An expanded meeting of the Commission under the Minister of Land and Property of the Republic of Tatarstan on combating corruption was held today with the participation of representatives of the Office of the President of the Republic of Tatarstan on anti-corruption policy, the Department of Economic Security and Combating Corruption of the Ministry of Internal Affairs for the Republic of Tatarstan, the Investigative Department of the Investigative Committee of the Russian Federation for the Republic of Tatarstan, Account  Chamber of the Republic of Tatarstan, an independent expert and members of the Public Council under the Ministry of Land and Property Relations of the Republic of Tatarstan for combating corruption.

According to the Resolution of the Cabinet of Ministers of the Republic of Tatarstan dated October 9, 2021 No. 2005-r, Rogozhkin Maxim Anatolyevich was appointed Deputy Minister of Land and Property of the Republic of Tatarstan.

Description of the situation:

A civil servant and / or his relatives own the securities of an organization in respect of which the civil servant performs certain functions of government.

Prevention and control measures:

If a civil servant owns the securities of an organization in respect of which he performs certain functions of state administration, he is obliged to notify the representative of the employer and the immediate superior of the existence of personal interest in writing, and also transfer the securities to trust.

It should be noted that there is a problem of choosing a management organization or a trustee to whom a civil servant can entrust the management of his securities. In addition, the transfer of securities to trust management does not necessarily lead to the elimination of a conflict of interest, that is, it cannot always be recognized as an exhaustive measure, in this regard, a civil servant may make a voluntary decision to alienate the securities.

If the relatives of a civil servant own the securities of an organization in respect of which he performs certain functions of government, the civil servant is obliged to notify the representative of the employer and the immediate superior of the personal interest in writing. At the same time, in order to resolve the conflict of interests, the civil servant should recommend to relatives to transfer securities to trust management or to consider the issue of their alienation.

Before the civil servant takes measures to resolve the conflict of interest, the representative of the employer is recommended to suspend the civil servant from the performance of official (official) duties in relation to the organization, the securities of which are owned by the civil servant or his relatives.

Today, within the framework of the traditional nature conservation action "Let's Save the Forest," employees of the Ministry of Land and Property of the Republic of Tatarstan and the subordinate institution state budgetary institution "Management of material support" took an active part in planting forests in the forest fund of the Krasno-Oktyabrsky district forestry of the Zelenodolsk region, planting coniferous seedlings.

The Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin reported on the work to replenish the consolidated budget of the Republic of Tatarstan, to reduce arrears on rent payments and inventory of real estate objects.

President of Tatarstan Rustam Minnikhanov held a videoconference meeting with all districts. The meeting was attended by the Prime Minister of the Republic of Tatarstan Alexey Pesoshin.

In accordance with the Law (dated November 27, 2020, No. 78-ЗРТ) "On the budget of the Republic of Tatarstan (for 2021 and the planned period of 2022 and 2023"), the budget target for non-tax revenues, the administrator of which is the Ministry of Land Property of the Republic of Tatarstan, is 393 million 690 thousand . rubles.

From the use and sale of property and land plots owned by the Republic of Tatarstan, the budget received 410 million 520 thousand rubles. The budget target was fulfilled by 104.3% (for comparison: for the same period in 2020, receipts amounted to 338 million 580 thousand rubles).

The structure of non-tax revenues is dominated by renewable revenues, which account for 92.4%. These are income from the lease of property and land plots, part of the net profit of the state unitary enterprise, dividends on state blocks of shares and the transfer of state property to trust management.

The trend of the current year is a twofold increase in profitability from the transfer of state property for rent due to the conclusion of new agreements. The budget target for this item of income was fulfilled by 214.7%, 117 million 890 thousand rubles were transferred to the budget. The proceeds from the lease of land plots amounted to 59 million 620 thousand rubles, the task was fulfilled by 76.5%.

Fanil Agliullin also reported on revenues to local budgets. Following the results of 8 months of this year, local budgets received 3 billion 470 million rubles. There is a positive trend in receipts of both renewable and non-renewable income in relation to the previous year (receipts exceeded the income for the same period last year by 839 million rubles.)

The head of the Ministry of Land Property of the Republic of Tatarstan noted that the planned target for the current year exceeds last year's by 149 million, while its implementation for 8 months of 2021 is 87%, which is 18% higher than in 2020. The general dynamics of income is determined mainly by receipts in urban districts and five districts: Nizhnekamsk, Almetyevsk, Laishevsk, Zelenodolsk, Pestrechinsk, which in total amounts to 82% of income. These municipalities are successfully fulfilling and overfulfilling the plan.

The issues of reducing arrears and tax arrears were considered in the next meeting via videoconference, which was organized by the Ministry of Finance of the Republic of Tatarstan. Representatives of the Ministry of Land Property, the Office of the Federal Tax Service for the Republic of Tatarstan, the Office of the Federal Service of Bailiffs for the Republic of Tatarstan, chambers (departments, committees) of property and land relations of the Republic of Tatarstan took part in the work.

The Ministry of Land and Property of the Republic of Tatarstan regularly announces tenders for the right to conclude lease agreements for property from the List for Small and Medium-Sized Businesses.

In order to organize property support for small and medium-sized businesses, within the framework of the implementation of the provisions of Article 18 of the Federal Law "On the Development of Small and Medium-Sized Businesses in the Russian Federation", the Ministry of Land Property of the Republic of Tatarstan approved a list of state property (hereinafter referred to as the List) for provision on the right of ownership and ( or) use on a long-term basis by Small and Medium-Sized Businesses and posted on the official website. Every year, before November 1, the list is replenished with objects by at least 10 percent.

On October 6, under the chairmanship of the Minister of Land and Property of the Republic of Tatarstan, Fanil Agliullin, a joint meeting of the working groups was held to establish the border of the subject of the Republic of Tatarstan and the Samara region.

The meeting from the Republic of Tatarstan was attended by the Assistant to the President of the Republic of Tatarstan Rustem Merzakreev, representatives of the State Budgetary Institution "Spatial Data Fund of the Republic of Tatarstan", the Ministry of Land Property of the Republic of Tatarstan, the Department of the Federal Service for State Registration, Cadastre and Cartography in the Republic of Tatarstan, the Ministry of Justice of the Republic of Tatarstan, the legal department of the Cabinet of Ministers of the Republic of Tatarstan and the Office of the President of the Republic of Tatarstan. Representatives of the Department of Legal Support of the Ministry of Property of the Samara Region, the Department of Land Relations of the Ministry of Property Relations of the Samara Region, the Office of Federal Service for State Registration, Cadastre and Cartography in the Samara Region and Samara Center for Geodesy and Land Management LLC connected via videoconferencing.

As of September 30, 2021, according to the accepted applications from citizens with many children to receive land plots, decisions were made to include 65,003 applicants in the lists, including 16,090 in Kazan, in the city of Naberezhniye Chelny - 8 597 applicants.

Minister Fanil Agliullin held a meeting on the development of urban planning documentation in the Kamsko-Ustinsky, Kukmorsky, Sabinsky and Tukayevsky municipal districts, during which the current state of urban planning documentation in the municipal district, as well as problematic issues arising in the development of master plans and land use rules and buildings.
