The final meeting of the Public Council of the Ministry of Land Property of the Republic of Tatarstan was opened by the opening remarks of Minister Fanil Agliullin. He noted the high professionalism, civic position and practical experience of the members of the Public Council, expressed confidence in further constructive interaction.

    Further, the Chairman of the Public Council Rashid Abashev gave a speech to the specialist of the ministry responsible for anti-corruption work Yulia Iksanova. Her speech reflected the results of a public opinion poll on the state of corruption in the ministry.

   The heads of departments of the ministry prepared for the final meeting information on topical issues that were raised by representatives of civil society during the year. In particular, topics related to cadastral registration and registration of cemeteries, housing and communal services and education, prospects for digitalization of property management processes in the Ministry of Land and Property of the Republic of Tatarstan and municipal areas, legislative initiatives to provide housing for orphans, citizens' appeals to provide land plots for large families, and the transition were touched upon to electronic bidding, the prospects of privatization of state unitary enterprises and municipal unitary enterprises and the provision of benefits for leasing agricultural land, etc.

 All issues became the subject of lively discussion, and some of them, for example, on tariffs of natural monopolies, electronic bidding, provision of agricultural land, transmission of gas networks, etc., were decided to be put up for separate discussion at meetings of the Public Council in 2020.

12/10/2019 the meeting about the issue of registration of land plots under the transport interchange at the intersection of the overpass of the Kazan-Airport Aeroexpress train and the Kazan-Borovoye Matyushino motorway was held at the Ministry of Land Property of the Republic of Tatarstan under the chairmanship of the First Deputy Minister Artur Galiyev with representatives of the Ministry of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan, Glavtatdortrans State Public Institution, JSC Basis Terra, JSC Suvar Kazan.

At the meeting issues of registration of rights to land plots of Bazis-Terra JSC were discussed, it was also proposed to consider the possibility of registration of rights to these plots at Glavtatdortrans State Public Institution.

Based on the results of the meeting, options for possible actions for the design of the plots were identified.

Acting Deputy Minister Tagir Khusnutdinov took part in the meeting of the Taxes working group chaired by the Minister of Property and Land Relations of the Nizhny Novgorod Region S. A. Barinov in a webcast format.

The meeting discussed the interaction of the constituent entities of the Russian Federation and the Federal Service for State Registration, Cadastre and Cartography in order to obtain the information necessary to carry out more complete involvement of real estate objects in the tax turnover, and also considered the need to improve federal legislation in order to ensure the completeness of the Unified state register of real estate in terms of information about the owners of real estate.

The meeting of the working group was also attended by specialists from the Ministry of Land and Property of the Republic of Tatarstan and the State Budgetary Institution “Center for State Cadastral Assessment”

A seminar-meeting dedicated to the International Day against Corruption was held at the Ministry of Land and Property Relations of the Republic of Tatarstan. This date is celebrated annually on December 9th. The seminar was attended by the chief adviser to the Office of the President of the Republic of Tatarstan on anti-corruption policy Ayrat Khayrullin. He made a report on the responsibility of civil servants for non-compliance with prohibitions and restrictions established in order to combat corruption, gave examples from the practice of applying legal liability measures to persons who committed violations of anti-corruption legislation, and answered questions from employees of the ministry.

In Thursday, December 5, The State Duma adopted a bill introducing new requirements for appraisers and self-regulatory organizations (SROs) of appraisers in second reading.

The bill clarifies the procedure for obtaining a vocational education and passing a qualification exam to acquire the status of an appraiser. It is also proposed to abolish the requirement for work experience in order to obtain such a certificate, according to which the candidate must work for at least a year from the last three years as an assistant appraiser or appraiser.

The ban on the reorganization of a non-profit organization having the status of SRO appraisers is lifted.

The document also amends the law in the “On State Cadastral Valuation”. The five-year limitation period for filing an application for revising the cadastral value, calculated from the date the disputed results of determining the cadastral value is entered into the Unified State Register of Real Estate (USRN), to the commission for the consideration of disputes on the results of determining the cadastral value is canceled. In addition, the requirement of a mandatory appraisal of property of the debtor of property that is the subject of a pledge is excluded.

As part of the Spartakiad of civil servants of the Republic of Tatarstan, on December 7, 2019, basketball competitions, in which the team of the Ministry of Land and Property Relations of the Republic of Tatarstan also took an active part were held in the Miras sports complex.

The team of the Ministry of Land and Property of the Republic of Tatarstan acted in a united, coordinated manner and showed a decent game. The first deputy minister Arthur Galiev played in the team.

