On December 3-4 the staff of the Ministry of land and property of the Republic of Tatarstan listened to a seminar on the subject "Development of the Market of Corporate Bonds" which was organized by Office of National bank of the Republic of Tatarstan of the Volga-Vyatka head department of the Bank of Russia on the basis of the Higher school of the public and municipal administration of KFU.

Within training employees gained knowledge in the field of bond issues as source of financing of the enterprise and considered the procedure of issue of corporate bonds.

The deputy CEO of JSC FINAM Investment Company Yaroslav Kabakov (Moscow) who told about the organization of trade in bonds at the Moscow Exchange took part in work of a seminar as the lecturer.

According to specialists of department of economy of the ministry on 30.11.2018 the non-tax income from use and realization of the state property and the land plots which came to the budget of the Republic of Tatarstan were 493.01 million rubles.

As of 30.11.2018 in a section of articles the budget of the Republic of Tatarstan received:

from rent of property – 88.24 million rubles – the plan is implemented for 108.1%;

from rent of the land plots of-63.50 million rubles – the plan is implemented

for 91%;

from an easement – 2.82 million rubles – the plan is implemented by 119%;

from realization of property – 31.95 million rubles – the plan is implemented for 106.5%;

from trust management – 60.6 million rubles – the plan is executed

for 98.9%;

from realization of the land plots – 14.06 million rub;

dividends – 203.45 million rubles - the plan is executed for 100%;

part of net profit of the state unitary enterprises – 22.88 million rubles - the plan is executed for 98%.

In order to provide methodological assistance to municipalities in terms of management of municipal property and land plots Ministry of land and property of the Republic of Tatarstan concluded agreements with local governments.

The agreements provide for a wide range of cooperation, including the analysis of compliance with the legislation of the draft decisions on transactions with property and land plots.

As of December, 1, 2018 the Ministry considered 1 491 applications on 2 332 transactions, have not revealed significant observations in 825 transactions. In 1 269 transactions notes are given, documents were sent back for revision. Besides documents on 238 transactions have been left without consideration for the reasons of lack of necessary documents and also in the cases provided in Agreements which aren't demanding the direction of documents for consideration by the Ministry.

In pursuance of Article 378.2 of the Tax Code of the Russian Federation, Article 1.1. The law of the Republic of Tatarstan of November 28, 2003 No. 49-ZRT "About the property tax of the organizations" the order of the Ministry of Land and Property of the Republic of Tatarstan of 24.11.2018 No. 3972-r approved the list of real estate units concerning which tax base is defined as cadastral cost, for 2019.

The list is posted on the website of the Ministry in the Subsection "The List of Real Estate Objects for 2019" of the section "Real Estate Objects Which Tax Base Is Defined as Cadastral Cost" (http://mzio.tatarstan.ru/rus/perechen-obektov-nedvizhimosti-na-2019-god.htm).

The next release of the collection "Monitoring of the Prices of Real Estate Objects, the Land Plots and Rental Rates as of 01.09.2018", according to decisions of Board of Union of Appraisers of the Republic of Tatarstan, is directed for gratuitous transfer to participants of total Board of the Ministry of land and property of the Republic of Tatarstan, bodies for management of property of municipal districts of RT, members of NP Union of Appraisers of the Republic of Tatarstan, its Commities and Councils, including profile higher educational institutions.

Monitoring of the prices of real estate objects, the land plots and rental rates as of 01.09.2018 (further – Monitoring of the prices) is developed by NP "Union of Appraisers of the Republic of Tatarstan" (further — Partnership). The release of Monitoring of the prices Partnership is made since 2016 at an interval of six months. Monitoring was carried out on the basis of the analysis of open sources, with assistance of the Ministry of land and property of the Republic of Tatarstan, bodies for management of property of municipal districts and city districts of the republic, appraisal community, corporate customers of appraisal, professional associations of the real estate market, the expert organizations. Monitoring of the prices is on the basis of the analysis and statistical processing of market data on the offers and transactions on the vacant land plots and capital construction projects received from mass media, the multilisting systems of announcements, these professional participants of the real estate market, experts, results of auctions and transactions, including with the state and municipal property, made from the moment of the previous release.

