On June 17, 2020, the second meeting of the commission under the Minister of Land and Property of the Republic of Tatarstan on combating corruption was held with the participation of a representative of the Public Council under the Ministry of Land and Property of the Republic of Tatarstan, executive director of the non-profit partnership “Union of Appraisers of the Republic of Tatarstan” Oleg Bulgakov.
The meeting was opened by the Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin.
The following issues were considered at the commission:
On activities in the field of orders for the supply of goods, performance of work (rendering of services) for the needs of the Ministry of Land Property of the Republic of Tatarstan, and on control in the field of compliance with budget legislation in 2019.
On the measures taken to prevent corruption in the subordinate organizations of the Ministry of Land Property of the Republic of Tatarstan.
A gift made of precious metals and (or) precious stones, in the absence of an application for redemption or refusal to redeem a gift, must be transferred to the Gokhran of Russia for admission to the State Fund of Precious Metals and Precious Stones of the Russian Federation (hereinafter - the State Fund of Russia).
Information that the gift is made of precious metals and (or) precious stones should be contained in the accompanying documents to them, and can also be obtained during the assessment by members of one of the self-regulatory organizations of appraisers who insured their responsibility in accordance with the requirements of the legislation of the Russian Federation .
An authorized structural unit of the state (municipal) body, organizations in which the person who has handed over the gift, replaces the post (carries out labor activity), sends the gift in packages through the local special communication departments of the Federal Communications Agency or another specialized organization to the Gokhran of Russia at the address: 121170, Moscow, 1812 year st.. 14, or transfers the gift directly to the Gokhran of Russia. On the parcels the addresses of the recipient and sender are indicated.
When sending gifts to the Gokhran of Russia, an inventory is made with a detailed description of the gift, indicating the weight, sample, name of the precious metal or precious stone and the distinguishing features of the gift (if relevant information is available). The inventory is made in three copies, one of which remains with the sender, the second copy is enclosed in the parcel with a gift, and the third copy is sent to the Gokhran of Russia with a cover letter simultaneously with the parcel. The gift is sent directly to the Gokhran of Russia according to the transfer-acceptance certificate signed by authorized persons.
A notification on receipt of a gift in connection with protocol events, business trips and other official events in which participation is connected with the performance of official duties is presented at the place of service no later than 3 business days from the day the gift is received.
According to established practice, a notification in duplicate is submitted to the department for the prevention of corruption and other offenses of a state body.
The notice shall be accompanied by cash, sales receipts, documents on payment (purchase), confirming the value of the gift, documents according to which the cost is less than three thousand rubles or equal to the specified amount. In this case, the gift itself in this situation may not be presented and not give up.
The procedure for giving and receiving a gift is made out by signing the gift delivery and acceptance certificate, and the gift must be delivered no later than 5 working days from the date of registration of the notification of its receipt.
Gifts and related documents are stored in a room, which ensures their safety. Prior to giving a gift to a financially responsible person, the official who received the gift is responsible for its loss or damage.
If there are documents confirming the value of the gift, carrying out procedures to determine the current estimated value of the gift is not required.
The basis for the start of the procedure for determining the current estimated value of a gift is a notification of receipt of a gift, the value of which is unknown and delivery of a gift according to the certificate of receipt and transfer of the gift.
The structure of officials for whom the procedures for notification of receipt of a gift, delivery, determination of the value of the gift and its sale (redemption) are established include:
persons who fill government posts of the Russian Federation, government posts of constituent entities of the Russian Federation, municipal posts;
state and municipal employees;
employees of state extrabudgetary funds; employees of state corporations and companies, other organizations created on the basis of federal laws; employees of organizations replacing positions included in the lists established by regulatory acts of funds, organizations and regulatory legal acts of federal state bodies;
The Civil Code of the Russian Federation does not allow giving gifts to public servants in connection with the performance of their official duties (with the exception of gifts, the value of which does not exceed three thousand rubles). Exception: giving gifts in connection with protocol events, business trips and other official events.
A protocol event should be understood as an event during which an order (ceremonial) and (or) record keeping is established as a result of departmental, national, cultural characteristics - a document fixing the course of the event;
An official event should be understood as an event the holding of which is authorized by an appropriate order (for example, a business trip, including meetings and other events during a business trip, holding meetings, conferences, etc.).
Notification of receipt of a gift in connection with protocol events, etc., delivery and evaluation of a gift, sale (redemption) and crediting of the proceeds from its sale, approved by Resolution of Government of Russian Federation No. 10 of January 9, 2014 and the procedures provided for therein, do not apply on the:
1) stationery, which in the framework of events provided to each participant;
2) flowers, incl. in pots, flower baskets, artificial flowers, etc .;
3) gifts, including valuable, given as incentives (awards) on behalf of the state (municipal) authority, the organization in which the official serves, another government agency, organization, which is confirmed by an appropriate order.
“PRO corruptsiyu PROSTO" - the first All-Russian youth anti-corruption forum opened today in Kazan. Representatives of 75 regions of the country take part in its work.
The forum will be held in Kazan from March 12 to 15 and will be the starting point for a joint solution to the problem of corruption among young people in Russia. The work program includes a presentation of the work of public organizations in the field of combating corruption, as well as the further dissemination of successful experience to other subjects of the Russian Federation. The problems that exist in the regions when implementing youth anti-corruption projects will also be identified and worked out.
The event was attended by First Deputy Minister Artur Galiev and the person in charge of the fight against corruption in the Ministry of Land and Property of the Republic of Tatarstan Evgenia Moskalenko.
On March 12, 2020, under the chairmanship of Deputy Minister Rustem Shameyev, a training seminar with the participation of a representative of the prosecutor's office of the Republic of Tatarstan on the 2020 declaration campaign was held. The senior prosecutor of the department for monitoring the implementation of anti-corruption legislation of the prosecutor's office of the Republic of Tatarstan, Robert Valitov, and Yevgenia Moskalenko, responsible for combating corruption in the Ministry of Land and Property of the Republic of Tatarstan, spoke for the employees of the Ministry of Land Property of the Republic of Tatarstan and employees of subordinate organizations.
During the seminar, the problematic issues of providing information on income, expenses, property and property obligations by state civil servants of the Republic of Tatarstan and members of their families, as well as the main provisions in the Methodological Recommendations on the presentation of information on income, expenses, property and obligations, were voiced of a property nature and filling out the relevant certificate form in 2020.
