State Budgetary Institution Republican Property Treasury carried out three inspections on effective use and safety of the state-owned property assigned on the right of operational management to the public institutions subordinated to the Ministry of Health of the Republic of Tatarstan and one check of use of the state-owned property transferred to Executive committee of the Pestrechinsky municipal district of the Republic of Tatarstan for implementation of powers to the state civil registration.

During imspections the following violations are revealed:

1. The parcel of land with total area of 2564 sq.m. on Chuykov St. of Kazan is transferred to use of other organization.

2. Not used state-owned property:

- the land plot of 2564 sq.m. on Chuykov St. of Kazan;

- 2 vehicles VAZ 21074.

Statements of inspections of public institutions are drawn up. The report of organization on elimination of violations will be brought to the attention of the Ministry of land and property of the Republic of Tatarstan within one month.

On November 24, 2016 in the Ministry of Land and Property of the Republic of Tatarstan held the open biddings on value increase with an open form of submission of offers on the price on implementation of a state-owned property: the non-residential premises located at the address: Republic of Tatarstan, Kazan, Richard Sorge St., 121.

4 physical persons took part in the biddings. As a result of an auction starting price increased.

From implementation a money in the amount of 45 087,9 thousand rubles will arrive to the budget of the Republic of Tatarstan.

Within implementation of the Presidential decree of the Republic of Tatarstan No. UP-156 dated 22.03.2010 "About measures for development of the system of rendering legal aid and legal education of the population in the Republic of Tatarstan" and the Law of the Republic of Tatarstan No. 73-ZRT dated 02.11.2012 "About rendering free legal aid to citizens of the Republic of Tatarstan" the Tatarstan regional department of Association of lawyers of Russia continues work on rendering free legal aid to the citizens living in rural settlements of the republic.

On November 24, 2016 the specified exit group carried out acceptance of the population on rendering free legal aid in urban settlement Apastovo and Karatunsky rural settlement of the Apastovsky municipal district of the republic.

Questions with which residents of villages asked for a legal assistance the leading consultant of the Ministry of land and property of the Republic of Tatarstan Ramil Khabibulin concerned unauthorized construction, registration of the rights to the land plots, all-equity property, change of land area.

On all addresses of villagers specialists were given qualified consultations.

The chief of staff of Council of the Apastovsky municipal district Ilfir Garayev took part in work of information and consulting group.

The regular meeting of the Board of directors of PJSC «Tatneft» took place in Kazan under the chairmanship of the President of the Republic of Tatarstan Rustam Minnikhanov today.

The action took place in an assembly hall of the Government house of the Republic of Tatarstan.

During the meeting information on financial and economic activities in nine months 2016 is heard.

The total amount of oil extracted by the «Tatneft» company (without subsidiaries), constituted 20 million 851 thousand tons that there is 4,9 percent above than the level of corresponding period of last year. 328 new production wells and 422 delivery wells are put into operation. The amount of collection of associated petroleum gas made 700 million cubic meters that there is 4,8 percent above than the level of corresponding period of 2015.

For the purpose of further rendering the methodological help to municipalities of the republic 23.11.2016 in a conference room "Lazurniy Bereg" of HEC "Riviera" another training seminar for heads and specialists of chambers (managements, committee) of the property and land on a subject: "Land and property issues: legislation and practice of its application" took place.

The deputy minister of the land and property of the Republic of Tatarstan Rustem Shameev has opened a seminar. In the opening speech he noted relevance of this subject, emphasized that the seminar shall take place with the maximum return, and urged all participants to take the most active part in work of a seminar.

During the seminar topical issues of standard regulation of the land problems, questions of performance of the Federal law of 13.07.2015 No. 218-FZ "About the state registration of the real estate", and also about requirements of the legislation to valuation reports of municipal property were considered.

       The subject of a seminar was opened by lecturers:

Nigmatullina Elmira Faatovna – the associate professor of an environmental, labor right and civil process of law department of the Kazan (Volga) federal university, Candidate of Law Sciences, the Member of Scientific and advisory recommendation at the Federal arbitration tribunal of the Volga region district, the judge of Reference tribunal at the Chamber of Commerce and Industry of the Republic of Tatarstan;

Zaydullina Ada Evgenyevna - the head of department of registration of the rights of public formations of Management of Federal Registration Service in the Republic of Tatarstan;

Lisichkin Andrey Viktorovich - the President of Non-profit partnership "Union of Appraisers of the Republic of Tatarstan".

           more than 150 listeners – heads and specialists of Committees, Chambers and Managements of the property and land of municipalities of the Republic of Tatarstan, profile specialists of the Ministry of land and property of the Republic of Tatarstan, workers of a number of the state organizations accepted participation in work at the seminar.

The wide range of questions of the current legislation in the sphere of the land and property issues was considered. Lecturers answered numerous questions of listeners.

- the land plot of 6000 sq.m. (the photo is attached);

- 10 vehicles.

2. The right of fixed (termless) use to 1 land plot isn't registered.

On November "15", 2016 the open auction on value increase with an open form of submission of offers on the price on implementation of 6 trucking facilities assigned on the right of operational management to the organizations of the Republic of Tatarstan took place. At the auction 5 cars for the total amount of 870 600 rubles were realized.

In production of the Supreme Court of the Republic of Tatarstan there was an administrative case shown to the Cabinet of the Republic of Tatarstan about recognition invalid point 2.3 of the Regulations on an order of determination of the amount of the rent for the land plots which are in property of the Republic of Tatarstan and on which state-owned property isn't differentiated, approved by the Resolution of the Cabinet of the Republic of Tatarstan dated 09.02.1995 No. 74 "About the rent for the earth".

According to the administrative claimant, point 2.3 of the Provision wasn't responsible the principle of economic justification of rent fixing for the land plots.

Having listened to the applicant and his representative, the representative of the administrative defendant whose interests were represented by the employee of legal department of the Ministry of land and property of the Republic of Tatarstan, having studied the proofs which are available in case papers, having estimated standardly legal act on its compliance to the federal laws and other regulatory legal acts having a big legal force, the Supreme Court of the Republic of Tatarstan didn't find reasons for satisfaction of the administrative action for declaration.

 Within the Sports contest of government employees of the Republic of Tatarstan badminton competitions took place on November 19, 2016 in SC "Ak Bure".

       Among 30 teams of the ministries and departments of the republic active part in competitions was taken by the team of the Ministry of Land and Property of the Republic of Tatarstan in structure: head of department of effective use of state lands Galiyev Artur, head of department of the organization of interaction with local government bodies on the land issues Mubarakov Almaz, head of department of use of a state-owned property Almukova Inna and senior specialist Yabbarova Lilia.

On November 18, 2016 parliamentarians considered the bills "About Modification of Separate Legal Acts of the Republic of Tatarstan" in the State Council of the Republic of Tatarstan on committee meeting on ecology, environmental management, agro-industrial and food policy.

The project makes changes to Laws of the Republic of Tatarstan of December 26, 2015 No. 108-ZRT "About redistribution of powers between local government bodies of residential, rural settlements in the Republic of Tatarstan and public authorities of the Republic of Tatarstan according to the order of land parcels on which state-owned property isn't differentiated" and of December 26, 2015 No. 109-ZRT "About investment of local government bodies of the municipal districts of the Republic of Tatarstan with the state powers of the Republic of Tatarstan with the order of land plots on which state-owned property isn't differentiated" for the purpose of their reduction in compliance with the federal legislation.
