The Ministry of Land and Property of the Republic of Tatarstan continues a series of meetings on the development of urban planning documentation in municipalities. Representatives of the Atninsky, Zelenodolsky and Pestrechinsky municipal districts of the Republic of Tatarstan presented the relevant information today. These areas participate in the Experiment to create a single information resource on land and real estate, implemented in accordance with the Decree of the Government of the Russian Federation of December 31, 2020 No. 2429.
Today, the First Deputy Minister of Land and Property of the Republic of Tatarstan Artur Galiev held a meeting on the acquisition of residential premises for orphans in 2021. Representatives of the State Housing Fund under the President of the Republic of Tatarstan and Drozhzhanovsky, Mendeleevsky, Novosheshminsky, Nurlatsky and Tetyushsky municipal districts took part in the online consideration of the issue. Based on the results of the discussion, the participants made a decision on the need to ensure the state cadastral registration of residential buildings that have been commissioned to date in the shortest possible time.

Let us recall that this catalog was created by specialists of the State Budgetary Institution State Budgetary Institution Spatial Data Fund of the Republic of Tatarstan in order to ensure the uniform use of the names of geographical objects, their accounting and preservation. In its development, the State Catalog of Geographical Names of the Russian Federation was taken as a basis, supplemented by the data of the Register of Administrative-Territorial Units and Settlements in the Republic of Tatarstan of the Ministry of Justice of the Republic of Tatarstan. Subsequently, the Foundation did a great deal of work to finalize the structure of the document and include the names of settlements in the Tatar language.
Today, the Ministry of Land and Property of the Republic of Tatarstan, under the chairmanship of Minister Fanil Agliullin, considered problematic issues that impede the completion of work on entering information about the boundaries of settlements and territorial zones in the Unified State Register of Real Estate. Representatives of the Leninogorsky, Vysokogorsky and Apastovsky municipal districts of the Republic of Tatarstan presented information on the development of urban planning documentation.

The Ministry of Land and Property of the Republic of Tatarstan held a meeting on the preparation for the state cadastral appraisal of land plots located in the Republic of Tatarstan in 2022. The meeting was attended by representatives of the Office of the President of the Republic of Tatarstan, the Office of the Federal Tax Service of Russia in the Republic of Tatarstan, the Office of the Federal Service for State Registration, Cadastre and Cartography in the Republic of Tatarstan, as well as the state budgetary institution "Center of State Cadastral Appraisal". During the meeting, the current situation of the work, as well as the existing problematic issues were discussed.
The issues of territorial planning, cadastral registration, the creation of a state information system for ensuring urban planning activities, the establishment of boundaries, the development of master plans and rules for land use and development were discussed with the Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin by students of Kazan State University of Civil Engineering. The minister told the students about the issues of territorial planning that are directly addressed by the department.
One of the most pressing issues today is the cadastral registration of the boundaries of settlements and territorial zones. Fanil Agliullin noted that the importance of this work is also due to the new rule, which comes into force on January 1, 2024. According to this rule, the issuance of a building permit will be impossible if the Unified State Register of Real Estate does not contain information on the boundaries of the territorial zones in which the land plots are located.
Today in the Ministry of Land and Property of the Republic of Tatarstan in the mode of videoconference, Minister Fanil Agliullin held an introductory meeting with the heads of municipal districts of the Republic of Tatarstan on the development of urban planning documentation. In the future, a meeting will be held with each municipality, during which issues such as the current state of urban planning documentation in the municipal area, problematic issues arising in the development of master plans and rules for land use and development, as well as the procedure for achieving a 100% indicator of setting boundaries will be determined. settlements and territorial zones for cadastral registration.
The issues of reducing arrears and tax arrears were considered in the next meeting via videoconference, organized by the Ministry of Finance of the Republic of Tatarstan. Representatives of the Ministry of Land Property, the Office of the Federal Tax Service for the Republic of Tatarstan, the Office of the Federal Service of Bailiffs for the Republic of Tatarstan, chambers (departments, committees) of property and land relations of the Republic of Tatarstan took part in the work.
Today, Artur Galiev, First Deputy Minister of Land and Property of the Republic of Tatarstan, held a videoconference meeting with the participation of representatives of the Ministry of Education and Science of the Republic of Tatarstan, the Ministry of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan, and the State Housing Fund under the President of the Republic of Tatarstan. The meeting considered the issue of acquiring residential premises for orphans in 2021. Based on the results of the discussion, a decision was made on the need to complete the construction of residential buildings that have not been put into operation until the end of September this year.
