Adoption of the law is aimed at uniform application of the provisions of Part 9 of Article 17.1 of the Federal Law “On Protection of Competition” in relation to all lease contracts of state or municipal property when sold by a tenant, properly fulfilling the obligations assumed, of a preemptive right to other persons to conclude a lease agreement term without bidding.
Prior to the adoption of the law, the provisions of Part 9 of Article 17.1 of the Federal Law “On Protection of Competition” created an opportunity for landlords to refuse to prolong lease agreements concluded before the entry into force of Article 17.1 (07/02/2008).
The State Budget Institution «Republican property treasury» (SBI RPT) subordinated to the Ministry of land and property of the Republic of Tatarstan implements and leases movable and immovable property at public auctions. In addition to the implementation of state property, established by the state task, the SBI RPT conducts bidding for third-party organizations, in accordance with the concluded agreements. At the same time, the number of interested parties is increasing every year.
During 2018, 47 organizations acted as customers for auctions, in 2017 there were 34 organizations. The institution appointed 58 auctions, which is 15 auctions more than in 2017. Among them, 36 auctions for the sale of immovable and movable property, as well as 22 auctions for the conclusion of property lease agreements.

On January 17, the Ministry of land and property of the Republic of Tatarstan held a meeting on eliminating discrepancies in information on hydraulic structures in the municipalities of the republic with a database of Federal service for ecological, technological and nuclear supervision and Ministry of Emergency Situations of the Republic of Tatarstan, in which the hydraulic structures are under the control of public safety. Representatives of the Volga Department of Federal service for ecological, technological and nuclear supervision, the Ministry of Civil Defense and Emergency Situations of the Republic of Tatarstan and a number of municipalities took part in the discussion of this issue.
In the Republic of Tatarstan, there are more than 800 hydraulic structures, including 705 owned by municipalities. The Republic is a region where the passage of the spring flood can have serious consequences for the population and economic facilities. During the flood period there are significant risks to the safety of life, the health of citizens and their property, therefore water bodies require careful attention, especially in the spring, to prevent flooding of adjacent settlements, objects and other material values in dangerous areas.

On December 27, 2018, the President of the Russian Federation signed Federal Law No. 558-FZ «On Amendments to the Housing Code of the Russian Federation regarding the streamlining of the norms governing the reorganization and (or) redevelopment of premises in an apartment building». The adoption of the Federal Law has eliminated a gap in the legal regulation of the issue of reorganization and redevelopment of non-residential premises in an apartment building. According to the adopted Federal Law, a unified procedure for organizing the reorganization and (or) redevelopment of residential and non-residential premises in an apartment building is established.
