1. What is a security?

According to paragraph 2 of Article 142 of the Civil Code of the Russian Federation, securities are a share, a bill of exchange, a mortgage, an investment share of a mutual investment fund, a bill of lading, a bond (including a federal loan bond, a bond of a constituent entity of the Russian Federation), a check and other securities named in such as in law or recognized as such in the manner prescribed by law.

2. Is a futures a security?

The civil legislation of the Russian Federation does not provide for such a type of security as "futures" and "futures contract". A futures contract is a derivative financial instrument, not a security (Decree of the Bank of Russia dated February 16, 2015 No. 3565-U "On the types of derivative financial instruments").

Thus, this document does not address the issue of futures and futures contracts held by government civil servants. At the same time, we draw your attention to the fact that when acquiring a “future” and (or) “future contract”, it is necessary to take into account the anti-corruption standards applicable to a civil servant, in particular the requirement to prevent and (or) resolve conflicts of interest, the prohibition to directly or indirectly own and (or) use foreign financial instruments (as a consequence, prevent them from being violated).

 

Under the chairmanship of Deputy Minister Rustem Shameev, a meeting was held with the participation of representatives of the ministry, the Center for Digital Transformation of the Republic of Tatarstan, and the developer of the Unified Information System for Accounting and Management of State and Municipal Property of the Republic of Tatarstan - JSC BARS Group.

As part of the development of the republican program "National System of Spatial Data of the Republic of Tatarstan", a meeting was held between the heads and responsible persons of the State Budgetary Institution "Spatial Data Fund of the Republic of Tatarstan", Kazan Federal University and Kazan State Agrarian University. Also, employees of "Republican Information and Computing Center" JSC took part in the meeting.

Recall that last year the Foundation signed cooperation agreements with the above universities to solve practical, research and development tasks in the field of obtaining spatial data. Also, on behalf of the Prime Minister of the Republic Alexei Pesoshin, universities and the Foundation are preparing a joint action plan for the implementation of the republican program " National System of Spatial Data of the Republic of Tatarstan ". Now 6 subprograms have been developed related to cartographic, geodetic and geoinformation support, the use of the results of space activities and scientific and practical potential. Colleagues from RIVC JSC also voiced their proposals for the development of information systems.

 

A working meeting on the development of territorial planning documents for the Spassky municipal district was held today.

The meeting was attended by the Director of the State Budgetary Institution "Spatial Data Fund of the Republic of Tatarstan" Airat Usmanov, Deputy Director Guzel Mindubaeva, Head of the Geodesy and Cartography Department Andrey Logashin, Leading Specialist of the Legal Support Department Niyaz Nurutdinov, as well as representatives of the Executive Committee of the Spassky District.
