When approving the Union’s financial plan for 2020, a planned expansion of expert activity was noted - an increase of 1.6 times in the number of examinations and studies, updating of Monitoring Collections, as well as financing of new directions, in particular, digital transformation of valuation activities and distance training for employees of Union organizations .
At the meeting, a new composition of the Board of NP Union of Appraisers of the Republic of Tatarstan was elected. It included the heads and representatives of assessment organizations, specialized universities and independent members of the Management Board, which, according to the law, comprise 25 percent of the Management Board - from the Cabinet of Ministers of the Republic of Tatarstan, the Ministry of Land and Property of the Republic of Tatarstan and the Office of Federal service of state registration, cadaster and cartography in the Republic of Tatarstan.

Due to the lack of a uniform form of accounting for hydraulic structures of all ownership forms in the state and municipal authorities on the territory of the Republic, a new form of the Interdepartmental Register for the Registration of Hydraulic Structures was created, which is consistent with the reporting of federal supervisory authorities.
From February 10, 2020 to February 25, 2020, reconciliation of data on hydraulic structures (water bodies) was organized separately with each municipality, discrepancies were revealed in the data on hydraulic structures according to the number, location, technical and other criteria of structures.
So, according to the results of data reconciliation, a new list of 970 hydraulic structures ponds, (dams), was formed, of which:
- in the ownership of the Ministry of Defense of the Republic of Tajikistan, mainly in rural settlements - 667;
- in the ownership of the Republic of Tatarstan - 4;
- in federal ownership - 84;
- in private ownership –52;
- are ownerless - 163.
On the agenda, the ministries and departments are invited to consider in detail the purpose of each hydraulic structure (water, energy, industry, etc.) and the reservoir (reclamation, fire, road dams, etc.), as well as the progress of further work with ownerless hydraulic structures of ponds (dams )
The meeting on the maintenance and protection of cemeteries as well as registration of land on which burial sites are located was held in videoconference mode in the Ministry of Land Property of the Republic of Tatarstan, under the chairmanship of First Deputy Minister Artur Galiyev. According to the order of the President of the Republic of Tatarstan R.N.Minnikhanov, local authorities were instructed to register and bring into the appropriate category land under cemeteries.
There are 3 677 cemeteries in the Republic of Tatarstan, of which:
- executed - 2 716;
- partially executed - 106;
- not issued - 855.
Most cemeteries are located on agricultural land.
In order to bring the use of such lands in accordance with the legislation, it is necessary to:
- carry out cadastral work on land surveying, formation and registration of cadastral land plots provided for the placement of cemeteries as industrial and other special purpose land;
- carry out the transfer of the category of land to the land of industry and other special purposes.
For the period from January 01, 2020 to March 13, 2020, 356 plots were transferred from the category of agricultural land to the category of industrial land by the decisions of the Cabinet of Ministers of the Republic of Tatarstan.
Currently, the Cabinet of Ministers of the Republic of Tatarstan is considering cases on the transfer of 156 plots to the category of industrial land, and in the Ministry of Land and Property of the Republic of Tatarstan - on the transfer of 249 plots.
Draft decisions of the Cabinet of Ministers of the Republic of Tatarstan on transferring from one category to another have been prepared for 108 plots. In connection with the identification of comments on 78 plots, finalization of the submitted documents by local authorities is required, and 71 are under consideration.

On March 15, 2020 in the framework of the subprogram "Providing housing for orphans and children without parental care, persons from among orphans and children without parental care in the Republic of Tatarstan for 2020 - 2025", approved by decree of the Cabinet of Ministers of the Republic of Tatarstan from October 03, 2019 No. 888, the Ministry of Land Property of the Republic of Tatarstan, with the non-profit organization “State Housing Fund under the President of the Republic of Tatarstan”, entered into a state contract for the right to purchase 58 priority housing facilities in Kazan, Almetyevsky and Menzelinsky municipal districts of the Republicof Tatarstan for future providing to orphans.
The Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin reported on the progress of the inventory of unused real estate in the Republic of Tatarstan today at a meeting in the Government House of the Republic of Tatarstan.
The President of the Republic of Tatarstan Rustam Minnikhanov held a videoconferencing meeting with all municipal areas. The Prime Minister of the Republic of Tatarstan Aleksey Pesoshin took part in the meeting.
Thus, the Ministry of Land Property of the Republic of Tatarstan together with branch ministries and heads of municipalities carry out measures for the inventory of unused state-owned and municipal property. Currently, 783 unused real estate properties with an area of more than 240 thousand square meters have been identified. m in municipal ownership, 205 unused real estate with an area of more than 100 thousand square meters are in republican ownership.
As the head of the Ministry of land and property of the Republic of Tatarstan noted in his report, the objects are distributed in 4 groups.
The first group is “construction in progress”. In this group, 19 objects were identified in municipal ownership, 2 objects are in state ownership on the balance sheet of institutions.
The next group is “unused facilities necessary for the development of the industry”. As the minister explained, this group includes objects that are not used by the balance holders because they are in unsatisfactory condition. But at the same time, the use of facilities is possible after additional capital costs for repairs. In this group, 270 objects in municipal ownership were identified, 48 objects in state ownership.
In the group of “idle objects suitable for use in other industries”, 340 objects in municipal ownership and 94 objects in state ownership were identified.
The group “idle objects in emergency condition” contains objects that are not suitable for further use and are subject to decommissioning; 154 objects in municipal ownership and 61 objects in state ownership were identified here.
As the Minister noted, out of all the 205 state facilities listed, 65% (or 133 facilities) are facilities of the Ministry of Health of the Republic of Tatarstan. The analysis shows that most of them were released as a result of the construction of new facilities or lack of proper maintenance.
The Minister of Land and Property of the Republic of Tatarstan also emphasized that most of the unused health facilities located in the districts are separate rooms in the buildings of medical institutions. Taking into account the specific requirements for the functioning of healthcare institutions, he called on unused premises to be kept on balance and to work out the issue of optimizing the use of space.
Fanil Agliullin expressed concern about the issue of involving unused property in economic turnover, since its redistribution between municipalities and authorities does not produce tangible results, the public posting of information also did not find a response among the business community.
As a preventive measure, the minister suggested that before starting construction planning, an analysis of unused facilities be carried out for the possibility of major repairs or reconstruction. And he noted the appropriateness of applying an integrated phased approach. This is including the redistribution of state (municipal) property between executive authorities, institutions and enterprises; conclusion of concession agreements, application of the mechanism of public-private partnerships or inclusion in the list of state (municipal) property free from the rights of third parties and intended to be provided to SMEs; an increase in renewable and non-renewable income (tendering for leasing, gratuitous use, trust management, sale at auction, depositing into the authorized capital); cancellation.
