The law establishes that citizens with three or more children will be able to claim free provision of a land plot in accordance with subparagraph 1 of paragraph 3 of Article 32 of the Land Code of the Republic of Tatarstan, only if on the day of filing an application for granting a land plot, these citizens are registered as those in need of housing provided under social rental agreements, and the period of residence of one of the parents or the only parent in the territory of the Republic of Tatarstan is at least five years.

The need to comply with these conditions is proposed to be established only for citizens who apply for a land plot after the law enters into force.

At the same time, citizens who have three or more children who do not meet the conditions proposed by the draft law on the duration of permanent residence in the territory of the Republic of Tatarstan and the need for residential premises provided under social rental agreements will retain the right to free provision of a land plot in ownership in accordance with subparagraph 2 of paragraph 3 article 32 of the Land Code of the Republic of Tatarstan.

The law also clarifies the list of documents required to make a decision on the inclusion of citizens with three or more children in the lists of citizens entitled to receive a land plot in accordance with subparagraph 1 of paragraph 3 of Article 32 of the Land Code of the Republic of Tatarstan, as well as cases of exclusion of citizens from the specified lists.
