The collection "Monitoring of the Prices of Real Estate Objects, the Land Plots and Rental Rates as of 01.01.2017" at the expense of own means is developed and published by non-profit partnership "Union of Appraisers of the Republic of Tatarstan". By preparation of the collection the data given by Partnership members, SROA of Russian Federation, Ministry of Land and Property of the Republic of Tatarstan, Chambers (Managements, Committee) of the land and property relations of municipal districts and the city districts of the Republic of Tatarstan, Guild of realtors of the Republic of Tatarstan are used.

  State Budgetary Institution «Republican Property Treasury» is carried out three inspections on effective use and safety of the state-owned property assigned on the right of operational management to the public institutions subordinated to the Ministry of Education and Science of the Republic of Tatarstan, the Ministry of Labour, employment and social protection of the Republic of Tatarstan, to Head department of veterinary science of Cabinet of the Republic of Tatarstan.

During inspections the following violations are revealed:

- the parcel of land under autoshop of 80 sq.m. located in the city of Arsk is transferred to use without coordination with the owner;

- availability of the emergency and not used trucking facility - bus PAZ 32050.

Statements of inspections of public institutions are drawn up by the results. The report of organization on elimination of violations will be brought to the attention of the Ministry of land and property of the Republic of Tatarstan within one month.

As of 15.02.2017 it was decided to include in the list of 39 860 citizens having many children who apply for the land plot (in Kazan – 9 273, in the city of Naberezhnye Chelny – 5 263 applicants).

According to report of specialists of ministry’s management of land resources 30 772 land plots in the Republic of Tatarstan (including Kazan and the city of Naberezhnye Chelny) is registered in the Real Estate Cadastre. In Kazan there is 2 953 land plots is registered in the Real Estate Cadastre, in the city of Naberezhnye Chelny there is 2 622 land plots.

Total there is provided 27 203 plots of land to large families in common ownership.

On February 18, 2017 the mass ski competitions "Ski Track of Russia — 2017" are held. Part in annual mass ski race "the Ski track of Russia" in 2017 in Kazan was taken by more than 20 thousand people. In total in Tatarstan to ski track within this race there were about 190 thousand people.

Participants of the most mass All-Russian ski race in the capital of Tatarstan were accepted on three platforms: in the Gorkinsko-Ometyevsky forest park, in flood of the river Kazanka (down the Gavrilova street) and at Lokomotiv stadium in the settlement of Yudino.

Employees of the Ministry of land and property of the Republic of Tatarstan participated in ski running on all three platforms organized in the city of Kazan. The main part of athletes of the ministry participated in sporting events at Lokomotiv stadium in the settlement of Yudino.

16.02.2017 departure of staff of the Ministry of land and property of the Republic of Tatarstan together with the Ministry of Education and Science of the Republic of Tatarstan to the Arsky municipal district of the Republic of Tatarstan for the purpose of inspection of use and safety of the premises provided for orphan children and children without parental support has been carried out.

From 15 premises located in the district to the employees of the Ministry of land and property of the Republic of Tatarstan together with the Ministry of Education and Science of the Republic of Tatarstan got access to 4 premises in this connection, 4 inspection statements on use and safety of the premises located at the addresses are drawn up:

1) Republic of Tatarstan, Arsky municipal district, Arsk, M. Gorkogo St., 31A, ap 4.

2) Republic of Tatarstan, Arsky municipal district, Arsk, Zapadnaya St., 44, ap 11.

3) Republic of Tatarstan, Arsky municipal district, Arsk, Zapadnaya St., 54, ap 3.

4) Republic of Tatarstan, Arsky municipal district, Arsk, Zapadnaya St., 54, ap 7.

Following the results of inspections violations isn't revealed.

The meeting was held by the Chairman of the State Council of the Republic of Tatarstan Farid Mukhametshin.

Following the results of last year the head of the municipality Aydar Salakhov made a speech at a meeting of Council of Menzelinsky district. In the performance he noted that, despite economic difficulties, 2016 was successful and productive year for the district.

"It is pleasant to see that nobody leaves agrobusiness. From year to year the profit amount, the number of farmers increases", – he told.

Aydar Salakhov gave a situation when children of farmers, having graduated, return to the area for continuation of parent case as a positive example of the solution of personnel problems.

