Today, the meeting under the chairmanship of Acting Deputy Minister of Land and Property of the Republic of Tatarstan Tagir Khusnutdinov together with representatives of the State Budgetary Institution “Spatial Data Fund of the Republic of Tatarstan” and the Alekseevsky Municipal District of the Republic of Tatarstan was held in the Ministry of Land Property of the Republic of Tatarstan,. The meeting discussed the development and approval of territorial planning documents of the Alekseevsky municipal district of the Republic of Tatarstan.
From October 24 to 26, 2019 employees of the Ministry of Land and Property of the Republic of Tatarstan underwent training in the first full-time module of the continuing education program - the advanced training program “CDO (Chief Data Officer) - data-based management” on the basis of autonomous non-profit organization of higher education “Innopolis University”. Within the framework of this program, a meeting with the participation of the moderator of the curriculum Maxim Gretsky, representatives of the Ministry of Land and Property of the Republic of Tatarstan, State Budgetary Institution “Spatial Data Fund of the Republic of Tatarstan”, State Unitary Enterprise “Center for Information Technologies of the Republic of Tatarstan”, State Institution “Center for State Cadastral Estimation” of the Republic of Tatarstan and Municipal unitary enterprise “House of Property and land relations of the Vysokogorsky municipal district of the Republic of Tatarstan” was held at the Ministry of Land and Property of the Republic of Tatarstan. During the meeting, issues related to the preparation of a project aimed at digitalizing the activities of departments were discussed.
Yesterday, the meeting chaired by acting Deputy Minister Tagir Khusnutdinov on the establishment of the boundaries of licensed mining allotments, the location of water wells and sanitary protection zones and the consideration of these data when developing master plans for municipal regions of the Republic of Tatarstan together with representatives of the Ministry of Ecology of the Republic of Tatarstan and the State Budgetary Institution “Spatial Data Fund of the Republic of Tatarstan” held in the Ministry of Land Property of the Republic of Tatarstan,. At the meeting, issues of interaction within the framework of the transfer of the Ministry of Ecology of the Republic of Tatarstan to information on mining allotments of common minerals, as well as determining the exact location of water wells and sanitary protection zones, were discussed.
The Ministry of Land and Property of the Republic of Tatarstan has announced an auction for the right to conclude lease agreements for property owned by the Republic of Tatarstan, free from the rights of third parties and intended to be granted to small and medium-sized entities on a long-term basis and at preferential terms entrepreneurship (hereinafter referred to as SMEs) and organizations forming the infrastructure for supporting SMEs. ”
The lease term is 6 years
The rent is:
- in the first year of rent - 0 percent;
- in the second year of rent - 0 percent;
- in the third year of rent - 25 percent;
- in the fourth year of rent - 50 percent;
- in the fifth year of rent - 75 percent;
- in the sixth and subsequent years of lease - 100 percent of the amount of rent established by the assessment of the market value of property rental.

The meeting on the definition of the boundaries of flood zones in the Republic of Tatarstan with the participation of representatives of the State Budgetary Institution “Spatial Data Fund of the Republic of Tatarstan”, the Ministry of Ecology of the Republic of Tatarstan and EcoLider LLC held in the Ministry of Land Property of the Republic of Tatarstan under the chairmanship of the acting Tagir Khusnutdinov, Deputy Minister of Land and Property of the Republic of Tatarstan. At the meeting, the stages of work to determine the areas of flooding in the Republic of Tatarstan, entering data into the territorial planning documents of the municipalities of the Republic of Tatarstan and the Unified State Register of Real Estate were discussed.
The conference of the SRO RSA (Russian Society of Appraisers) with the participation of representatives of the Ministry of Land and Property of the Republic of Tatarstan and NP Union of Appraisers of the Republic of Tatarstan (Union) “Innovations in Valuation. State cadastral valuation - current issues” was held.
The participants were welcomed by the co-chair of the Union’s Expert Council, the head of the SRO RSA Dmitry Zakhmatov, the First Deputy Chairman of the Chamber of Commerce and Industry of the Republic of Tatarstan Arthur Nikolaev, the executive director of the Union Oleg Bulgakov, acting, Head of the Assessment Department of the Ministry of land and property of the Republic of Tatarstan Zulfiya Kamalova. The representative of the Union presented to guests the Price Monitoring Collections developed by the Union.
Executive Director of RSA Sergey Zayakin (Moscow) spoke about innovations in the legislation on valuation activities. In particular, it was noted that the draft law significantly toughens requirements for the assessment of state and municipal property (for example, to evaluate municipal property, an appraisal organization must have at least five appraisers with at least seven years of experience), the responsibility of appraisers and experts, and the extension of authority state budgetary institutions on cadastral valuation. Vladislav Artyomov, a member of the Working Body on the Strategy of the Valuation Council at the Ministry of Economic Development of the Russian Federation, stopped at the work of the appellate body on complaints about appraisers and SROs, issues of state cadastral valuation.
Then the speakers considered issues of judicial financial expertise in economic disputes, which were covered by the moderator - Dmitry Zakhmatov. The participants noted the importance of the event for expressing the consolidated opinion of the evaluation community during the public discussion of the draft law on the state regulation website and suggested continuing discussion during the Union’s events on the day of the appraiser on November 27. 2019.

One of the main activities of the State Budget Institution “Spatial Data Fund of the Republic of Tatarstan” is the collection of spatial information on the territory of our Republic. However, not many can give an exact answer, what is spatial data.
Generally speaking, spatial data are any materials, whether maps, diagrams or aerial photographs which contain information about the object and you can set its location, size, shape and properties of the object. Such objects can be: natural objects (ravine, trees, spring), artificial objects (buildings, structures, communications), as well as natural celestial bodies.
When working with such materials, all concepts and main points are regulated by Federal Law No. 431-ФЗ dated December 22, 2015 “On Geodesy, Cartography and Spatial Data and on Amending Certain Legislative Acts of the Russian Federation”, which clearly states that “spatial data is data about spatial objects, including information about their shape, location and properties, including those presented using coordinates; ”Clause 4, Art. 3.
Everything that surrounds a person has any spatial information and such information is necessary in many areas of human activity.
So before carrying out construction work, it is necessary to conduct a topographic survey of the area, including obtaining information about the terrain for calculating the volume of earthwork. To confirm the position of the disputed borders of the plots and territories of the Republic, archival maps and aerial photographs of the studied territory can be used. When identifying areas of flooding and flooding of territories, various information is analyzed obtained as a result of airborne or ground-based laser scanning, operational aerial photography of the terrain by unmanned aerial vehicles, cartographic material, etc.
