On October 13, 2018, the President of the Republic of Tatarstan signed the Law of the Republic of Tatarstan No. 72-ZRT “On Amendments to Article 321 of the Land Code of the Republic of Tatarstan” (hereinafter - the Law).

The law makes changes to the Land Code of the Republic of Tatarstan, providing for the expansion of the list of grounds for making decisions by the authorized body of local self-government on excluding citizens with three or more children to the lists and refusing to grant them land plots.

The procedure for notifying citizens about their exclusion from the list and refusal to provide a land plot was specified.

It also specified the procedure for notifying citizens interested in transferring land plots on which a dwelling house, located in their possession, is located, on refusal to provide a land plot.

 The law comes into force 10 days after the official publication.

On October 16, 2018 the meeting on the issue of financing the costs of reconstruction of treatment facilities in Almetyevsk was held in the Ministry of land and property of the Republic of Tatarstan.

Following the meeting, representatives of the Ministry of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan, the State Committee of the Republic of Tatarstan on Tariffs and the Executive Committee of the Almetyevsky Municipal District worked out the best options for implementing measures in cooperation with «Almetyevsk-Vodokanal» JSC.

On October 12, in Moscow hosted the International Scientific and Practical Conference "Real Estate Management in the Conditions of the Development of the Digital Economy". The Deputy Head of the State Budgetary Institution «Center of state cadastral appraisal» Renald Sabirzyanov took part in the conference.

One of the thematic sections of the conference is devoted to the topic “Actual issues of cadastral valuation,” which included leading experts in the field of cadastral valuation.

During the thematic section the following issues were discussed:

Development of the state cadastral appraisal system: goals, objectives, prospects;

Problems of mass valuation and taxation of real estate;

Challenging the results of state cadastral appraisal as a tool for establishing a fair tax base.

A solemn opening of the asphalt road from the M-7 highway to the village of Melken and gravel road to Dusay-Kichu took place today in the Menzelinsky municipal district. The opening ceremony was attended by the Minister of Land and Property of the Republic of Tatarstan Azat Khamaev, the head of the district Aidar Salakhov, representatives of other departments of the republic, as well as the staff of the branch of JSC «Tatavtodor» in Menzelinsk under the leadership of Marat Samigullin.

At the ceremonial opening of the road, the team of the cultural department of the district and the Melken House of Culture organized a literary and musical performance.

The guests who arrived at the celebration congratulated the villagers on the improvement of their living conditions, and the labor leaders were presented with letters of thanks from the head of the district and Letters of Merit of Tatavtodor.

 

On October 18 and 19, 2018, an event to provide free legal assistance to the population, as part of the implementation of the Decree of the President of the Republic of Tatarstan of March 22, 2010 No. UP-156 “On measures to develop the system of legal assistance and legal education of the population in the Republic of Tatarstan "And the Law of the Republic of Tatarstan №73-ЗРТ of November 2, 2012 «On the provision of free legal assistance to citizens in the Republic of Tatarstan» will be held in Almetyevskly municipal district of the Republic of Tatarstan.

The leading consultant Alexander Paymukhin was brought into the information and consulting group from the Ministry of Land Property of the Republic of Tatarstan.

On October 11, 2018, practical exercises with employees of structural units on the rules of using personal protective equipment were conducted in the Ministry of Land and Property of the Republic of Tatarstan. Classes were held in accordance with the Plan of the Month of Civil Defense, approved by order of the Ministry of Land and Property of the Republic of Tatarstan of September 25, 2017 No. 477-pr.

As part of the events, the leading adviser of the regime-secret service Oleg Maslenkov conducted an introductory conversation with employees about the purpose and procedure for using a gas mask and respirator, spoke about the standards for putting them on and showed how to use personal protective equipment in practice.

Classes were held with all employees of structural units of the Ministry in accordance with the approved schedule.

10.08.2018 Parliamentary hearings on the draft republican law “On the budget of the Republic of Tatarstan for 2019 and for the planned period of 2020 and 2021” were held in the State Council of the Republic of Tatarstan. Deputies described the budget for 2019 as balanced, socially oriented and program-oriented.

Traditionally, the discussion of the main financial law of the republic was attended by Prime Minister of the Republic of Tatarstan Alexei Pesoshin, Deputy Chairman of the State Council of the Republic of Tatarstan Yuri Kamaltynov, deputies of the State Duma of the Russian Federation and members of the Council of Federation of the Federal Assembly of the Russian Federation, representatives of the Cabinet of the Republic of Tatarstan, Office of the President of the Republic of Tatarstan, members of the Public Chamber, Public Youth chambers, representatives of public organizations.

In order to provide methodological assistance to municipalities in terms of management of municipal property and land plots Ministry of land and property of the Republic of Tatarstan concluded agreements with local governments.

The agreements provide for a wide range of cooperation, including the analysis of compliance with the legislation of the draft decisions on transactions with property and land plots.

As of October, 1, 2018 the Ministry considered 1 236 applications on 2 006 transactions, have not revealed significant observations in 698 transactions. In 1 119 transactions notes are given, documents were sent back for revision. Besides documents on 189 transactions have been left without consideration for the reasons of lack of necessary documents and also in the cases provided in Agreements which aren't demanding the direction of documents for consideration by the Ministry.

On October 6, 2018, a massive tree planting took place in the republic in order to reproduce and augment forest resources. Friendly and well-coordinated work contributed to the warm summer and sunny weather.

Employees of the Ministry of land and property of the Republic of Tatarstan took part in planting trees in the territory of the Pestrechinsky municipal district near the village of Staroye Shigaleevo. Representatives of all structural divisions of the Ministry of land and property of the Republic of Tatarstan took part in planting coniferous saplings.

The Ministry of land and property of the Republic of Tatarstan notifies.

In accordance with the Federal Law of July 3, 2016 No. 237-FZ "On State cadastral appraisal", pursuant to the order of the Ministry of land and property of the Republic of Tatarstan of September, 26, 2018 No. 3173-p, the state cadastral appraisal of water fund lands will be conducted in the Republic of Tatarstan , forest fund, lands of especially protected territories and objects of the Republic of Tatarstan in 2019.

Preparation for the state cadastral appraisal is carried out until January 1, 2019. As part of the preparatory stage for the state cadastral appraisal in order to collect and process the information necessary to determine the cadastral value, the state budgetary institution “Center for state cadastral appraisal” (hereinafter referred to as the SBI CSCA) accepts declarations on the characteristics of real estate objects from the respective owners real estate.

To collect and process this information, the right holders of real estate objects have the right to submit to the SBI CSCA declarations on the characteristics of the respective real estate objects, including clarification of the main, quantitative and qualitative characteristics of the valuation objects: type of permitted use, description of location, area, actual use, distance land, other factors affecting the cadastral valuation of the property.

The form of the declaration on the characteristics of real estate objects and the procedure for its consideration were approved by Order No. 846 of the Ministry of Economic Development of Russia of December 27, 2016 “On Approving the Procedure for Considering the Declaration on the Characteristics of a Real Estate Object, including its Form”.
