31.01.2017 The Ministry of Land and Property of the Republic of Tatarstan held a meeting with participation of Management of Federal Registration Service on the Republic of Tatarstan and SE "Main Investment and Construction Department of the Republic of Tatarstan" concerning statement on the cadastral registration and registration of the rights of the objects which are again put into operation.

The topical issues arising in connection with entry into a force since January 1, 2017 of the Federal law "About the State Registration of the Real Estate" of 13.07.2015 No. 218-FZ, concerning provision of the state services by the Federal Registration Service in a new format were raised. Today work is complicated by reception of applications on receipt of data from the Single State Real Estate Register (SSRER). Registration of the rights and statement for the cadastral registration, including the single accounting and registration procedure is carried out by the Federal Registration Service only on paper by means of the personal address.

Following the results of a meeting the decision on the direction of the corresponding information letter to municipalities of the Republic of Tatarstan is made.

On the basis of appeals of citizens to nature protection prosecutor's office the Ministry of Ecology and Natural Resources of the Republic of Tatarstan together with State budgetary institution "Management of Material Support" has carried out departure for the purpose of ecological inspection of the territory of river Sukhaya and the settlement of Vvedenskaya with use of special equipment of Institution. Follows the appeals of citizens  background color of water and the soil of the river Sukhaya is revealed. Ecologists will reveal what was the substance  and what danger it bears to the environment.

During inspection samples of water and soil have been taken. Administrative investigation is led.

26.01.2017 under the chairmanship of the First Deputy Minister of Land and Property of the Republic of Tatarstan Sergey Demidov the meeting on creation of the infrastructure favorable for business in Bolgare, establishments of preferential cost of the rent for use of the objects located in the territory of the Bolgare state historical and architectural memorial estate is held.

By results of the meeting the Ministry of land and property of the Republic of Tatarstan will send offers to the Cabinet of the Republic of Tatarstan on adoption of the standard-right document regulating procedures for granting of the rights of lease to property of the Bolgare ancient settlement on the preferential bases.

The regular meeting of the Board of directors of PJSC «Tatneft» took place in Almetyevsk yesterday. The chairman of the board of directors of the company, the President of the Republic of Tatarstan Rustam Minnikhanov held a meeting.

During the meeting the results of budget implementation of PJSC «Tatneft» for 2016 and the approved budget for February of the current year are summed up. The key directions on increase in efficiency of exploration works are discussed. Need of more active use of innovations for providing with inventories on the high-developed fields of traditional oil (additional exploration,), search of new deposits, fields of superviscous oil (SVO) and oil in the domanik deposits is noted.

The existing and developed technological innovations in geological exploration shall provide accomplishment of the approved strategic objectives of the company on increase in amount of oil extraction.

On the meeting of the board of NP «Union of Appraisers of the Republic of Tatarstan», the first this year, the Work plan of Partnership for 2017 is approved and is published on the website оценщики-рт.рф. The important place in it is taken by the training seminars for members of Partnership and specialists of profile authorities of the cities and areas of the republic, expert work, the new direction - market monitoring of the real estate of the Republic of Tatarstan. In August, 2017 the five-year anniversary of NP «Union of Appraisers of the Republic of Tatarstan» will be celebrated. Actions to this date are also reflected in the Work plan, the working group on preparation of anniversary is created. The board made the decision on the size and payment terms of the membership and admission fees in 2017. In commemoration of festive date the Board established a grace period of acceptance in Partnership of the new organizations and privately practicing appraisers (IE) without payment of the admission fee - till 12.08.2017. For members of Partnership the massive program of privileges, including, in a cooperation with the profile organizations is also adopted. 

The projects of two laws of the Republic of Tatarstan "About change of borders of the territories of the municipalities "settlement of city type Nizhnie Vyazovye" and "Sviyazhskoe Rural Settlement" of the Zelenodolsk municipal district and introduction of amendments to the Law of the Republic of Tatarstan "About establishment of borders of the territories and the status of the municipality "Zelenodolsk Municipal District" and municipalities in its structure" is submitted for public discussion in the electronic platform «Open Tatarstan» of the Portal of the state and municipal services.

The bill "About change of borders of the territories of the municipalities "settlement of city type Nizhnie Vyazovye" and "Sviyazhskoe Rural Settlement" of the Zelenodolsk municipal district and introduction of amendments to the Law of the Republic of Tatarstan "About establishment of borders of the territories and the status of the municipality "Zelenodolsk Municipal District" and municipalities in its structure" is drafted for the purpose of assistance to creation of the Sviyazhsky Interregional Multimodal Logistic Center (SIMLC).

By results of the electronic auction held by authorized body – Management of public procurements of the Republic of Tatarstan, the right of the conclusion of the public contract with the Ministry of Ecology and Natural Resources of the Republic of Tatarstan on rendering services in release to the line of vehicles (portable laboratories and motor boats) won the State Budgetary Institution Management of Material Support.

According to the Law of the Republic of Tatarstan of 28.11.2016 No. 93-ZRT "About the budget of the Republic of Tatarstan for 2017 and for planning period of 2018 and 2019" receipt of the non-tax income in the budget of the Republic of Tatarstan from use and implementation of a state-owned property and the parcels of land in 2017 is predicted in the amount of 291,85 million rubles.

       By articles to the budget of the Republic of Tatarstan for 2017 shall arrive:

      from lease of property – 47,86 million rubles,

      from land lease – 55,75 million rubles,

      from the servitude – 0,62 million rubles;

      from dividends – 65,63 million rubles,

      from PCP – 40,69 million rubles;

      from trust management – 51,3 million rubles,

      from implementation of property – 30,0 million rubles.

      Within a year the budget task can be adjusted.

In order to provide methodological assistance to municipalities in terms of management of municipal property and land plots Ministry of land and property of the Republic of Tatarstan concluded agreements with local governments.

The agreements provide for a wide range of cooperation, including the analysis of compliance with the legislation of the draft decisions on transactions with property and land plots.

As of 01.01.2017 the Ministry considered 2636 applications to 4082 transactions, have not revealed significant observations in 1605 transactions. In 2477 transactions notes are given, documents were sent back for revision.

According to specialists of department of economy of the ministry, in 2016 the non-tax income to the budget of the Republic of Tatarstan from use and implementation of a state-owned property and the parcels of land constituted nearly 758 million rubles. Taking into account the changes made to the budget task, the plan is implemented for 101,78%.

At a rate of articles the following means have come to the budget in 2016:

from lease of property – 82,63 million rubles – the plan is implemented for 106,51%;

from land lease – 54,41 million rubles – the plan is implemented for 108,2 %;

from the servitude – 0,48 million rubles – the plan is implemented by 101,91%;

from dividends – 324,29 million rubles – the plan is implemented for 100%;

from PCP– 41,28 million rubles – the plan is implemented for 100%;

from trust management – 50 million rubles – the plan is implemented for 100%;

from implementation of property – 185,8 million rubles – the plan is implemented for 100,07%;

from implementation of the earth – 7,22 million rubles - the plan is executed for 227,04%.

from implementation of shares – 11,62 million rubles – the plan is implemented for 100%.