Today, the Kazan City Hall hosted the ceremony of presenting the Russian Law Prize named after G.F.Shershenevich and the Prize “Lawyer of the Year of the Republic of Tatarstan”. Rustam Minnikhanov presented state awards of the Republic of Tatarstan and the Letter of Gratitude of the President of the Republic of Tatarstan to representatives of the legal community.

The Shershenevich Prize winners are:

Evgeny Sukhanov, Doctor of Law, Professor, Honored Scientist of the Russian Federation, Head of the Department of Civil Law, Faculty of Law, Moscow State University,

Valery Lazarev, Doctor of Law, Professor of the Department of Theory of State and Law of the Moscow Law Academy. The award was presented by the co-chairman of the Russian Bar Association Pavel Krasheninnikov. In addition, Ildar Khalikov, chairman of the Tatarstan branch of the Russian Bar Association, received a letter of thanks from the Chairman of the Council of the Federation of Russia.

The Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin and the head of the Department for the Protection of Property Interests of the State of Legal department Ramil Khabibullin took part in this event from the Ministry of Land and Property of the Republic of Tatarstan.

12/06/2019 the meeting on the maintenance and protection of cemeteries, as well as the registration of land on which burial sites are located was held via video conference in the Ministry of land and property of the Republic of Tatarstan, under the chairmanship of First Deputy Minister Artur Galiyev. The meeting was attended by the Assistant to the President of the Republic of Tatarstan Rustem Merzakreev, representatives of the Office of Federal service of state registration, cadaster and cartography in the Republic of Tatarstan, a branch of the Federal State Budgetary Institution "Federal Cadastral Chamber of Federal service of state registration, cadaster and cartography" in the Republic of Tatarstan, the Association "Council of Municipalities of the Republic of Tatarstan", and municipalities of the Republic of Tatarstan.

According to the order of the President of the Republic of Tatarstan R.N.Minnikhanov, local authorities were instructed to register and bring into the appropriate category land under cemeteries.

In the Republic of Tatarstan there are 3 827 cemeteries of which:

- issued - 1 865

- partially completed - 247;

- not executed - 1,715.

Most cemeteries are located on agricultural land.

In order to bring the use of such lands in accordance with the legislation, it is necessary:

- carry out cadastral work on land surveying, formation and registration of cadastral land plots provided for the placement of cemeteries as industrial and other special purpose land;

- carry out the transfer of the category of land in the land of industry and other special purposes.

For the period from November 10, 2019 to December 2, 2019, the Decrees of the Cabinet of Ministers of the Republic of Tatarstan transferred 14 plots with a total area of 9.2 hectares from the category of agricultural land to the category of industrial land.

Currently, the Cabinet of Ministers of the Republic of Tatarstan is considering 22 cases on the transfer of 81 land plots (Alekseevsky, Muslumovsky, Tukaevsky, Novosheshminsky, Aznakaevsky, Apastovsky, Bavlinsky, Cheremshansky municipal districts). And 102 cases for the transfer of 295 land plots into the category of industrial lands (Aznakaevsky, Aktanyshsky, Alkeevsky, Almetyevsky, Apastovsky, Atninsky, Bavlinsky, Baltasinsky, Zainsky, Kukmorsky, Mendeleevsky, Nizhnekamsky, Nurlatsky, Sarmanovsky, Tetuyshsky, Chistopolsky, Yutazinsky, Kaybitsky, Novosheshminsky municipal districts) are pending approval in the Ministry of land and property of the Republic of Tatarstan.

Draft decisions of the Cabinet of Ministers of the Republic of Tatarstan on transferring from one category to another have been prepared for 149 land plots. In connection with the identification of comments on 146 precincts, finalization of the submitted documents by local authorities is required.

The meeting in videoconference mode discussed frequently occurring problems when registering plots, a simplified procedure for registering cemeteries, cemeteries located on the lands of the forest fund, as well as the most common comments when preparing documents for changing the category of plots.

The next meeting is scheduled for 12/13/2019.

On December 4, 2019, an event to provide free legal assistance to citizens accustomed to the International Day of Persons with Disabilities took place at the State Autonomous Educational Center of Rehabilitation of the Disabled «Ascent» (Kazan, Dubravnaya St., 43 B).

45 citizens applied for legal assistance. Most of the questions related to social and pension security, and was addressed to representatives of the Ministry of Health of the Republic of Tatarstan, the Ministry of Labor, Employment and Social Protection of the Republic of Tatarstan, the regional branch of the Social Insurance Fund of the Russian Federation for the Republic of Tatarstan, the branches of the Pension Fund of the Russian Federation for the Republic of Tatarstan and lawyers .

The head of the department of legal support of land and property relations, Islam Ishmakov, was involved in the information and consulting group from the Ministry of Land Property of the Republic of Tatarstan.

All citizens received qualified legal assistance in the form of oral counseling.
