Questions of quality of appraisal of market value of municipal property are considered in the mode of a videoconference

On December 22, 2016 the deputy minister of the land and property of the Republic of Tatarstan Farit Musin held a meeting in the videoconference mode with deputy managers of Executive committees of municipal districts on economy, heads of Chambers (Managements, Committee) of the land and property relations and responsible specialists for work with appraisal reports of municipal property.

At the meeting execution of the decision of the Board of the Ministry of land and property of the Republic of Tatarstan about work results in 1 half-year of 2016 regarding work on appraisal reports of municipal property was analysed, namely:

ensuring careful verification of appraisal reports of municipal property, appointment of the specific responsible representative of Chamber of land and property relations on this work;

the direction of appraisal reports to expert and consulting Council of NP Union of Appraisers of the Republic in case of numerous identifications in reports of methodological, technical mistakes, violations of requirements of the federal legislation about appraisal activities and more;

the direction of claims according to low-quality reports of appraisal of municipal property to SRO of appraisers by Executive committees of municipal districts, as customers of appraisal.

During the meeting the executive Chief of NP Union of Appraisers of the Republic of Tatarstan Oleg Bulgakov acted, he urged municipalities to cooperate more actively with NP Union of Appraisers of the Republic of Tatarstan according to matters of argument of appraisal and examination of reports. He also reported that the letter, addressed to municipalities, explaining the directions of interaction and request for proposals on market monitoring of the real estate in the Republic of Tatarstan is sent, and the corresponding methodical material is posted on the website of Partnership оценщики-рт.рф.

Following the results of a videoconference it was recommended to Executive committees of MD, to heads of Chambers (Managements, Committee) of the land and property relations, employees on work with reports on appraisal of municipal property:

it is more responsible to perform appraisal reports of municipal property (to verify the identifying information on appraising object, availability in reports of a photo of materials, schemes of an arrangement of objects of appraisal since survey of objects of appraisal is obligatory according to the federal standard of assessment No. 7);

to check availability in reports of documents of title (registration certificates, cadastral passports, articles of incorporation of the rights);

to analyze results of appraisal and results of the held auction in municipal districts independently, to provide information on the biddings to appraisers for objective appraisal of municipal property;

to get acquainted with the typical mistakes made by appraisers in case of appraisal of municipal property who are posted on the website of the Ministry of land and property of the Republic of Tatarstan in the section "Reference information";

to finish conditions to service provision agreements by appraisal and technical tasks to the tender documentation, taking into account quality requirements of appraisal reports and their obligatory compliance to all federal appraisal standards (FAS).

Such meetings will take place on a regular basis.