Changes to the Federal law of January 9, 1997 N 5-FZ "About granting social guarantees to Heroes of Socialist Work, to Heroes of Labour of the Russian Federation and full gentlemen of an award of Labour Glory" are made.

The President of the Russian Federation V.V.Putin signed the Federal law of November 28, 2018 No. 439-FZ "About introduction of amendments to Article 3 of the federal law "About Granting Social Guarantees to Heroes of Socialist Work, to Heroes of Labour of the Russian Federation and Full Gentlemen of an Award of Labour Glory" adopted by the State Duma on November 15, 2018 and approved by the Federation Council on November 23, 2018.

Side benefits to Heroes of Socialist Work, Heroes of Labour of the Russian Federation and full gentlemen of an award of Labour Glory are established by the federal law when granting the land plots which are in the state or municipal ownership to them.

For implementation of the Law of the Republic of Tatarstan of November 2, 2012 No. 73-ZRT "About rendering free legal aid to citizens in the Republic of Tatarstan" and within the International Day of Persons with Disabilities the Ministry of Justice of the Republic of Tatarstan planned to hold an action for rendering free legal aid to disabled people of I, II groups, to disabled children and also their representatives.

The action will take place on December 4, 2018 from 10 to 13 o'clock in the public autonomous institution of social service "The center of rehabilitation of disabled people "Ascension" of the Ministry of Labour, employment and social protection of the Republic of Tatarstan at the address: Kazan, Dubravnaya St., 43 B.

On November 30, 2018, the meeting of the Association of Executive Authorities of the Russian Federation of the Volga Federal District in the field of property and land relations held in the hotel and shopping center Korston under the chairmanship of the minister of land and property of the Republic of Tatarstan Azat Khamaev. Representatives of 14 regions took part in the meeting. The meeting addressed topical issues of the activities of the executive authorities in the field of property and land relations. The first deputy minister of land and property of the Republic of Tatarstan Artur Galiyev made a report on the involvement of unused agricultural lands into the turnover of the Association participants. In the Republic of Tatarstan there are more than 4 million 600 thousand hectares of agricultural land. According to the Office of the Federal Service for Veterinary and Phytosanitary Surveillance in the Republic of Tatarstan, as of July 1, 2018, over 41 thousand hectares of unused agricultural land have been identified in the republic. Today, more than 13 thousand hectares are involved in the turnover.

The ministry participates in activities for the seizure of agricultural plots in connection with their non-use, being the authorized body for applying to the court on issues of forcible seizure from the owner. According to the materials submitted by the Office of Federal Service for Veterinary and Phytosanitary Surveillance in the Republic of Tatarstan, statements of claim were sent for the forced seizure of land plots with a total area of ​​more than 500 hectares. Artur Galiev in his report noted that the main objectives of involving uncultivated agricultural land into the turnover are:

increasing the culture of agricultural production, increasing the volume of agricultural production and the involvement of agricultural land in circulation;

increasing the interest of farmers in the development of agricultural land;

increase in revenues to budgets of various levels.

On November 30, 2017, a joint meeting of the board of the Ministry of Land and Property of the Republic of Tatarstan and the Association of Executive Authorities of the Subjects of the Russian Federation of the Volga Federal District in the field of property and land relations “On the results of the work of the Ministry of Land and Property of the Republic of Tatarstan in 2018 and tasks for 2019 ” Members of the board of the ministry is held in the hall "Pushkin" of hotel and shopping center "Korston". Members of the association and heads of departments took part in the work of the board.

The report “On the results of the work of the Ministry of land and property of the Republic of Tatarstan in 2018 and tasks for 2019” was made by Minister Azat Khamaev. According to Azat Khamaev, in the reporting year, the activities of the Ministry are aimed at increasing the efficiency of using state property, its profitability, ensuring participation in the implementation of socio-economic programs of the Republic of Tatarstan, developing interaction with municipalities of the Republic of Tatarstan, including on the effective use of municipal property, prevention of violations of the law and corruption in the land and property sphere.

