On January 25, First Deputy Minister Artur Galiyev held a videoconference meeting with representatives of local authorities in Almetyevsky, Bugulminsky and Nizhnekamsky municipal districts of the Republic of Tatarstan, the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan, as well as design organizations. In these areas, a low percentage of land allotment for large families is Almetyevsky - 62.6%, Bugulminsky - 63.5%, Nizhnekamsky - 58.1%.

The meeting discussed issues of providing land to large families in these areas, problems of land shortage and possible solutions, including through expanding the boundaries of human settlements and making changes to territorial planning documents.

The Ministry of Land and Property of the Republic of Tatarstan has announced auction bids for the right to enter into lease agreements for property owned by the Republic of Tatarstan, free from third-party rights and intended to be granted on a long-term basis and preferential terms to small and medium-sized businesses (hereinafter - SMB) and organizations that form the infrastructure to support SMB’s ”.

The lease term is 6 years.

The rent is:

- in the first year of rent - 0 percent;

- in the second year of rent - 0 percent;

- in the third year of the lease - 25 percent;

- in the fourth year of the lease - 50 percent;

- in the fifth year of the lease - 75 percent;

- in the sixth and subsequent years of the lease - 100 percent of the size of the rent, established on the basis of the assessment of the market value of the rental property.

Special purpose:

- for the production, processing or marketing of agricultural products;

- to engage in socially significant activities, other established state programs (subprograms) of the Russian Federation, state programs (subprograms) of the constituent entities of the Russian Federation, municipal programs (subprograms), priority activities;

- for the production of food and industrial goods, consumer goods, medicines and medical products;

- for the provision of public services and household services;

- for the development of folk arts and crafts;

- for construction and reconstruction of social facilities.

On January 24, 2019, an on-site reception of citizens on the provision of free legal assistance was organized on the territory of the Tetyushsky municipal district in the Bolshekharkhanskoye rural settlement and in the town of Tetyushi.

The information and consultation group that received the population included specialists from the Office for work with citizens appeals of the President of the Republic of Tatarstan, the Ministry of Justice, the Ministry of Land and Property, the Ministry of Health, the Ministry of Labor, Employment and Social Protection, the Ministry of Education and Science, lawyers of the Council of municipalities, the Office of the Federal registration service, the Federal Tax Service, the Office of the Pension fund of the Russian Federation in the Republic of Tatarstan, the Chamber of lawyers and the Notary chamber the Republic of Tatarstan.

Minister Azat Khamaev continues to take part in meetings of citizens and meetings of labor collectives of the Menzelinsky municipal district of the Republic of Tatarstan assigned to him. On January 22 and 23, he met with the population of Staromatveevskoye and Kuzembetievskoye rural settlements of Menzelinsky municipal district of the Republic of Tatarstan.

On January 22, 2019 the meeting with the participation of interested parties on the issue of determining the balance ownership of the heating network sites located at the following addresses: Republic of Tatarstan, Kazan, Korolenko St., 52A, 54, 58A, in order to transfer them to economic management of the state unitary enterprise «Teploenergoseti» was held. During the meeting of the state unitary enterprise «Teploenergoseti», it was recommended to carry out measures for inventorying individual sections of heating networks in Korolenko St., Kazan, in accordance with the Procedure for identifying electrical network facilities in the Republic of Tatarstan belonging to the state property of the Republic of Tatarstan, approved by the Cabinet of the Republic of Tatarstan No. 2455-r dated December 26, 2011 (as amended by the order of the Cabinet of the Republic of Tatarstan No. 109-r dated January 29, 2016), with the subsequent inclusion of these networks in inventory act.

From January 22 to January 23, a delegation of the Republic of Tatarstan is working in the Tyumen region. The purpose of the visit is to study the Tyumen experience in the implementation of a regional information system for supporting urban planning (ISSUP). Of particular interest in the system of providing urban planning activity was a program developed by Tyumen specialists. It contains documented information on the development of territories, on their development, on land plots, on capital construction objects and other information necessary for the implementation of town planning activity. In addition, it is available through a single portal of public services, and significantly reduces the time for obtaining a building permit, reports the channel «Tyumen time».

In pursuance of the Resolution of the Cabinet of the Republic of Tatarstan of August 30, 2014 No. 628 «On Approval of the Regulations on the state property register of the Republic of Tatarstan», the Ministry of land and property of the Republic of Tatarstan  annually updates the State property register of the Republic of Tatarstan. Legal entities possessing state property of the Republic of Tatarstan on various rights should submit to the Ministry of land and property of the Republic of Tatarstan information about the composition of the property in accordance with clause 2.3 of the above Regulations on the State property register of the Republic of Tatarstan in the format of the corresponding software product.

In accordance with the Federal Law of December 12, 1996 No. 159-FZ «On additional guarantees for social support of orphans and children left without parental care», by the Law of the Republic of Tatarstan of January 12, 2013 No. 8-ZRT «On providing children with residential premises orphans and children left without parental care, and on amending article 8 of the law of the Republic of Tatarstan «On targeted social support of the population in the Republic of Tatarstan» at the end of the contract for renting specialized residential premises and in the absence of the circumstances testifying to need of rendering to the employer of assistance in overcoming a difficult life situation, the executive authority of the Russian Federation that manages the state housing stock must decide to exclude the dwelling from the specialized housing stock and conclude a social rent agreement with the renter regarding this dwelling in the manner prescribed by the legislation of the subject of the Russian Federation.
