Today, on January 16, 2017 under the chairmanship of the minister Azat Hamayev the meeting on the actual implementation of the actions aimed at providing statement on the cadastral registration and the state registration of the rights to real estate objects and the parcels of land for the purpose of expansion of a taxable basis of the land tax and the property tax in municipalities of the Republic of Tatarstan took place in the Ministry of land and property of the Republic of Tatarstan.

       Representatives of the Ministry of Finance of the Republics of Tatarstan, the city of Kazan, Verkhneuslonsky, Visokogorsky, Yelabuzhsky, Zelenodolsky, Laishevsky, Nizhnekamsky and Pestrechinsky municipal districts of the republic participated in a meeting.

According to the data provided by municipalities of the Republic of Tatarstan as of 11.01.2017:

- it is accepted decisions on inclusion of applicants in lists – 39 290;

- it is provided in common ownership of 27 110 parcels of land, from them for 2016 – 2 907.

      Within interaction of the republic with Single institute of development in the housing sphere powers of the Russian Federation on management and the order of land massifs for provision to large families of the federal parcels of land are delegated to Republic of Tatarstan.

Provision of the parcels of land located in the territory of Kazan is begun:

- in i.м. Konstantinovka – for the families having 5 children and more

- in i.м. Bolshiye Derbyshki – for the families having 4 children and more.

      Work on preparation of documents of territorial planning of Country and Krasnoselsky rural settlements of the High-mountain municipal district for the purpose of forming of sites for the subsequent provision to large families of Kazan is continued.

  The State Budgetary Institution Management of Material Support conducts work on preparation of a packet of documents (request) for participation in an electronic auction for the right of the conclusion of the public contract to rendering services in release to the line of vehicles (portable laboratories) and motor boats of the Ministry of Ecology and Natural Resources of the Republic of Tatarstan.

Due to the adoption of the Federal law of 03.07.2016 No. 334-FZ "About modification of the Land code of the Russian Federation and separate legal acts of the Russian Federation", come into force since 01.01.2017, powers on provision of the parcels of land located in the territory of rural settlements on which state-owned property isn't differentiated are returned to local government bodies of municipal districts. Powers on provision of the similar parcels of land located in the territory of residential locations are kept behind local government body of the residential location concerning the parcels of land located in the territory of such settlement (regardless of availability of the approved rules of land use and building).

29.12.2016 in the Ministry of Land and Property of the Republic of Tatarstan under the chairmanship of the deputy minister Farit Musin commission session on carrying out the competition on replacement of 3 vacant positions of the public civil service (deputy head of economy department; leading consultant of department of change of category of lands and inclusion of the parcels of land in borders of settlements of management of land resources; senior specialist of 1 category of department of legal support of the cadastral relations) took place.

8 applicants for vacant positions took part in tender. As a result of the carried-out practical tasks and interviews with members of the contest committee winners of tender are determined by contestants respectively:

Imamov Almir Vakhitovich;

Sabirzyanov Marat Tagirovich.

The President of NP Union of Appraisers of the Republic of Tatarstan Andrey Lisichkin made a speech at the regular meeting of a working group on market monitoring of the republican real estate following the results of forming of the integrated price ranges of lease and sale of office, industrial and trade real estate, and also the parcels of land on categories and types of use by the cities and rural settlements.

   The deputy minister of the land and property Farit Musin reported that the question of monitoring was brought up during the recent meeting in the videoconference mode with bodies of a property management of municipalities. Also the results of monitoring prepared by the Union of appraisers of the Republic of Tatarstan for review and adjustments until the end of the year are directed to chambers and managements of the land and property relations.

The resolution of the Cabinet of the Republic of Tatarstan dated 23.12.2016 No. 977 has approved the Order of definition of a type of the actual use of buildings (structures, constructions) and rooms for the taxation in pursuance of which the order of the Ministry of Land and Property of the Republic of Tatarstan dated 23.12.2016 No. 3413 has created the commission on consideration of questions of definition of a type of the actual use of buildings (structures, constructions) and rooms for the taxation.

The specified Order will be applied when determining a type of the actual use of buildings (structures, constructions) and placings which data of cadastral and technical accounts don't allow to establish their compliance to the criteria established by part 1 of article 378.2 of the Tax Code of the Russian Federation and demand on-site investigation of real estate objects.

Due to the deterioration in weather conditions, the responsible person - the deputy head on transport of State Budgetary Institution «Management of material support» it is instructed with drivers on a subject: "Traffic safety in bad weather conditions" for the purpose of training of driver's structure for the additional difficulties accompanying steering and operation of the car. Instructing included questions of safety of the movement and operation of the car according to weather (low temperatures, snowfall, ice) and other conditions.

On December 22, 2016 the deputy minister of the land and property of the Republic of Tatarstan Farit Musin held a meeting in the videoconference mode with deputy managers of Executive committees of municipal districts on economy, heads of Chambers (Managements, Committee) of the land and property relations and responsible specialists for work with appraisal reports of municipal property.

On December 21, 2016 in the Ministry of Land and Property of the Republic of Tatarstan under the chairmanship of the First Deputy minister Sergey Demidov within preparation and carrying out of the Confederations Cup of FIFA of 2017, the FIFA World Cup of FIFA of 2018 in the Russian Federation, the meeting on granting the land plots located under venues "The palace of water sports, Chistopolskaya St.", "Kazan Arena Stadium" to "ANO Arena-2018" has taken place.

At the meeting representatives of the Ministry of affairs of youth and sport of the Republic of Tatarstan, the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan, Executive committee of the municipality of Kazan, separate division of ANO Arena-2018 in Kazan, separate division of ANO Organizing Committee Russia-2018 in Kazan, FSBEI HE "The Volga region state academy of physical culture, sport and tourism", JSC Kazan Arena, SUE Tatinvestgrazhdanproyekt have taken part.

Within the meeting options of use of the land plots for placement of venues of temporary infrastructure and parkings have been worked out.
