The Ministry of land and property of the Republic of Tatarstan regularly works to transfer land plots for rent and to identify debts under lease agreements for land plots owned by the Republic of Tatarstan. Also, active work with debtors. For the most part, disputes with debtors are resolved in the pretrial complaint procedure.

At the present, 177 land lease agreements have been concluded.

Of these, 29 tenants are in arrears to the budget of the Republic of Tatarstan.

On 18 and 20 February 2019, the Ministry of land and property of the Republic of Tatarstan holds a public auction for value increase with an open form for submitting proposals for the price of the sale of vehicles in electronic form. For sale are cars of domestic and foreign production. Adoption of the law is aimed at uniform application of the provisions of Part 9 of Article 17.1 of the Federal Law “On Protection of Competition” in relation to all lease contracts of state or municipal property when sold by a tenant, properly fulfilling the obligations assumed, of a preemptive right to other persons to conclude a lease agreement term without bidding.

Prior to the adoption of the law, the provisions of Part 9 of Article 17.1 of the Federal Law “On Protection of Competition” created an opportunity for landlords to refuse to prolong lease agreements concluded before the entry into force of Article 17.1 (07/02/2008).

The State Budget Institution «Republican property treasury» (SBI RPT) subordinated to the Ministry of land and property of the Republic of Tatarstan implements and leases movable and immovable property at public auctions. In addition to the implementation of state property, established by the state task, the SBI RPT conducts bidding for third-party organizations, in accordance with the concluded agreements. At the same time, the number of interested parties is increasing every year.

During 2018, 47 organizations acted as customers for auctions, in 2017 there were 34 organizations. The institution appointed 58 auctions, which is 15 auctions more than in 2017. Among them, 36 auctions for the sale of immovable and movable property, as well as 22 auctions for the conclusion of property lease agreements.

One of the priorities of state authorities is the state protection of such an irreplaceable resource as objects of cultural heritage (historical and cultural monuments).

In this regard, on January 17, 2019, the meeting with the participation of Chairman of the Committee of the Republic of Tatarstan for the protection of cultural heritage objects Ivan Guschin on the issue of organizing the sale of public cultural objects of regional significance to the public auction , 1841-1844. , «The object of cultural heritage «House of V.I.Shetinkina, beginning of the 19th century, rebuilt in 1856-1857» , located at the address: Kazan, Bauman st., 32 and d. 34 and land plots seized by the decision of the Arbitration Court of the Republic of Tatarstan was held at the Ministry of land and property of the Republic of Tatarstan.

As part of the implementation of the subprogramme «Providing residential premises» for orphans and children left without parental care, persons from among orphans and children left without parental care, in the Republic of Tatarstan for 2014-2020,» approved by the Resolution of the Cabinet of the Republic of Tatarstan of April 30, 2014 No. 289, in 2019, the Ministry of land and property of the Republic of Tatarstan is to acquire 309 residential premises for a total amount of 372.3 million rubles, of which:

44.7 million rubles - from the budget of the Russian Federation;

327.6 million rubles - from the budget of the Republic of Tatarstan.

On January 17, the Ministry of land and property of the Republic of Tatarstan held a meeting on eliminating discrepancies in information on hydraulic structures in the municipalities of the republic with a database of Federal service for ecological, technological and nuclear supervision and Ministry of Emergency Situations of the Republic of Tatarstan, in which the hydraulic structures are under the control of public safety. Representatives of the Volga Department of Federal service for ecological, technological and nuclear supervision, the Ministry of Civil Defense and Emergency Situations of the Republic of Tatarstan and a number of municipalities took part in the discussion of this issue.

In the Republic of Tatarstan, there are more than 800 hydraulic structures, including 705 owned by municipalities. The Republic is a region where the passage of the spring flood can have serious consequences for the population and economic facilities. During the flood period there are significant risks to the safety of life, the health of citizens and their property, therefore water bodies require careful attention, especially in the spring, to prevent flooding of adjacent settlements, objects and other material values in dangerous areas.

On January 15-16, Minister Azat Khamaev took part in meetings of citizens and meetings of labor collectives of the Upper-Turkmen and Atryakly rural settlements of the Menzelinsky municipal district assigned to him.

At the summing up activities before the population with a report on the work done on the development of the territory for 2018. and the plans for 2019–2021 were made by the heads of rural settlements.

The main directions and topical issues of social and economic development of the Republic of Tatarstan were voiced in a speech by the Minister of land and property Azat Khamaev. They were also given explanations and recommendations on the acquisition on preferential terms of unused facilities and land plots intended to support enterprising citizens wishing to engage in small business and farming.

Today in the Ministry of land and property of the Republic of Tatarstan, the meeting of the leadership of the Ministry with Natalia Moskvitina, acting as head of the State Property Management Agency of the Astrakhan Region.

Guests were presented with a presentation on the main activities of the Ministry of land and property of the Republic of Tatarstan. During the exchange of experience, issues of land management, support for entrepreneurship, development of public-private partnership, organization of state property accounting, interaction with municipalities and federal structures, state cadastral valuation of real estate objects, delineation of borders and a number of other topical issues of state property management and land resources were raised.

The meeting was held in a warm, constructive atmosphere and was productive for both parties.

On December 27, 2018, the President of the Russian Federation signed Federal Law No. 558-FZ «On Amendments to the Housing Code of the Russian Federation regarding the streamlining of the norms governing the reorganization and (or) redevelopment of premises in an apartment building». The adoption of the Federal Law has eliminated a gap in the legal regulation of the issue of reorganization and redevelopment of non-residential premises in an apartment building. According to the adopted Federal Law, a unified procedure for organizing the reorganization and (or) redevelopment of residential and non-residential premises in an apartment building is established.
