The meeting of the anti-corruption commission took place in State budgetary institution "Management of Material Support".

At the meeting the questions concerning to observance of requirements of the anti-corruption legislation, the established prohibition on receipt of remunerations and gifts from physical persons and legal entities in connection with accomplishment of service (official) duties were considered.

This information was brought to all staff of Organization under a list.

From October, 2016 to December 16, 2016 State Budgetary Institution «Republican Property Treasury» in pursuance of the law of the Republic of Tatarstan dated 12.01.2013 N 8-ZRT "About providing premises to orphan children and children without parental support, and about modification of article 8 of the Law of the Republic of Tatarstan "About targeted social support of the population in the Republic of Tatarstan" and at the request of the Ministry of Land and Property of the Republic of Tatarstan the documents for the state registration of the property right for 311 premises is given to the Management of Federal Registration Service in the Republic of Tatarstan. The property right is registered.

  On December 06, 2016 in the public autonomous institution of social servicing "The center of rehabilitation of disabled people "Ascension" of the Ministry of Labour, employment and social protection of the Republic of Tatarstan (Kazan, Dubravnaya St. 43B) within the International Day of Persons with Disabilities took place an action for rendering free legal aid to disabled people of I, II and III groups, to handicapped children, and also their representatives.

From the Ministry of Land and Property the leading consultant of department of legal support of the land and property relations – Hanzhina Anna Viktorovna was attracted.

And also there were representatives of the Ministries of Construction, Architecture and Housing of the Republic of Tatarstan, the Ministry of Education of the Republic of Tatarstan, the Ministry of Justice of the Republic of Tatarstan, Lawyer board of the Republic of Tatarstan, Pension Fund of the Rybno-Slobodsky municipal district of the Republic of Tatarstan, the representative of the Ministry of Labour, employment and social protection of the Republic of Tatarstan participated in an action.

Results of participation of representatives of appraisal community in republican actions are discussed at the regular meeting of non-profit partnership Board of "Union of Appraisers of the Republic of Tatarstan".

     In particular, following the results of the enlarged meeting of Council for an entrepreneurship at the President of the Republic of Tatarstan which took place on 06.12.2016, the first results of carried-out work on market monitoring of the real estate of the republic were presented in the form of the table of the price ranges on the cities and regions of the Republic of Tatarstan. Taking into account the arrived offers, the question in addition will be discussed until the end of the year by the working group of the Union of appraisers of the Republic of Tatarstan, the Ministry of land and property of the Republic of Tatarstan and municipalities.

State Budgetary Institution «Republican Property Treasury» is carried out seven inspections on effective use and safety of the state-owned property assigned on the right of operational management to the public institutions subordinated to the Ministry of Health of the Republic of Tatarstan, the Ministry of Education and Science of the Republic of Tatarstan and one inspection of use of the state-owned property transferred to Executive committee of the Novosheshminsky municipal district of the Republic of Tatarstan for implementation of powers to the state civil registration.

During inspections the following violations are revealed:

- rooms of 84,6 sq.m in the building on Himikov St., 31 g of Nizhnekamsk;

- part of a roof of the building on Himikov St., 31 g of Nizhnekamsk under installation of antennas;

- a part of the square in the foyer of the building on Muzykalnaya St., 13 g of Kazan under installation of the ATM are transferred to use to the commercial organizations without execution of lease contracts and a consent of the Ministry of land and property of the Republic of Tatarstan as owner of property (Art. 298 of the Civil Code of the Russian Federation)

2. The real estate object (oxygen-transfer shop) with a total area of 16 sq.m on Muzykalnaya St., 13 g of Kazan isn't entered in the Register of a state-owned property of the Republic of Tatarstan.

3. Non-residential premises with a total area of 66,5 sq.m. aren't used.

Statements of inspections of public institutions are drawn up by the results. The report of organization on elimination of violations will be brought to the attention of the Ministry of land and property of the Republic of Tatarstan within one month.

Yesterday, December 12 of this year, from 12.00 to 20.00 in the Ministry of Land and Property of the Republic of Tatarstan was held All-Russian day of reception of citizens.

