7.11.2016 in the Ministry of land and property of the Republic of Tatarstan under the chairmanship of the Minister o Azat Hamayev took place a meeting of the Interdepartmental commission on work with representatives of the state in governing and control bodies of economic societies and partnerships.

Members of the Interdepartmental commission, representatives of the Office of the President of the Republic of Tatarstan, the Office of Cabinet of the Republic of Tatarstan, the ministries, Associations of the entities and industrialists of the Republic of Tatarstan, JSC Svyazyinvestneftekhim participated in a meeting.

For the purpose of further rendering the methodological help to municipalities of the republic 23.11.2016 at 10:00 AM the Ministry of land and property of the Republic of Tatarstan holds another training seminar for heads and specialists of chambers (managements, committee) of the property and land relations on a subject: "Land and property relations: legislation and practice of its application".

During the seminar topical issues of standard regulation of the land relations, questions of performance of the Federal law of 13.07.2015 No. 218-FZ "About the state registration of the real estate", and also about requirements of the legislation to valuation reports of municipal property will be considered.

16.11.2016 employees of the Ministry of land and property of the Republic of Tatarstan participated in a webinar concerning placement of public data on activities of state bodies of the power in Internet network in the form of open data.

Open data are the information of public authorities published in open access in a machine-readable format and free from author's rights. In particular, it is the materials collected, stored and processed by a certain department within the powers except for personal data; the data which are a state secret and data, access to which is limited by the legislation. On the official websites materials are published in a type of registers, statistical information and other formats.

As of November 16, 2016 115 resolutions of Cabinet of the Republic of Tatarstan on the translation about 360 parcels of land of agricultural purpose with a total area of 800 hectares to the category suitable for a further construction, which have been made on the projects prepared by the Ministry of land and property of the Republic of Tatarstan, are accepted.

11.11.2016 under the chairmanship of the deputy minister Rustem Shameev commission session on observance of requirements to office behavior of the government civil servants of the Republic of Tatarstan in the Ministry of Land and Property of the Republic of Tatarstan and to settlement of conflicting interests took place. Yury Likhachev - the chief adviser of department of anti-corruption monitoring of Management of the President of the Republic of Tatarstan concerning anti-corruption policy took part in commission session.

At the meeting two questions are considered: about provision of a consent to replacement of a position at one of the entities of the Republics of Tatarstan by the former employee of the Ministry of land and property of the Republic of Tatarstan and about measures for closing of the bank account of one of again accepted staff of the ministry in bank in the territory of Ukraine. On both questions Commission made decisions according to the legislation.

On November 10, 2016 the open auction on value increase with an open form of submission of offers on the price on implementation of 17 vehicles assigned on the right of operational management to State Budgetary Institution Management of Material Support took place. At an auction 13 vehicles for total amount – 1 070 000 rubles were realized.

The transportation department of State budgetary institution "Management of Material Support" conducts work on transfer of the realized vehicles to winners of an auction.

The regular meeting of a project team of Council for an entrepreneurship at the President of the Republic of Tatarstan was devoted to development of the Automated information system "Price Zoning in the Republic of Tatarstan in case of a Real Estate Appraisal". The specified system, according to participants, shall include geographical distribution of a price range on real estate in the Republic of Tatarstan and can be used in the following purposes:

determination of market value in case of the conclusion of transactions on the order real estate;

cost determination of the state-owned and municipal property in case of the conclusion of transactions with this property;

planning of investments, etc.

Yesterday in Kazan on the platform of hotel trade entertainment complex «Korston» took place plenary meeting of a scientific and practical conference on topical issues of anti-corruption in subjects of the Russian Federation. The President of the Republic of Tatarstan Rustam Minnikhanov, the assistant of Management of the Russian President concerning anti-corruption Vitaly Belinsky, the assistant of the Russian President's Plenipotentiary in the Volga federal district Alexander Davydov, the vice-chairman of the State Council of the Republic of Tatarstan Yury Kamaltynov, the prosecutor of the Republic of Tatarstan Ildus Nafikov, heads of the republican ministries and departments, representatives of 56 various regions of the country participated in an action.

Before the meeting in one of halls of hotel trade entertainment complex «Korston» the exhibition with information stands on the work which is carried out in Tatarstan, regarding counteraction and prevention of corruption, studying of public opinion, anti-corruption education and so forth was organized.

"For us it is a great honor to receive such large-scale action devoted to questions of fight against corruption", - Rustam Minnikhanov told in the welcome speech. He noted that increase in efficiency of this work is very urgent today.

"Tatarstan positions itself as the territory of uncompromising struggle with corruption. Within special programs in the republic the package of measures, directed to the solution of this task is implemented. We attach special significance in this work to increase in transparency of public administration, reducing administrative barriers and simplification of procedures, involvement of inhabitants to public supervision and control of implementation of decisions of authorities, and also growth of legal literacy of the population", - Rustam Minnikhanov emphasized.

According to the President of the Republic of Tatarstan, the particular emphasis in the republic is placed on prevention of corruption in bodies of the state and municipal authority. As the effective tool in this work serves the information system " Tatarstan". It helps to reveal corruption risks and to prevent negative consequences of offenses. "Open Tatarstan" includes the portal of the state and municipal services which represents 240 services, including within the projects "Electronic Education", "Electronic Health Care", "Electronic Housing and Public Utilities".

"A positive example of work in these directions are virtual signing up in kindergartens, bodies of the registry office and on acceptance to doctors, increase in transparency on charge of payments in housing sector. In general, in 10 months of the current year in Tatarstan it is rendered to about 66 million electronic services", - Rustam Minnikhanov stated.

One more priority project - the state information system "National Control". As the President of the Republic of Tatarstan noted, its task - to give publicity to problems of Tatarstaners, and also to create the mechanism of assessment and feedback with the population concerning efficiency of public authorities. In 2016 more than 38 thousand notifications 27 thousand from which are already solved (71%) were published here. For the purpose of anti-corruption 17 categories in the most urgent directions are created in system.

Increase in legal literacy among the population and employees remains the most important element of prevention of corruption behavior, Rustam Minnikhanov considers. For this purpose in Tatarstan the program cycle is realized, the legislative rights of citizens aimed at an explanation is implemented, competition of journalistic works on fight against corruption annually will be organized, advanced training of employees is carried out, sociological monitoring of opinion of the population on a condition of corruption and efficiency of the taken measures is conducted, public reception of associations of lawyers is carried out.

"All of us understand that corruption exerts impact on relations between the power and society, state of the economy, competitiveness, political stability and public safety of the country", - Rustam Minnikhanov emphasized.

On November "01", 2016 the open auction on value increase with an open form of submission of offers on the price on implementation of 14 trucking facilities assigned on the right of operational management to State Budgetary Institution «Republican Property Treasury» took place. All vehicles were realized. Total amount of implementation – 654 220,00 rub.

In order to provide methodological assistance to municipalities in terms of management of municipal property and land plots Ministry of land and property of the Republic of Tatarstan concluded agreements with local governments.

The agreements provide for a wide range of cooperation, including the analysis of compliance with the legislation of the draft decisions on transactions with property and land plots.

As of 01.11.2016 the Ministry considered 2029 applications to 3384 transactions, have not revealed significant observations in 1326 transactions. In 2058 transactions notes are given, documents were sent back for revision.