Revenues of the consolidated budget from the use of state and municipal property for 10 months of 2018 amounted to 4.65 billion rubles, including revenues from the management of state property - 0.48 billion rubles, municipal property - 4.17 billion rubles.

Since 2017, all bidding for the implementation of the state budget of Tatarstan is carried out through the electronic site sale.zakazrf.ru.

In pursuance of the Government’s instructions, using the example of two suburban municipal districts - Vysokogorsky and Verkhneuslonsky - an algorithm developed for the inventory of land plots and real estate objects not involved in the tax turnover. Currently, work is underway to identify unregistered land plots and objects throughout the country.

Work on changing the land category for industrial and other objects continues. 175 resolutions of the Cabinet of the Republic of Tatarstan on the transfer of 429 land plots with a total area of 577 hectares, of which 65% of transfers were made in order to develop oil production.

The minister’s report also touched upon the cadastral value of real estate. Cadastral appraisal of agricultural land in Tatarstan was carried out in 2011. Due to changes in the federal law “On appraisal activity”, the cadastral valuation was suspended. As a result, the procedure for selling and leasing land plots from agricultural land was complicated, since the starting price of the auction is the cadastral value, but only if the valuation results are approved no earlier than 5 years before the date of the decision to hold an auction. This year, this issue has been resolved. The state institution "Center for State Cadastral Appraisal", which was created in 2017, conducted a cadastral appraisal of agricultural land, the results of which will be held from January 1 of next year.

89 field inspections were conducted on state and municipal projects of state and public organizations, the results of which resulted in 3 protocols on administrative offenses, 33 acts to the Prosecutor’s Office of the Republic of Tatarstan, and prosecutor’s response measures were taken on them.

This year, a number of measures were taken to develop the gas supply infrastructure of the Republic of Tatarstan: design and transfer of specialized gas distribution network facilities in order to ensure the safety of gas pipelines, design of land plots for the development of gas filling infrastructure.

In order to implement infrastructure projects and support commercial business in the field of leasing without providing services for locating social, cultural, municipal facilities or implementing large-scale investment projects.

In the reporting year, pursuant to the decree of the President of the Republic of Tatarstan R.N. Minnikhanov, the Ministry registered the Republican Foundation for Support of Persons Affected by the Actions of Unfair Developers. The fund is endowed with property both in the form of cash and land. In order to realize the rights of the affected equity holders, preparatory measures are being completed for the implementation of a number of land massifs in the cities of Kazan and Naberezhnye Chelny for integrated development.

Work on the provision of land to large families also continues. Despite the existence of problems, the republic continues to maintain its leading position in the number of families with many children provided with plots in the context of the subjects of the Volga Federal District. Also successfully implemented measures for the formation and management of specialized housing stock of the Republic of Tatarstan for orphans.

The professional holiday brought together heads and the staff of the member organizations of NP Union of Appraisers of the Republic of Tatarstan, partners of noncommercial merging of appraisal organizations from the cities and areas of the republic. As part of the celebrations in the conference hall of one of the members of the Union - JSC "BTI RT", a seminar "Actual issues of valuation activities" was held.

The seminar opened with welcoming speeches of Andrei Lisichkin - President of the Non-profit Partnership “Union of Appraisers of the Republic of Tatarstan” and Eduard Diyarov - Deputy Minister of Land and Property of the Republic of Tatarstan. Arthur Nikolaev, First Deputy Chairman of the Board of the Chamber of Commerce and Industry of the Republic of Tatarstan sent a greeting to the participants. The head of one of the largest regional branches of the SRO “Russian Society of Appraisers” - “The Society of Appraisers of Tatarstan” Dmitry Zakhmatov presented awards to active representatives of the professional community, universities, and other organizations.

During the seminar on the interaction of banks and appraisal organizations, Marat Shakirov - head of the pledge examination department of AK BARS Bank, Sergey Zhirnov, head of the pledge corporate lending division of Sberbank PJSC (Tatarstan), and participants spoke.
