The Ministry of Land and Property of the Republic of Tatarstan has announced a tender on right to conclude the lease contract of 2 vessels - not self-propelled and electric floating cranes of 1991 and 1985 year of production.

Data of vessels are entered in the State ship register, there are certificates on the right of swimming under National flag of the Russian Federation.

The initial price of cost of the monthly rent – 177 034 rubles and 140 424 rubles without the VAT

In order to provide methodological assistance to municipalities in terms of management of municipal property and land plots Ministry of land and property of the Republic of Tatarstan concluded agreements with local governments.

The agreements provide for a wide range of cooperation, including the analysis of compliance with the legislation of the draft decisions on transactions with property and land plots.

As of 01.05.2017 the Ministry considered 776 applications to 952 transactions, have not revealed significant observations in 332 transactions. In 620 transactions notes are given, documents were sent back for revision.

In pursuance of the Resolution of the Cabinet of the Republic of Tatarstan the State budgetary institution "Center of the State Cadastral Appraisal" which main objective of activity is determination of cadastral cost during carrying out the state cadastral appraisal of real estate objects has been created.

According to Art. 11 of the Law "About the State Cadastral Appraisal" the cadastral appraisal is carried out at least once in five years.

Inhabited and uninhabited capital construction projects and the land plots of category of lands are subjects of a cadastral appraisal:

- earth of agricultural purpose;

- earth of settlements;

- earth of gardening, market-gardening and country associations;

- the earth of the industry and other special purpose (out of settlements);

- earth of water fund;

- earth of forest fund;

- the earth of especially protected territories and objects.

  Now the estimate on the maintenance of state budgetary institution, the staff list is made. There is a process of their coordination and the statement. After that a set of personnel will be made and the state budgetary institution will get to work.

In connection with need of establishing order in the territory assigned to State budgetary institution "Management of material support" and also in connection with holding a city community work day the cleaning has carried out in the territory of Institution and her adjacent part. Employees of the institution scavenged from the subordinated territory, put the territory of the building in order, washed windows, were tidied up in the workplaces, cleaned a dry grass, and also held other events for maintenance of an order and comfortable conditions for work during the summer period.

On April 29, 2017 within the traditional nature protection action "Day of Landing of the Wood" the staff of the Ministry of Land and Property of the Republic of Tatarstan has taken active part in memorable landing of the wood in forest fund of the Iske-Kazansky local forest area of SUE "Suburban Forest Area", having planted saplings of coniferous breeds.

      Today all divisions of the Ministry of Land and Property of the Republic of Tatarstan have amicably gone to a community work day on sanitary cleaning of the territory fixed to the ministry. They put the territory of the building in order, washed windows, were tidied up in the workplaces. Some children have come to help the parents to arrange well the territory of the Ministry too and to take part in making purity and an order.

27.04.2017 in in the Ministry of land and property of the Republic of Tatarstan under the chairmanship of the deputy minister Rustem Merzakreev has held a meeting in the video conferencing mode with representatives of municipalities of the Republic of Tatarstan concerning contest of cadastral cost of real estate objects, innovations in the legislation on the state cadastral appraisal of real estate objects, and also concerning inventory of real estate objects and the land plots for expansion of taxable base.

Representatives of the Ministry of Finance of the Republic of Tatarstan, Management of Federal Registration Service in the Republic of Tatarstan, branch of Federal state budgetary institution "Federal Cadastral Chamber of Federal Registration Service" in the Republic of Tatarstan, and also State Budgetary Institution Center of the State Cadastral appraisal have participated in the meeting.

27.04.2017 in pursuance of the order of the Cabinet of the Republic of Tatarstan from 24.03.2017 No. 555-r about preparation and the celebration of the 72nd anniversary of the victory in the Great Patriotic War of 1941 - 1945 and for implementation of the Law of the Republic of Tatarstan of November 2, 2012 No. 73-ZRT "About rendering free legal aid to citizens in the Republic of Tatarstan" the Ministry of Justice of the Republic of Tatarstan held the rendering free legal aid to veterans of the Great Patriotic War and to members of their families in State Budgetary Institution «House of friendship of the people».

