At acquisition of the apartment, land plot, a garage or any other object before the applicant there is a question of what documents need to be collected for registration of the rights. The Life situations service on the portal of the Federal Registration Service will help to understand it.

This service is located on the official site of the Federal Registration Service in sections to "Natural persons" and "Legal entities", the subsection "Useful information". Thanks to Life situations service in a convenient and evident look it is possible to receive exhaustive data on actions in a concrete situation, to find out what documents will be necessary, or to define completeness of already available package. At first the service will suggest to choose an object (the apartment, the land plot, etc.) and operation (for example, to sell, buy, present) on which receiving inquiry is planned. Then the applicant will need to answer questions of the questionnaire to specify information. On the right there will be a full list of the documents necessary for the chosen operation, cost and the maximum term of rendering service. The list can be unpacked or kept.

The following questions are considered at the meeting of the Commission: results of checks of observance by the public civil servants of the Ministry and applicants for replacement of positions of the public civil service of requirements to office behavior regarding participation in business activity with use of databases of Federal Tax Service of the Russian Federation "Unified State Register of Legal Entities" and "Unified State Register of Private Entrepreneurs" in 2018, work on conducting anti-corruption examination of regulations and drafts of regulations, activity of the Commission of the Ministry of observance of requirements to office behavior of the public civil servants and settlement of conflicting interests, results of departures with representatives of the Office of the President of the Republic of Tatarstan as a part of Republican expert group on questions of anti-corruption to the municipal Districts of Republic of Tatarstan in 2018, results of the conducted research of corruptogenic factors and the realized anti-corruption measures in the Ministry, execution in 2018 of the program of the Ministry of implementation of anti-corruption policy of the Republic of Tatarstan for 2015 - 2020 approved by the order of the Ministry of 25.11.2014 No. 2607-r (with changes of 10.12.2018), the information and analytical material "Monitoring of Efficiency of Activity of Executive Authorities of the Republic of Tatarstan, Territorial Authorities of Federal Authorities across the Republic of Tatarstan, Local Governments of Municipal Districts and City Districts on Realization of Anti-corruption Measures in the territory of the Republic of Tatarstan for the I Half-year 2018" prepared by Committee of the Republic of Tatarstan on social and economic monitoring, the review prepared by Management of the President of the Republic of Tatarstan concerning anti-corruption policy on information of prosecutor's office of the Republic of Tatarstan on results of the analysis of practice of supervision of performance of the legislation on anti-corruption in 9 months 2018, the review prepared by Management of the President of the Republic of Tatarstan concerning anti-corruption policy following the results of the analysis presented by public authorities and local government of the Republic of Tatarstan of data on realization of actions for anti-corruption in the I half-year 2018, opinion of the population on corruption in the Republic of Tatarstan (by results of a sociological research of 2018) prepared by Committee of the Republic of Tatarstan on social and economic monitoring, results of the analysis of circumstances which became a subject of reaction of law enforcement agencies and control supervisory authorities and also the results of work of the Commission at the Minister of Land and Property Relations of the Republic of Tatarstan on anti-corruption in 2018 are summed up and the plan of its work for 2019 is considered.

On December 20, 2018 the action for rendering free legal aid to citizens took place in the Sabinsky municipal District of Republic of Tatarstan.

During the action for rendering free legal aid to citizens the leading consultant of the Ministry of Land and Property of the Republic of Tatarstan Alexander Paymukhin gave consultation for questions about order of the auction on the land plots, registration of the property right to the earth, imposing of borders of the land plots.

The number of questions, significant for improvement of quality of appraisal and training of appraisal activity was discussed at the regular meeting of Committee on Education and to professional development of NP Union of Appraisers of the Republic of Tatarstan.

Tanzilya Udod and Lyaylya Idiyatullina, opening a meeting, presented to participants the draft of the Provision on an interuniversity competition for the best student's final qualification work on the appraisal Activity direction. The project assumes two-stage appraisal of final works as the interuniversity contest committee by the following criteria: adaptability and applicability in practice of appraisal, compliance to the existing regulations, the theory and practice of appraisal activity, originality of statement of a scientific problem / scientific novelty, quality of work with legal information and primary sources, attraction of all available methodical literature on a problem, logicality of structuring and statement of material, validity and substantiality of conclusions, execution of explanatory notes, quality of the text. The interuniversity contest committee is formed of representatives of Committee on Education and to professional development and the organizations sponsors, members of NP Union of Appraisers of the Republic of Tatarstan, other representatives on representation of Committee on Education and professional development of NP. Following the results of a competition the contest committee, besides a reward, can recommend students for receipt in a magistracy postgraduate study on the corresponding specialty and also for passing of a training with opportunity for employment in the leading Russian companies.

To innovation in programs of professional retraining in estimated activity, requirements to theses, division into the directions and training with further obtaining diplomas in the directions of qualification certificates were presented by the Chairman of the Committee Tanzilya Udod.

Also questions of activity of the newly established Government Commission on coordination of judicial and expert activities, preparation of explanations for compliance of the report on assessment to the qualification certificate, holding educational seminars in 2019 were considered.

