In connection with the adoption of Federal Law No. 481-ФЗ dated December 25, 2018 “On Amending Article 1 of the Federal Law «On the Minimum Wage» from January 1, 2019, the minimum wage in the Russian Federation is 11,280 rubles per month.

By virtue of Articles 129, 133 of the Labor Code of the Russian Federation, the total amount of monthly wages accrued to an employee who has fully completed the working time standard for this period and fulfilled the labor standards (labor duties) cannot be lower than the established minimum wage.

In this regard, employees of state and municipal organizations in the event that their monthly salary level, provided they complete the monthly work time norm, do not reach the established minimum wage (January 11, 2019) from January 1, 2019, ensure that her to the specified value.

At the same time, the minimum wage is provided both at the expense of the relevant budget, including compulsory health insurance, and extra-budgetary funds, as well as funds received from business and other income-generating activities.

In pursuance of the Resolution of the Cabinet of the Republic of Tatarstan, the State Budgetary Institution «Spatial data foundation of the Republic of Tatarstan», the main purpose of which is to maintain a spatial data collection, a unified regional electronic cartographic base and a catalog of geographical names of the Republic of Tatarstan, was established.

Currently, an estimate is being prepared for the maintenance of the state budgetary institution and the staffing table, which will later be agreed and approved. After that, recruitment will be carried out and the SBI will start work.

On December 27, 2018 The President of the Russian Federation V.V. Putin signed the Federal law No. 503-FZ "About introduction of amendments to the Federal Law "About features of granting to citizens of the land plots which are in the state or municipal ownership and located in territories of the territorial subjects of the russian federation which are a part of the far eastern federal district and about introduction of amendments to separate acts of the Russian Federation" and Article 3 of the Federal law "About land turnover of agricultural purpose".

The law provides a possibility of granting the land plots according to the Federal law in free use to the foreign citizens and persons without citizenship who are participants of the State program on rendering assistance to voluntary resettlement to the Russian Federation the compatriots living abroad, and on condition of obtaining citizenship of the Russian Federation by them in accordance with the established procedure - in property.

The made changes are directed to the solution of questions of involvement of citizens on the permanent residence on the territory of Zabaykalsky region and the Republic of Buryatia, decrease in outflow of local population and involvement of not used lands in economic circulation.

The document comes into force on Match 28, 2019.

According to specialists of department of economy of the ministry as of December 31, 2018 the non-tax income from use and realization of the state property and the land plots which came to the budget of the Republic of Tatarstan were 1,967.40 million rubles. The budgetary task before the republican budget of the Republic of Tatarstan as of December 31, 2018  is performed for 107.2%.

In a section of articles the budget of the Republic of Tatarstan for December 31, 2018 received:

from rent of property – 97.91 million rubles – the plan is implemented for 107.7%;

from rent of the land plots of-73.79 million rubles – the plan it is executed by 105.8%;

from an easement – 3.37 million rubles – the plan is implemented by 108.7%;

from realization of property – 40.31 million rubles – the plan is implemented for 120.3%;

from trust management – 61.34 million rubles – the plan it is executed by 100%;

from realization of the land plots – 1,346.23 million rub;

dividends – 316.15 million rubles - the plan is executed for 155.4%;

part of net profit of the state unitary enterprises – 22.88 million rubles - the plan is executed for 100%.

In order to provide methodological assistance to municipalities in terms of management of municipal property and land plots Ministry of land and property of the Republic of Tatarstan concluded agreements with local governments.

The agreements provide for a wide range of cooperation, including the analysis of compliance with the legislation of the draft decisions on transactions with property and land plots.

In 2018 the Ministry considered 1 647applications on 2 547 transactions, have not revealed significant observations in 956 transactions. In 1 1330 transactions notes are given, documents were sent back for revision. Besides documents on 261 transactions have been left without consideration for the reasons of lack of necessary documents and also in the cases provided in Agreements which aren't demanding the direction of documents for consideration by the Ministry.

For 2018 54 resolutions of the Cabinet of the Republic of Tatarstan on the translation of 103 land plots with a total area more than 128 hectares for placement of cemeteries which were made on the basis of drafts prepared by the Ministry of land and property of the Republic of Tatarstan Republic of Tatarstan are accepted:

- in the Bavlinsky municipal district – 2 land plots;

- in the Buinsky municipal district – 49 land plots;

- in Verkhneuslonsky the municipal district – 3 land plots;

- in the Kukmorsky municipal district – 6 land plots;

- The Menzelinsky municipal district – 12 land plots;

- The Muslyumovsky municipal district – 2 land plots;

- The Sabinsky municipal district – 14 land plots;

- The Spassky municipal district – 13 land plots;

- The Cheremshansky municipal district – 2 land plots.

Today in the Higher school of the public and municipal administration of Kazan federal university under the chairmanship of the Head of Department of public service and personell at the President of the Republic of Tatarstan Alexander Belov the meeting with heads of personnel divisions on summing up work for 2018 took place.

The director of the Higher school of the public and municipal administration of the Kazan (Volga) federal university Igor Privalov also participated in this action.

Questions of work with personnel, development of the public civil service in the Republic of Tatarstan, integration of EIS "Personell" with the federal state information system "EIS of Management of the Personnel Structure of the Public Civil Service of the Russian Federation" are considered at the meeting. Besides, in connection with the forthcoming New Year's and Christmas holidays in need of observance of the ban to give and receive gifts was noted.

On December 26, 2018 the first deputy minister of the land and property of the Republic of Tatarstan Artur Galiyev held the regular meeting in a video conferencing format with representatives of all municipal units of the republic concerning elimination of divergences in given the Summary list of the hydraulic engineering constructions (HEC) which are owned by municipal units with the database of the Ministry of affairs of civil defense and emergency situations of the Republic of Tatarstan (the Ministry of Emergency Situations of the Republic of Tatarstan) and the Volga management of the Federal Service for Ecological, Technological and Nuclear Supervision.

Today the regular meeting of the Board of directors of PJSC Tatneft under the chairmanship of the President of the Republic of Tatarstan Rustam Minnikhanov took place in Almetyevsk.

Participants of a meeting discussed the report on a control system of investment risks. In its framework work on formation of the register of risks on investment projects, process of ranging and monitoring of risks is conducted; techniques are developed according to consolidated risk taking into account an economic situation in the industry.

The course of implementation of the project of increase in efficiency of repair of wells due to centralization of shops of underground repair of wells is considered. Among the main organizational actions - increase in volumes of workover by own forces, change of approaches on carrying out the contractual company and tender procedures, integration and specialization of structural units. New technologies are developed for optimization of duration and improvement of quality of the carried-out works, approaches as regarding planning, and process of carrying out repair are reconsidered.

The meeting of the Commission of the Ministry of Land and Property of the Republic of Tatarstan on observance of requirements to office behavior of the public civil servants and to settlement of conflicting interests took place under the chairmanship of the deputy minister Rustem Shameev on December 25, 2018.

Dinar Usmanov - the chief adviser of department of anti-corruption monitoring of Management of the President of the Republic of Tatarstan concerning anti-corruption policy, Oleg Bulgakov -the member of Public council at the Ministry, the executive director of "Union of Appraisers of the Republic of Tatarstan" non-profit partnership, Andrey Nikitin - the dean of law department of the Kazan innovative university of V.G. Timiryasov (IEUP) and Roza Shageeva – the vice president of public organization "Economic Society of the Republic of Tatarstan" also participated in a meeting of the Commission.