As good help for improvement of a working condition of machine operators served the program of capital repairs of machine and tractor parks which, besides, positively influences on the quality of training to spring and field works.

Today, on February 17, 2017, in the Vysokogorsky municipal district of the Republic of Tatarstan the action for rendering free legal aid to the population, within implementation of the Presidential decree of the Republic of Tatarstan dated 22.03.2010 No. UP-156 "About measures for development of system of rendering legal aid and legal education of the population in the Republic of Tatarstan" and the Law of the Republic of Tatarstan No. 73-ZRT dated 02.11.2012 "About rendering free legal aid to citizens in the Republic of Tatarstan" will take place.

As a participant of information and consulting group from the Ministry of the land property of the Republic of Tatarstan the head of department of protection of valuable interests of the state – Ishmakov Islam Almirovich will give consulting help to citizens concerning the land legislation.

The bill "About modification of article 1 of the Law the Republic of Tatarstan "About establishment of the tax rate on the income tax for the organizations — residents of the special economic zone of industrial and production type created in the territory of the Yelabuzhsky municipal district of the Republic of Tatarstan, and the Special economic zone of technology development type «Innopolis», created in the territories of the Verkhneuslonsky and Laishevsky Municipal Districts of the Republic of Tatarstan" it is accepted by the State Council in three readings.

The report on the bill at parliamentary session was made by the Minister of Finance of the Republic of Tatarstan Radik Gayzatullin. He noted that this project brings into accord with provisions of the Tax code of Russian Federation provisions of the Law of the Republic of Tatarstab "About Establishment of the Tax Rate on the Income Tax for the Organizations — residents of the special economic zone of industrial and production type created in the territory of the Yelabuzhsky municipal district of the Republic of Tatarstan, and the Special economic zone of technology development type «Innopolis», created in the territories of the Verkhneuslonsky and Laishevsky Municipal Districts of the Republic of Tatarstan".

Today deputies of the State Council considered two bills providing changes of borders of the territories of the Zelenodolsk and Spassky municipal districts of the republic. Both documents are accepted in final reading.

The bill "About change of borders of the territories of the municipalities "settlement of city type Nizhniye Vyazovye" and "Sviyaga Rural Settlement" of the Zelenodolsk municipal district and introduction of amendments to the Law of the Republic of Tatarstan "About Establishment of Borders of the Territories and the Status of the Municipality "Zelenodolsky Municipal District" and Municipalities in Its Structure" was provided by the head of the Zelenodolsk municipal district Alexander Tygin who reported that the document is developed for the purpose of assistance to creation of the Sviyaga Interregional Multimodal Logistic Center (SIMLC). "The center is designed to provide successful functioning of the international transport corridor "Europe – the Western China", - he emphasized. - In case of registration of infrastructure facilities and a transportation network of SIMLC it is revealed that an object crosses borders of settlements the Nizhniye Vyazovye and Sviyazhsk that will create prerequisites for difficulty of assignment of this territory of the status of the special economic zone". Besides, according to Alexander Tygin, project implementation of SIMLC is equitable to interests of the Zelenodolsky district because new workplaces will be created and the tax base will increase, there will be an additional opportunity to strengthen diversification of monoprofile area economy, dependent on the state defensive order. With respect thereto the head suggested to support the bill of change of borders of these municipalities.

The bill "About change of borders of the territories of certain municipalities and introduction of amendments to the Law of the Republic of Tatarstan "About establishment of borders of the territories and the status of the municipality "Spassky Municipal District" and municipalities in its structure" was provided by the head of the district Kamil Nugayev. He informed deputies that the document is prepared for the purpose of change of adjacent borders of the territories of the city of Bolgar, the Trehozyorsk and Volga rural settlements which are a part of the Spassky municipal district.

As of 01.01.2017 according to information of chambers of the property and land relations of municipal districts in the Republic of Tatarstan there are 70 461 unclaimed land shares with a total area of 380,4 thousand hectares.

As judgments in 40 municipal districts the right of municipal property to the parcels of land with a total area of 232,8 thousand hectares is recognized.

According to chambers of the property and land relations of the municipal districts of the Republic of Tatarstan the property right of municipalities to the parcels of land with a total area of 197 thousand hectares is registered.