The leading consultant of department of legal support of the land and property relations – Hanzhina Anna Viktorovna has been involved from the Ministry of Land and Property of the Republic of Tatarstan.

Also representatives – employees of the Ministries of Health of the Republic Tatarstan, the Ministry of Justice of the Republic of Tatarstan, Lawyer board of the Republic of Tatarstan, the representative of the Ministry of Labour, employment and social protection of the Republic of Tatarstan, Federal Tax Service of the Russian Federation in the Republic of Tatarstan, Federal cadastral chamber in the Republic of Tatarstan have participated in an action.

Today the Unified state register of the real estate (further – USRRE) contains data on borders of 942 of 956 municipalities of the Republic of Tatarstan.

Entering into USRRE of data on borders of 12 settlements and 2 municipal districts of the Republic of Tatarstan isn't possible in connection with sections of borders of settlements by borders of municipalities, and also discrepancy of borders of the settlements approved by master plans of settlements now, and the borders of municipalities, established by Laws of the Republic of Tatarstan on establishment of borders of territories and the status of municipal districts and municipalities in their structure, which are brought in USRRE.

Now local governments carry out work on elimination of these discrepancies by results of which data on borders of 14 municipalities will be entered in USRRE.

The regular meeting of Expert council of NP Union of Appraisers of the Republic of Tatarstan has opened the presentation of the expert Irina Ignashina of the package of proposals by results of the conducted analytical research on the organization of competitive procedures for selection of the appraisal organizations (appraisers). First of all, this question is urgent for the state and municipal customers, large corporations. In a number of cases as show numerous appeals to the Union of appraisers of the Republic of Tatarstan, considering specifics of the electronic auction, low-skill performers, not acquaintances with specifics of the region, even with elementary legislative requirements to appraisal activity become winners of auctions for criterion of the smallest price. Losses of the customer, including, budgetary, at the same time, from unskilled reports in make up to 70% of actual cost and in hundreds of times exceed effect of reduction of price for execution of works on appraisal. By results of discussion, taking into account the available positive experience of cooperation of Partnership with the Ministry of Economics of the Republic of Tatarstan, antimonopoly authorities, requirements of the Federal law "About Protection of the Competition", the draft of Recommendations about holding open competitions for selection of the organizations for rendering services in estimation of cost of property is agreed.

It will be sent for completion and adaptation to appraisal community, to profile authorities, first of all, municipal and managements of land and property of municipal disticts of the Republic of Tatarstan with pilot platforms of which a series of seminars meetings in this direction, together with the Ministry of land and property of the Republic of Tatarstan, is planned.

In unison with the lifted subject of quality of selection of the appraisal organizations the conclusions (professional opinions) approved by Expert council for addresses to Partnership from chambers od land and property of the Almetyevsky and Aznakayevsky municipal districts were heard (consideration is carried out by the persons having the qualification, highest in a profession, - "the expert of SRO", for bodies of the power - customers of an appraisal in the Republic of Tatarstan - on a grant basis, for members of NP - on a preferential basis).

In particular, reports on an appraisal of market value of 4 land plots and size of the annual rent in rural settlement Nizhnyaya Maktama in the Almetyevsky municipal district, and also about appraisal of market value of a uniform real estate object – the uninhabited building taking into account the cost of the land plot in the village of Alkeevo in Aznakayevsky municipal district were considered.

All submitted reports, according to experts - Ildar Kalimullin and Rezeda Betretdinova, don't conform to requirements of the law "About appraisal activity in the Russian Federation", federal standards of appraisal and business practice, the choice of methodology of calculation of a rental rate and the choice of analogs, etc. isn't correct, as a result, in some cases, understating from actual market value by 2-2,5 times, reports, on execution takes place, can't be accepted by the customer, in general.

Thanks to the sped-up work of Committee of the Union of appraisers of the Republic of Tatarstan on interaction with authorities with Chambers of land and property of municipal districts of the Republic of Tatarstan a number of requests for conducting examinations from chambers of the land and property of municipalities of the republic as customers of an appraisal is directed to consideration of Expert and consulting council of Partnership. Practice shows that the vast majority of unfair appraisers prefer not to connect themselves with the Union of appraisers of the Republic of Tatarstan in view of additional strict requirements.
