Artur Galiev, First Deputy Minister of Land and Property of the Republic of Tatarstan, reported on the current state of state and municipal unitary enterprises today at a meeting in the Government House of the Republic of Tatarstan.
President of Tatarstan Rustam Minnikhanov held a videoconference meeting with all municipal districts. The meeting was attended by the Prime Minister of the Republic of Tatarstan Alexey Pesoshin.
As of April 1, 2021, 12 state and 136 municipal unitary enterprises were registered in the republic. The cost of fixed assets of state and municipal unitary enterprises at the end of 2020 is 2.9 billion rubles and 57.8 billion rubles, respectively.
As Artur Galiyev noted, 98 out of 136 municipal unitary enterprises are operating, 10 out of 12 state unitary enterprises operate. Over the past 5 years, all operating state unitary enterprises are profitable.
44 out of 98 municipal unitary enterprises, are unprofitable, 25 are credited. The most unprofitable are municipal unitary enterprises in the cities of Kazan, Naberezhnye Chelny, in Almetyevsky, Bavlinsky and Verkhneuslonsky municipal districts. Municipalities with the largest number of credited municipal unitary enterprises are in the city of Naberezhnye Chelny, in Mendeleevsky and Kamsko-Ustinsky municipal districts.
The First Deputy Minister of Land and Property of the Republic of Tatarstan during his speech also noted that in order to implement the Federal Law of December 27, 2019 No. 485-ФЗ "On Amendments to the Federal Law" On State and Municipal Unitary Enterprises "and the Federal Law" On Protection Competition ”in the Republic of Tatarstan, the Action Plan of the Republic of Tatarstan for the period until January 1, 2025 to reform the state and municipal unitary enterprises (approved by the Resolution of the Cabinet of Ministers of the Republic of Tatarstan No. 966 dated October 27, 2020) was adopted.
According to the document, 6 municipal unitary enterprises were to be liquidated in 2020, and 8 municipal unitary enterprises in 2021. But at the end of 2020, only 1 municipal unitary enterprise and 1 state unitary enterprise were liquidated, and as of April 1, 2021, 2 municipal unitary enterprises were liquidated and reorganized into the institution of 1 state unitary enterprise.
Artur Galiev emphasized that as of the current date, no relevant decisions have been made by municipalities on any of the municipal unitary enterprises subject to reorganization and liquidation in 2021 in accordance with the Action Plan. He turned to the heads of municipalities - to pay attention to these issues and make timely decisions.
