According to specialists of department of economy of the ministry, in 11 months 2016 the non-tax income to the budget of the Republic of Tatarstan from use and implementation of a state-owned property and the parcels of land constituted nearly 690 million rubles. Taking into account the changes made to the budget task, the plan is implemented for 100,3%.

At a rate of articles the following means have come to the budget in 11 months 2016:

from lease of property – 72,56 million rubles – the plan is implemented for 125,1%;

from land lease – 46,33 million rubles – the plan is implemented for 105 %;

from the servitude – 0,42 million rubles – the plan is implemented by 92,5%;

from dividends – 324,29 million rubles – the plan is implemented for 100%;

from PCP– 41,28 million rubles – the plan is implemented for 100%;

from trust management – 50 million rubles – the plan is implemented for 100%;

from implementation of property – 140,49 million rubles – the plan is implemented for 86,9%;

from implementation of the earth – 3,18 million rubles - the plan is executed for 167,4%.

from implementation of shares – 11,62 million rubles – the plan is implemented for 387,3%.

According to the order of the President of the Russian Federation the All-Russian day of reception of citizens is spent in public authorities and local self-government bodies on December 12, 2016 from 12:00 till 20:00 o'clock.

Competence of the Ministry of Land and Property of the Republic of Tatarstan includes the solution of the following questions:

the translation of lands of agricultural purpose, except for the lands which are in federal property, to other categories of lands (power of state bodies and local government bodies in the field of the land relations)

seizure of lands for the state needs of the subject of the Russian Federation (power of state bodies and local government bodies in the field of the land relations)

reservation of lands (power of state bodies and local government bodies in the field of the land relations)

transactions (except for a private international law):

              - rent relations;

              - allocation of the land plots for a construction, farming, gardening and truck farming;

              - privatization of the land plots;

              - inappropriate use of lands of agricultural appointment;

              - fixed (termless) use of the parcels of land;

              - gratuitous fixed-term use of the land plots;

             - privatization of objects of the state-owned and municipal-owned property;

             - provision of office premises for the government civil servants of the subject of the Russian Federation.

      Acceptance is performed without making an appointment.

State Budgetary Institution «Republican Property Treasury» carried out three inspections on effective use and safety of the state-owned property assigned on the right of operational management to the public institutions subordinated to the Ministry of Health of the Republic of Tatarstan and one check of use of the state-owned property transferred to Executive committee of the Vysokogorsky municipal district of the Republic of Tatarstan for implementation of powers to the state civil registration.

During inspections the following violations are revealed.

1. The land plot under the building of transformer substation on Orenburgsky Highway, 95 in Kazan is transferred to use of other organization.

2. Not used state-owned property:

- building of a garage with a total area of 86,6 sq.m;

- rooms of the technical floor with a total area of 300 quarter;

- the land plot with a total area of 110 sq.m. under the building of a garage on Ibragimov St. of Kazan;

- vehicle VAZ 21074.

Statements of inspection of public institutions are drawn up. The report of organization on elimination of violations will be brought to the attention of the Ministry of land and property of the Republic of Tatarstan within one month.

Among questions of expanded a meeting of the Council for an entrepreneurship at the President of the Republic of Tatarstan need of creation of an automated system of price zoning for the republic was sounded. On this subject the cochairman of Expert and consulting council of the Union of appraisers of the Republic of Tatarstan Dmitry Zakhmatov acted. He focused attention on importance of a question both for appraisers, and for consumers of appraisal services, first of all, of authorities as customers of appraisal. The president of the Republic of Tatarstan Rustam Minnikhanov gave the assignment to all interested structures to handle an issue. According to the Union of appraisers of the Republic of Tatarstan, the market monitoring of the real estate of the republic which is carried out by the organization shall become the first, least costly step, to the task set by the President of the Republic of Tatarstan.

In pursuance of article 378.2 of the Tax Code of the Russian Federation, article 1.1 of the law of the Republic of Tatarstan dated 28.11.2003 No. 49-ZRT "About the property tax of the organizations" the order of the Ministry of Land and Property of the Republic of Tatarstan dated 25.11.2016 No. 3066-r approved the list of real estate units concerning which the tax base is determined as cadastral cost, for 2017.

28.11.2016 the Law of the Republic of Tatarstan No. 92-ZRT "About modification of separate legal acts of the Republic of Tatarstan" is adopted.

The specified Law of the Republic of Tatarstan brings Laws of the Republic of Tatarstan of 26.12.2015 No. 108-ZRT "About redistribution of powers between local government bodies of residential, rural locations in the Republic of Tatarstan and public authorities of the Republic of Tatarstan according to the order of the land plots on which state-owned property isn't differentiated" and No. 109-ZRT "About investment of local government bodies of the municipal districts of the Republic of Tatarstan with the state powers of the Republic of Tatarstan according to the order of the land plots on which state-owned property isn't differentiated" into accord with the federal legislation.

In order to provide methodological assistance to municipalities in terms of management of municipal property and land plots Ministry of land and property of the Republic of Tatarstan concluded agreements with local governments.

The agreements provide for a wide range of cooperation, including the analysis of compliance with the legislation of the draft decisions on transactions with property and land plots.

As of 01.12.2016 the Ministry considered 2311 applications to 3700 transactions, have not revealed significant observations in 1442 transactions. In 2258 transactions notes are given, documents were sent back for revision.

Commission session on carrying out tender on inclusion in a personnel allowance on a position of the public civil service: the head of department of legal support of the land and property relations of legal department took place in the Ministry of Land and Property of the Republic of Tatarstan.

The order of the Ministry of Economic Development of the Russian Federation dated 17.11.2016 № 721 approved the Federal appraising standard "Determination of salvage value (the FAS № 12)", determining requirements to determination of salvage value and a condition of its application.

The federal appraising standard is applied, in particular, in cases of: holding the procedures applied in the case of bankruptcy; during executive production; in case of examination of programs of reorganization of the organizations; in property appraising cases for the purposes of pledge and so forth.

The order of the Ministry of Economic Development of the Russian Federation of 17.11.2016 № 722 approved the Federal appraising standard "Determination of investment cost (the FAS № 13)" which establishes requirements to determination of investment cost. In case of determination of investment cost the amount of money reflecting useful effect of use of an object of appraising for the particular person or a group of persons in case of the established investment purposes of use of an object of appraising is calculated.

The investment purposes are understood as the purposes of the particular person or a group of persons directed to achievement of a certain useful effect of use of an object of appraising and caused by properties of this object.

Since December 1, 2016 the cadastral engineers who aren't members of SRO won't be able to perform the professional activity.

Representatives of "Association of Cadastral Engineers of the Volga Region" self-regulatory organization: president Oleg Avvakumov, executive chief Vadim Savelyev and deputy executive chief Tatyana Seleznyova reported about it and other innovations at the press conference for journalists today.
