The meeting of Committee on ecology, environmental management, agro-industrial and food policy at which parliamentarians considered course of execution of the legislation in the field of protection of soils and rational use of land resources took place. The vice-chairman of the State Council of the Republic of Tatarstan Yury Kamaltynov took part in work of the meeting.

The Chairman of the Committee Takhir Hadeev, opening a meeting, noted that the question of preservation of soils is a basis in the sphere of agricultural production. Food security by and large is also defined by a condition of land resources.

The parliamentarian complained that in the republic process of decrease in a humus – the main organic matter of the soil is observed, introduction of organic fertilizers decreases. Distribution of a cow-parsnip of Sosnovsky became one of problems which has also extremely negative effect on fertility of soils. 

The Deputy Minister of Agriculture and food of the Republic of Tatarstan Ildus Gabdrakhmanov in detail told about the factors interfering preservation and protection of soils and its fertility in the performance.

It is about a large number of the cut territories of the republic ravines which total length is 27 thousand kilometers; the second factor – a water erosion to which about 1.4 million hectares are subject. arable lands (42 percent); the problem of sour soils still remains relevant, even in spite of the fact of lime of the considerable part of lands of the republic.

The ministry developed "The system of agriculture of the Republic of Tatarstan" in which questions of rational use of land resources, managements of factors of soil fertility and also the innovative and alternative systems of agriculture are widely presented. Ildus Gabdrakhmanov emphasized, that this scientific and practical work, is the reference book for heads and agronomists of farms.

He also reported that in frames of digitalization of agriculture introduction of the first stage of a geographic information system of agrarian and industrial complex comes to the end. Now more than 41 thousand fields of the republic are digitized and passported. "It will allow us to trace further the used lands the owner and to determine dynamics of a condition of soil fertility by concrete fields", – the speaker emphasized.

The deputy minister noted that development of plans of intraeconomic land management of agricultural formations goes slow rates. Acceleration of process requires allocation of additional resources.

The deputy minister of the land and property of the Republic of Tatarstan Rustem Merzakreev paid attention to need of updating of soil maps of the republic.

"In Tatarstan much attention was always paid to soil inspections. Till 2000 we updated every year soil maps of one-two areas. Since 2000 field examinations are not conducted. Though we have the best cards in the Russian Federation, they gradually begin to grow old", – he told.

Representatives of the ministries, departments, Public chamber, agricultural formations of the republic took part in discussion. Representatives of the Innopolis University told about the innovative developments on certification of the land plots, long-term plantings, hydraulic engineering constructions and the systems of melioration.

The deputy prime minister of the Republic of Tatarstan – the Minister of Agriculture and Food of the republic of the Republic of Tatarstan Marat Akhmetov who was present at a meeting paid attention that it is necessary to improve statutory requirements according to the address with lands. Decline in quality of soils directly influences economic well-being of nation, he emphasized.

The President of the Republic of Tatarstan Rustam Minnikhanov met delegation of the Economic Commission for Europe of the Organization of the United nation ̆ today.

The meeting took place in the Government house of the Republic of Tatarstan.

The vice-chairman of Bureau on public-private partnership of UNECE – the representative of the Russian Federation Hafiz Salikhov participated in a meeting.

The parties discussed the prospects of cooperation, participation of Tatarstan in projects of the Economic Commission for Europe of the UN.

Yesterday, on December 12, from 12:00 till 20:00 o'clock the All-Russian day of reception of citizens held in the Ministry of Land and Property of the Republic of Tatarstan.

Addresses of citizens were the most different character: questions of acquisition of the land plots, registration of public lands in garden societies, receiving land shares from the agricultural land, consultations on the legislation and other statements concerning activity of the Ministry of land and property of the Republic of Tatarstan.

According to all addresses which arrived from applicants on reception, authorized persons of the Ministry made the corresponding explanations. Visitors expressed the words of gratitude to the Ministry for warm welcome and irrefragable answers on the substance of the asked questions.

The prospects of joint activity of Union of Appraisers of the Republic of Tatarstan and Chamber of Commerce and Industry of the Republic of Tatarstan were discussed at the regular meeting of Committee (working group) on interaction with Chamber of Commerce and Industry of the Republic of Tatarstan. Participants approved drafts of the address to the management of Chamber of Commerce and Industry about creation of Committee on apppraisal activity in structure of Chamber, the Provision on Committee, the Plan of work.

Chamber of Commerce and Industry today — the largest association of businessmen which is effectively presented as in Russia, and abroad, having an extensive network of representations and actively participating in economic life of the country. Respectively, the approved draft documents included such the directions, most relevant for appraisal community, as the methodical, organizational and consulting help to the enterprises, concerning appraisal of objects of property, judicial and extrajudicial examination of reports, improvement of quality of appraisal by instruments of development of the competition, independent rating of appraisers by enterprise community, etc.

