73-ZRT from 02.11.2012 "About rendering free legal aid to citizens of the Republic of Tatarstan" will take place reception of citizens by the experts of the Office of the President of the Republic of Tatarstan, the Office of the State Council of the Republic of Tatarstan, the Office of the Constitutional Court of the Republic of Tatarstan, the Ministry of Justice of the Republic of Tatarstan, the Ministry of Education and Science of the Republic of Tatarstan, the Ministry of Health of the Republic of Tatarstan, the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan, the Ministry of Land and Property of the Republic of Tatarstan, the Ministry of Labour, employment and social protection of the Republic of Tatarstan, Council of municipalities of the Republic of Tatarstan, Managements of the Federal Registration Service in the Republic of Tatarstan, Federal Tax Service of the Republic of Tatarstan, Office of the Pension Fund of the Russian Federation in the Republic of Tatarstan, the Office of the Commissioner for Human Rights in the Republic of Tatarstan, Chamber of Advocates of the the Republic of Tatarstan, Notarial chamber in the Verkhneuslonsky municipal district of the Republic of Tatarstan on legal questions.

Within the action the specialist of the Ministry of Land and Property of the will give consulting help to citizens concerning the land legislation.

11.04.2017 in the Ministry of land and property of the Republic of Tatarstan has held a meeting on implementation of the project "A complex of actions for increase the income to the budget of the Republic of Tatarstan regarding tax and rent revenues from the real estate" drafted by LLC «Otsenka i consulting». The meeting is held with participation of representatives of Executive committee of the World congress of Tatars, RSUE "Bureau of Technical Inventory" of the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan, LLC «Otsenka i consulting».

Following the results of a meeting it was recommended to LLC «Otsenka i consulting» send the plan of measures on increase in a collecting of taxes in the budget of the Republic of Tatarstan to the address of the Ministry of the Republic of Tatarstan. This plan has to include: specific proposals on increase the income to the budget of the Republic of Tatarstan regarding tax and rent revenues from the real estate, the mechanism of implementation of these offers, possible costs at implementation of the plan.

Today the First Deputy Minister of Land and Property Sergey Demidov on the course of implementation of provisions of the Land code of the Republic of Tatarstan has made a speech at a meeting of Committee of the State Council of the Republic of Tatarstan on ecology, environmental management, agro-industrial and food policy (regarding free granting the land plots to the citizens having three and more children).

In the performance he has told that today in the republic quantity of the large families included in lists – 40 418, from them 27 325 large families have received the land plots in common ownership.

He have listed the available problems in municipal districts within implementation of the program:

- lack of the free land plots (lack of necessary conditions for expansion of borders: security zones, private lands, etc.);

- large increase of large families;

- refusals of large families of the provided land plots (an unattractive location, lack of engineering, transport and social infrastructures, etc.).

Also he have designated an especially question of allocation of the land plots to large families is particularly acute in Kazan and Naberezhniye Chelny where the general deficiency makes more than 9 thousand.

For large families of Kazan the Government of Russia has delegated to the Republic powers on management and the order of federal land plots with a total area of 638 hectares. It is planned to create more than 2600 land plots.

Allocation is planned in the third quarter of the current year.

In general it has been noted that taking into account quantity of large families, the Republic of Tatarstan takes the leading positions in the Volga Federal District.

In order to provide methodological assistance to municipalities in terms of management of municipal property and land plots Ministry of land and property of the Republic of Tatarstan concluded agreements with local governments.

The agreements provide for a wide range of cooperation, including the analysis of compliance with the legislation of the draft decisions on transactions with property and land plots.

As of 01.04.2017 the Ministry considered 543 applications to 713 transactions, have not revealed significant observations in 219 transactions. In 494 transactions notes are given, documents were sent back for revision.

On April 05, 2017 the open auction on increase in cost with an open form of submission of offers on the price on realization of personal estate in number of 5 units of equipment assigned to institutions of the Republic of Tatarstan has taken place. The steam sterilizer for the sum of 245 000 rubles has been realized.

Staff of the Ministry of Land and Property of the Republic of Tatarstan has participated in the All-Russian action "Together against Terror" devoted to the victims of terrorist attack in the subway of St. Petersburg. According to organizers of an action, about five thousand people which have gathered on Kremlevskaya Embankment, have honored memory of the victims of terrorists.

We will remind, the action took place in different Russian regions according to the recommendation of the Russian President Administration. An occasion of the events became explosion on a stage between the Sennaya Square and Institute of technology metro stations in St. Petersburg in the afternoon on April 3, as a result of which 14 people have died.

State Budgetary Institution «Republican Property Treasury» has carried out an inspection on effective use and safety of the state property assigned on the right of operational management to public institution, located in the Verkhneuslonsky municipal district of the Republic of Tatarstan, SAIH "Verkhneuslonsky Central Regional Hospital".

During inspection of the building of the maternity hospital located at the address: Republic of Tatarstan, Verkhniy Uslon village, Medgorodok St., 21 A, it isn't revealed violations, the building of 1 755,2 sq.m. is in satisfactory condition, the part of spaces on the total area of 1 064,9 sq.m. is leased in management to 7 institutions under the submitted contracts of free use.

The inspection statement of public institution is drawn up.

According to specialists of department of economy of the ministry, for the first quarter 2017 the non-tax income from use and realization of the state property and the land plots which has come to the budget of the Republic of Tatarstan have made 75,67 million rubles.

In a section of articles on 01.04.2017 year has come to the budget of the Republic of Tatarstan:

from rent of property – 20,77 million rubles – the plan is implemented for 43,4%;

from land lease – 15,43 million rubles – the plan is implemented for 27,7%;

from an easement – 0,61 million rubles – the plan is implemented by 98,4%;

from realization of property – 7,96 million rubles – the plan is implemented for 26,5%;

from realization of lands – 1,0 million rubles (on this article the plan isn't established);

from trust management – 29,7 million rubles – the plan is implemented for 57,9%;

dividends – 0,11 million rub - the plan is implemented for 0,17%.

27.03.2017 at an extraordinary congress of National merging of self-regulatory organizations of cadastral engineers in Moscow the head of SRO Association of Cadastral Engineers of the Volga federal district Vadim Savelyev has been elected the plenipotentiary of National merging in the Volga Federal District.

   A choice has been made not incidentally. The Association of Cadastral Engineers of the Volga Region (ACEVR) - the largest self-regulatory organization in Volga federal district, numbering about 1400 members, which is based in 11 regions of Russia with the center in Kazan.

   Tasks of the plenipotentiary include interaction of the regional representative of the National merging in Volga federal district with authorities of all levels in the district. It concerns the organization of work of the appeal commissions, holding the joint training actions, the analysis and elaboration of suggestions for improvement of work, drafts of regulations, the solution of controversial issues, conflict situations, assistance of implementation of regional and municipal programs in the field of the cadastral relations.