Treatment of citizens were of different nature: issues of lease of land plots and real estate development business, the acquisition of land, privatization of premises, advice on legislation and other statements relating to the activities Ministry of Land and Property of the Republic of Tatarstan.

For all applications received from applicants for admission, the authorized representatives of the Ministry have been given an explanation. The visitors expressed their gratitude to the Ministry for the warm reception and detailed answers to the questions posed.

On December 10, 2016 sports basketball competitions within the Sports contest of government employees of the Republic of Tatarstan took place. Competitions took place in the sports complex «Tezuche».

Our ministry was represented by: Mubarakov A. G., Minullin M. G., Galiyev A.I., Khabibulin T. R., Nurullin S.A., Hasanshin R. Sh. and Abdullina L.R. The team of the Ministry of land and property of the Republic of Tatarstan met teams of judicial department in the Republic of Tatarstan and Federal Treasury Department of the Republic of Tatarstan.

Our team showed high persistence, aggressiveness, endurance and declared itself as about the worthy rival. Good fellows!

On December 9, 2016, in the International day of fight against corruption the director of scientific research institute of anti-corruption of the Kazan innovative university of V. G. Timiryasov (KIU), the member of Advisory council at the Management of the President of the Russian Federation concerning anti-corruption Kabanov Pavel Aleksandrovich was invited to the Ministry of Land and Property of the Republic of Tatarstan.

During the performance before the staff of the Ministry Pavel Aleksandrovich gave a special attention to questions of prevention of corruption, elimination of the reasons of its origin.

Also the most topical issues were considered: prohibitions on the public civil service, including on receipt of gifts, accomplishment of other paid activities, avoidance of a conflict of interest, observance of regulations of professional ethics.

Besides, Pavel Aleksandrovich shared experience of prevention of corruption in foreign countries.

After the performance Pavel Aleksandrovich answered questions of staff of the Ministry.

09.12.2016 in the Ministry of Land and Property of the Republic of Tatarstan under the chairmanship of the deputy minister Rustem Shameev the regular meeting of a working group on carrying out the analysis of dynamics of debt on the rent for property and the land plots to budgets of municipalities of the Republic of Tatarstan and to increase in overall performance on collection of this debt following the results of 10 months of the current year took place. 9 municipalities – city of Naberezhnye Chelny, Agryzsky, Alekseevsky, Bugulminsky, Verkhneuslonsky, Kamsko-Ustyinsky, Menzelinsky, Rybno-Slobodsky and Chistopolsky municipal districts of the Republic of Tatarstan in which the trend of growth of the specified debt is observed participated in a meeting.

As of 01.11.2016 in general across the Republic of Tatarstan the total amount of debt on lease payments for the land plots and municipal property to local budgets of the republic constituted 524 307,8 thousand rubles, including the rent of land plots – 385 205,5 thousand rubles, the rent for property – 139 102,3 thousand rubles.

It should be noted that since the beginning of year municipalities carried out work on decrease in total amount of debt by 134 576,8 thousand rubles.

During the meeting of a working group basic reasons not receipts of money according to lease contracts from large debtors in the called municipalities are established, the corresponding instructions on holding necessary actions for the purpose of decrease of the amounts of debts are given.

08.12.2016 under the chairmanship of the deputy minister Farit Musin in the mode of a video conferencing the meeting on execution of point 2 of the List of orders of the President of the Republic of Tatarstan R.N.Minnikhanov dated 28.01.2016 No. PR-19 on increase in efficiency of control of activities state and municipal unitary enterprises took place.

At the meeting financial and economic activities of unprofitable municipal unitary enterprises of Agryzsky, Aznakayevsky, Bugulminsky, Yelabuszhsky, Zelenodolsky, Kamsko-Ustyinsky, Yutazinsky, Novosheshminsky and Chistopolsky municipal districts were considered. And also the prospects of debt repayment for the credit agreements provided to physical persons and legal entities on which the municipal property acts as pledge were considered.