The President of NP Union of Appraisers of the Republic of Tatarstan Andrey Lisichkin and the First Deputy Chairman of the board of Chamber of Commerce and Industry of the Republic of Tatarstan Artur Nikolaev also participated in a meeting.

From December 1 to December 10, 2018 the complex of actions for the solution of problems of citizens with limited opportunities within the International Day of Persons with Disabilities according to the order of the Cabinet of the Republic of Tatarstan of November 27, 2018 No. 3173-r was held in the Republic of Tatarstan.

Active part in these actions was taken by employees the Ministry of land and property of the Republic of Tatarstan and subordinated institutions. According to the plan of measures participation of employees in charity for social support of disabled people and children with limited opportunities was organized.

On December 10, 2018 the meeting of the commission of the Ministry of land and property of the Republic of Tatarstan on control of safety of the state property transferred to the economic jurisdiction of the state unitary enterprises and authorized capitals of joint-stock companies which actions are owned by the Republic of Tatarstan took place under the chairmanship of the deputy minister of the land and property of the Republic of Tatarstan Eduard Diyarov with participation of representatives of the Ministry of Economics of the Republic of Tatarstan, the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan, the Republican agency on the press and mass communications of Tatmedia .

Within the Sports contest of the public and municipal servants of the Republic of Tatarstan basketball competitions in which active part was taken also by team of the Ministry of Land and Property of the Republic of Tatarstan took place in a sports complex Basket-Hall on December 8, 2018.

The number of topical issues was considered at the regular meeting of Public council at the Ministry of land and property of the Republic of Tatarstan, which was opened by the speech of Rasheed Abashev, the chairman of Public council,.

Darya Protsenko responsible for anti-corruption work in the ministry made information on consideration of results of a poll on a condition of corruption in the Ministry of land and property of the Republic of Tatarstan for 2018 and changes in the departmental program for implementation of anti-corruption policy. Members of council recommended to approve the program for implementation of anti-corruption policy of the Republic of Tatarstan for 2015 - 2021 in the presented edition, to include a question of execution of actions of the departmental anti-corruption program and consideration of results of poll of a condition of corruption in 2019 to the Plan of work of Public council for 2019.

According to inquiry of members of Public council heads of subordinated institutions were heard at the meeting: State Budgetary Institution Republican Property Treasury (Farit Ziyatdinov) and State Budgetary Institution Management of Material Support (Bulat Gaynutdinov).        

Representatives of the ministry Farit Musin and Guzel Nasibullina sounded issues of interaction with the youth government of the Republic of Tatarstan and changes in the Strategy of social and economic development of the Republic of Tatarstan till 2030.

The meeting came to the end with a performance of the member of Public Chamber of the Republic of Tatarstan, the member of council Artur Mustayev who told about results of training in the program of public control in which also members of Public council at the Ministry of land and property of the Republic of Tatarstan took part.

The regular meeting of Expert and consulting council of NP «Union of Appraisers of the Republic of Tatarstan» was opened by the discussion of opinion of experts at the request of Office of the Federal Antimonopoly Service in the Republic of Tatarstan. Executives of Chamber of land and property of the Almetyevsky municipal District of the Republic of Tatarstan Ilvira Puzyreva, Elvira Darzemanova and Elena Tashtabanova gave necessary explanations on the questions about the factors determining the cost of the site of building by Novikov St. in Almetyevsk. The cochairman of Council Dmitry Zakhmatov acted as the reviewer on a question.

Experts approved the Professional opinion Irina Ignashina about the report on appraisal of market value of the rent for the area provided to state budgetary institution of culture "Yelabuga State Historical and Architectural and Art Memorial Estate" presented by the reviewer on request of the Ministry of land and property of the Republic of Tatarstan. Experts created a position on reply to the request and the recommendation to the customer of appraisal.

On December 4, 2018 for implementation of the Law of the Republic of Tatarstan of November 2, 2012 No. 73-ZRT "About rendering free legal aid to citizens in the Republic of Tatarstan" and within the International Day of Persons with Disabilities the Ministry of Justice of the Republic of Tatarstan held an event for rendering free legal aid for disabled people of I, II groups, disabled children and also their representatives in the public autonomous institution of social service "The center of rehabilitation of disabled people "Ascension" of the Ministry of Labour, employment and social protection of the Republic of Tatarstan.

During the action for rendering free legal aid to disabled people of I, II groups, disabled children and also their representatives the leading consultant of department of protection of property interests of the state of legal department Alexander Paymukhin gave consultation on the housing and land legislation.