Representatives of appraisal department of the Ministry of land and property of the Republic of Tatarstan, higher education institutions (KFU, KGASU, KIU-IEUP, TISBI) and the appraisal organizations — members of NP Union of Appraisers of the Republic of Tatarstan participated in the meeting.

Today the Minister of Land and Property of the Republic of Tatarstan Azat Hamayev participated in the 44th meeting of the State Council of the Republic of Tatarstan of the fifth convocation.

The presidium of the State Council in the agenda brought 22 questions, including 10 republican bills and 7 drafts of federal laws. During discussion deputies brought 20 more new questions.

During the meeting i the bill of introduction of amendments to the republican law the budget for 2018 and for planning period of 2019 and 2020 was adopted n the first and third readings. Parliamentarians will allocate in addition arrived funds for joint financing of federal target programs and implementation of republican target programs, repayment of accounts payable of budgetary institutions, holding socially important cultural sporting events.

On December 20, 2018 the action for rendering free legal aid to the population, within implementation of the Decree of the President of the Republic of Tatarstan of March, 22, 2010 No. UP-156 "About measures for development of a system of rendering legal aid and legal education of the population in the Republic of Tatarstan" and the Law of the Republic of Tatarstan No. 73-ZRT of November 2, 2012 "About rendering free legal aid to citizens in the Republic of Tatarstan" will take place in the Sabinsky municipal district.

On December 18, 2018 the XIII congress of Council of the municipal Units of Republic of Tatarstan took place in hotel and trade entertainment complex «Korston».

The President of the Republic of Tatarstan R.N. Minnikhanov, the State Councillor of the Republic of Tatarstan M.Sh. Shaimiev, the Chairman of the State Council of the Republic F.H. Mukhametshin, the Prime minister of Tatarstan A.V. Pesoshin, the Chairman of the board of municipal units of the Republic E.S. Gubaidulin, members of the Federation Council and deputies of the State Duma of Federal Assembly of the Russian Federation from the Republic of Tatarstan, members of the government of the Republic of Tatarstan, ranking officers of the Office of the President of the Republic of Tatarstan, deputies of the State Council of the Republic of Tatarstan participated in an action. Deputy heads and heads of Executive committees of municipal units of the Republic of Tatarstan took part in work of a congress.

According to the agenda of a congress the report on work of Council of the municipal Units of Republic of Tatarstan and also a question of a by-election in governing bodies of Council of the municipal Units of Republic of Tatarstan and other relevant aspects of activity of municipal units is considered.

The most important problems of development of local government in the Republic of Tatarstan are discussed at a congress, questions of interaction of the state and municipal authority, implementation of federal and republican programs are considered.

The cadastral chamber of the Republic of Tatarstan entered information about the borders of 106 territories of the objects of cultural heritage located in Tatarstan to the register of the real estate. From them 3 objects have the federal status, and other objects – municipal and regional value. Among them the house and the estate, church and the mosque, spiritual school, palace of culture and other objects which are of historical and cultural value.

For example, now the house of the famous Russian physicist, meteorologist and teacher Konstantin Kotelov is displayed on the cadastral map. In 1833 it was constructed by the architect Pyotr Pyatnitsky. An object is located in Kazan, on Gladilov Street, 53. Also Tikhomirnov's Estate and the Building of an officer meeting, the end of the 19th century are added to the register.

Now the Unified State Register of the Real Estate (USRRE) contains data on borders of 306 territories of the objects of cultural heritage which are in Tatarstan. In total in the Republic there are more than 1600 such objects.

Existence of data on objects of cultural heritage, their territories, zones of protection and protective zones in USRRE allows to exclude violations of the law when planning development of territories. Besides, availability of full information on a legal regime of use of real estate objects reduces risks at implementation of investment and business activity.

The specific mode of use of the land plots in whole or in part located in such territories is defined by the current legislation. For example, in the territory of an object of cultural heritage any construction which is not connected with restoration of historically lost constructions is forbidden, it is impossible to carry out earth, meliorative works.

For professional development of deputy heads of public authorities of the Republic of Tatarstan training in the educational program "Digital transformation" is provided from December 7 to December 22, 2018 in autonomous nonprofit organization of the higher education «Innopolis University». Among participants of this educational program all deputy ministers of the land and property relations of the Republic of Tatarstan are trained.

The main objective of training - to involve and train government employees for projects of digital transformation and for management of the created digital national economy, to designate development vectors, to discuss the existing in the market and perspective technologies, the best practices of digitalization.

Yesterday, 13.12.2018, the meeting of the commission on holding a competition on replacement of a vacant post of the public civil service of the leading consultant of department of the register of state property of the Republic of Tatarstan of management of account, monitoring and information exchange of the Ministry of Land and Property of the Republic of Tatarstan took place in the Ministry of Land and Property of the Republic of Tatarstan under the chairmanship of the deputy minister Eduard Diyarov.

       5 applicants participated in a competition. As a result of the carried-out practical tasks and interviews with members of the contest committee Lilia Vakhitova defined the winner of a competition.

       And also 8 government employees took a qualification examination for compliance to posts of the public civil service before certifying commission of. 

       In the general opinion of members of certifying commission all public civil servants well know normative documents and official regulations, answered questions professionally and convincingly.

              By results of unanimous vote of certifying commission, all certified employees correspond to posts.
