In Alexeyevsky municipal district of the Republic of Tatarstan representatives of State Budgetary Institution «Republican Property Treasury» carried out three inspections on effective use and safety of the state property assigned on the right of operational management to public institutions subordinated to the Ministry of Labour, employment and social protection of the Republic of Tatarstan and to Head department of veterinary science of the Cabinet of the Republic of Tatarstan.
During inspections the following violations are revealed:
1. There are no documents confirming the fact of write-off of 3 cars: UAZ - 315195, UAZ – 2206, UAZ.
2. Transfer of the state property (a part of the building on Lenin St. of 87 in urban settlement Alekseevskoye) with total area of 138 sq.m. in use to the legal entity without coordination with the Ministry of land and property of the Republic of Tatarstan.
Statements of inspections of public institutions are drawn up. The report of institution on elimination of violations will be brought to the attention the Ministry of land and property of the Republic of Tatarstan within one month.
According to specialists of department of economy of the ministry, in two months of 2017 the non-tax income from use and implementation of a state-owned property and the parcels of land which arrived in the budget of the Republic of Tatarstan constituted 27,46 million rubles.
By articles in the budget of the Republic of Tatarstan for 01.03.2017 arrived:
from lease of property - 13,29 million rubles – the plan is implemented for 27,77%;
from land lease - 7,96 million rubles – the plan is implemented for 14,28%;
from the servitude – 0,38 million rubles – the plan is implemented by 61,29%;
from implementation of property - 5,47 million rubles – the plan is implemented for 18,23%;
from implementation of lands - 0,36 million rubles (on this article the plan isn't established).
In order to provide methodological assistance to municipalities in terms of management of municipal property and land plots Ministry of land and property of the Republic of Tatarstan concluded agreements with local governments.
The agreements provide for a wide range of cooperation, including the analysis of compliance with the legislation of the draft decisions on transactions with property and land plots.
As of 01.03.2017 the Ministry considered 270 applications to 354 transactions, have not revealed significant observations in 106 transactions. In 248 transactions notes are given, documents were sent back for revision.
Free privatization of premises is termless. Restriction of term of free privatization is cancelled by the Federal law dated 22.02.2017 № 14-FZ.
Transfer into the ownership of citizens of the Russian Federation of the premises occupied by them constituting property of treasury of the Republic of Tatarstan is the state service and is performed by provision of a complete packet of documents according to administrative regulations of 03.02.2012 No. 252-r:
application for transfer of premises into the ownership of citizens;
the passport (other identity documents) of the family members who reached 14 years is also more senior;
the certificate of birth of the minor members of the family of the employer who didn't reach 14-year age;
the document confirming the right of citizens to use of premises. (order, resolution on provision of premises, resolution on renewal of a financial personal account, employment contract (social hiring) of premises, etc.);
the statement from the house register about the previous places of a permanent residence of citizens, since July 4, 1991 (if such information is absent in the passport);
the statement from the house register about registration of citizens in the privatized premises, issued not later than 30 days about day of the appeal of the applicant to the Ministry;
the certificate of non-use of the right of free privatization from former residences issued by the authorized body performing registration of the property right to real estate in the territory of the Russian Federation till January 1, 2000 according to requirements of the legislation existing in the territory of subjects of the Russian Federation (in case of accommodation of the applicant in the territory of the municipality of the city of Kazan – the reference from municipal unitary enterprise "Directorate of Municipal Housing Programmes of the City of Kazan" on nonparticipation (about participation) in privatization of housing in Kazan);
the decision on appointment of a guardian, the trustee, the copy of the tutorial certificate, permission of agencies of guardianship on privatization of premises – in case of privatization of premises in which live exclusively minor aged up to 14 years, incapacitated citizens;
consent of agencies of guardianship to privatization of premises, the copy of the tutorial certificate if in premises live exclusively minor aged from 14 up to 18 years or the citizens limited in capacity to act;
the cadastral (technical) passport of the privatized premises;
the document confirming absence of debt on payment of housing and utilities;
the power of attorney arranged in accordance with the established procedure if an application is issued by proxy.
The copies of documents enclosed to the application for transfer into the ownership of citizens of premises can be certified notarially.
With respect thereto, documents acceptance on privatization of rooms in the former production hostels which aren't transferred to the municipal possession of Kazan continues in the Ministry of Land and Property of the Republic of Tatarstan.

Representatives of State Budgetary Institution «Management of material support» participated in a seminar meeting which took place last week in a conference room of the Ministry of Culture of the Republic of Tatarstan. The head of State Budgetary Institution «MMS» Aydar Galimov and the specialist of 1 category of department of labor protection and safety Ayrat Karimov took part in work of a seminar.
With participation of representatives of prosecutor's office of the Republic of Tatarstan, Office of the Federal Tax Service of Russia in the Republic of Tatarstan, Management of traffic police of the Ministry of Internal Affairs of the Republic of Tatarstan, Management of the President of the Republic of Tatarstan concerning an anti-corruption orientation, the wide range of questions of an anti-corruption orientation was considered at the seminar meeting, including:
- legal problems of anti-corruption;
- submission of data on the income, about property and state property;
- a conflict of interest in the public and municipal service.
On February 28 in the Ministry of land and property of the Republic of Tatarstan took place a business meeting of administrative board of the ministry with delegation of the Republic of Dagestan: the Deputy Prime Minister of the Republic of Dagestan Ekaterina Tolstikova, the minister of the land and property of the Republic of Dagestan Ruslan Magomedov and the Assistant Secretary Dawood Dzhalilov. The director of State Budgetary Institution «The Center of Perspective Economic Researches» of Academy of Sciences of the Republic of Tatarstan, the vice rector for questions of an economic and strategic development of the Kazan (Volga) federal university Marat Safiullin also participated in this action.
The meeting took place under the chairmanship of the Minister of Land and Property of the Republic of Tatarstan Azat Hamayev. He noted great positive importance of experience exchange and characterized the main areas of work of the ministry. During exchange of opinions all range of questions in the sphere of management of the state-owned and municipal property, including increase of efficiency of use of the state-owned and municipal property and land resources, increases of profitability of property and tax revenues, optimizations of management of the organizations with the state participation, interaction with municipalities, development of information technologies was mentioned. The meeting took place in a situation of mutual interest and had constructive character.
On February 20, 2017 the open auction on value increase with an open form of submission of offers on the price on implementation of the state-owned property, assigned to SUE «Tattekhmedfarm» on the right of economic maintaining, took place.
For an auction the seller offered 5 lots – real estate objects. By results of the held auction 3 lots for the total amount of 2 285 700 rubles were realized. On two lots about 60 steps were taken, the price rose more than by 3 times.
For decrease in risks of abuses of heads and staff of local governments of the rural settlements of the Republic of Tatarstan at registration of the rights for the land plots in the simplified order, according to the Report of Council at the President of the Republic of Tatarstan for anti-corruption, agreements between local governments of municipal districts and local governments of the rural settlements of the Republic of Tatarstan on coordination of documents (including references and statements) in chambers (managements) of the property and land relations of municipal districts provided by local governments of rural settlements on possession of citizens of the land plots work in all municipal districts of the Republic of Tatarstan since 2015.
