On 26 of November, 2015 within implementation of the Decree of the President of the Republic of Tatarstan of 22.03.2010 No. UP-156 "About measures for development of system of rendering a legal aid and legal education of the population in the Republic of Tatarstan" and the Law of the Republic of Tatarstan No. 73-ZRT of 02.11.2012 "About rendering a free legal aid to citizens in the Republic of Tatarstan" departure of information consulting group from specialists of the ministries and departments on rendering a free legal aid in Kamsko-Ustiynskiy municipal district of the Republic of Tatarstan took place.

       In structure of information consulting group from the Ministry of  land property  of the Republic of Tatarstan, it was involved the leading consultant of department of protection of the state property interest  – Timur Khanafiev.

       3 verifications of the state property assigned on the right of operational management to the public institutions subordinated to the Ministry of Education and Science of the Republic of Tatarstan are carried out.

The verification revealed:

- Building of a greenhouse with a total area of 116.4 sq.m., located on the 40 Years of Victory street, the city of Naberezhniye Chelny; vegetable storage building with total area of 117.6 sq.m., located on the Marshal Zhukov street, 36, the city of Naberezhniye Chelny, the bus “PAZ 32054-70” and part of the land area of 1000 sq.m., located on the 40 Years of Victory street, the city of Naberezhniye Chelny was not used;

- without permission of the Ministry of land and property of the Republic of Tatarstan 3 public educational institutions handed over the premises with total area of 1260.9 sq.m to the use to 5 state, municipal and public organizations.

November 27th, 2015 at the Ministry of Land and Property of the Republic of Tatarstan held an open auction (to increase the value to the public submission of price offers) for the implementation of the State Property: 185 technologically and functionally related to gas supply facilities in the amount of 92.7 million rubles. The funds from the implementation will go to the budget of the Republic of Tatarstan.

       2015 was a landmark year in terms of improving the methodology of the appraisal activity - applicable federal valuation standards was amended, new standarts were approved. We are sure that these changes would have a positive effect on the quality of the assessment.

26.11.2015 in video mode held a meeting of the Commission on the consideration of the issues about: transfer to municipal ownership of real estate owned by the Republic of Tatarstan, and taking ownership of the municipal real estate property to the ownership of the Republic of Tatarstan. The comission considered together with representatives of Chambers of property and land relations 5 offers from municipalities of the Republic of Tatarstan on the transfer of immovable property to the municipal ownership. 

      Following the meeting, the commission all proposals agreed.

November 24, 2015 in Ministry of land and property of the Republic of Tatarstan was held a meeting with the participation of stakeholders, which addressed the issue of the transfer of cultural heritage - the building of the former Prilutskiy prayer temple owned by JSC ”Zheldoripoteka”, situated on the “Locomotive” demi-island, to the republican ownership.

       Currently Ministry of land and property of the Republic of Tatarstan together with JSC "Zheldoripoteka" worked out the conditions of transfer of the building of the former Prilutskiy prayer temple to the republican property.

The first meeting of the working body of the cadastral evaluation of the Council on the appraisal activity was held in Moscow on November 20, 2015 at the Russian Ministry of Economic Development.

     According to a member of the working body, President of NP "Union of Appraisers of Tatarstan" Andrew Lisichkin at the meeting discussed the draft regulation and the work plan of inter-agency expert and advisory body, the prospects for the development of the profile of the law and the mechanisms of the commissions to review of disputes on cadastral valuation and other issues. The plans of the working body - the development of guidelines (standards) to determine the market value of real estate for the purpose of contesting, the analysis of scientific research on the testing of the draft guidelines on state cadastral valuation in relation to 315,000 of real estate objects located in the territory of a number of subjects of the Russian Federation, making changes and additions to the guidelines of the state cadastral appraisal, development of guidelines for the cadastral appraisal of productive land.

11.20.2015 held a "round table" conference for executives and specialists of the Chambers and management of property and land of municipalities of the Republic of Tatarstan with participation of deputy ministers, heads of departments of the Ministry, as well as invited: Ilnur Galeev - Head of State Land Supervision, Geodesy and Cartography department of management of Federal Service for State Registration, Cadastre and Cartographythe of the Republic of Tatarstan, and Ayrat Tazetdinov - deputy chief of State Land Supervision, Geodesy and Cartography department of the FAS Office of the Republic of Tatarstan. At the "round table" discussed wide range of issues, particularly those relating to changes in the federal legislation, cooperation in the framework of the new version of the Agreement on cooperation between the Ministry and the municipalities. Particular attention is paid to systematically detecting errors in the transaction documents, sent to the Ministry for consideration.

       During the "round table" in the speech of Deputy Minister Rustem Merzakreev were discussed issues of cadastral registration of the boundaries of rural settlements and settlements, water protection zones and forests.

       The event was held with the active participation of specialists of the chambers that have received answers to many questions.

November 20, 2015 in Kazan, in the Institute of Economics, Management and Law held the 5-th All-Russian conference "The Dialectics of anti-corruption." The event was organized by the Management of the President of the Republic of Tatarstan on issues of anti-corruption policy, the Ministry of Education and Science of the Republic of Tatarstan, the Research Institute of anti-corruption Institute of Economics, Management and Law (Kazan).

       The conference was attended by Chief of Staff of the President of the Republic of Tatarstan Asgat Safarov, Deputy Head of the President of the Russian Federation on anti-corruption, Doctor of Law, Honored Lawyer of the Russian Federation Valentin Mikhailov, Assistant Plenipotentiary of the President of the Russian Federation in the Volga Federal District Alexander Davydov, Director of the Department of state policy in the sphere of state and municipal service, anti-corruption of the Ministry of Labor and Social Protection of the Russian Federation Dmitry Basnak Acting chairman of the Synodal Department of the Moscow Patriarchate on relations with the Armed Forces and law enforcement agencies Archpriest Sergei Privalov, as well as employees of the leading educational and scientific centers of Russia, the USA, China, India, representatives of ministries and departments of Russia and the Republic of Tatarstan, the municipalities of the Republic of Tatarstan, representatives of public associations. From the Ministry of Land and Property Relations of the Republic of Tatarstan leading consultant Consolidated Analysis Department Andrey Sahovsky participated in the conference.

       On 17th ofNovember,2015 open auction on increase of cost with an open form of submission of offers on the price on realization of 6 vehicles of establishments of the Republic of Tatarstan is carried out.

       By results of the auction all of cars for the total amount of 527 200,00 rubles are realized.
