On August 28, 2020, the Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin again visited the Spassky municipal district of the Republic of Tatarstan. Here he met with the labor collective of the 132nd fire and rescue unit of the Ministry of Emergency Situations of the Republic of Tatarstan in the Spassky municipal district.

In his speech, the minister spoke about the achievements of the Republic of Tatarstan over the past 10 years, tasks for the near future, focused on the most important event of the current year - the upcoming elections of the President of the Republic of Tatarstan and his election program, which includes five key sections.

The Institute for Control over the Expenses of Civil Servants was put into effect on January 1, 2013 by the Federal Law of 03.12.2012 No. 230-ФЗ On Control over the Compliance of Expenses of Persons Holding Public Positions and Other Persons with Their Incomes.

In the event that a civil servant or members of his family (spouse, spouse, minor children) during the reporting year spend on the transaction (transactions) for the acquisition of real estate, vehicles, securities an amount exceeding the total income of this person and his family members for In the last three years preceding the reporting period, a decision has been made with regard to the civil servant to exercise control over expenditures.

The law establishes the procedure for exercising control over the expenses of civil servants, as well as the grounds for applying to the income of the state of property, in respect of which no information has been provided confirming its acquisition with legally received income.

Information on expenses and sources of funds received annually for each transaction is provided in relation to:

real estate objects (land plots, apartments, houses, etc.);

vehicles (car, motorcycle, boat, boat, plane, helicopter, etc.);

securities (participatory interest, shares in the authorized (share) capital of organizations);

in cases where the transaction was made during the calendar year preceding the year of submission of information on income, and the total amount of such transaction (transactions) exceeds the total family income for the last three years preceding the reporting period

The basis for making a decision on exercising control over expenses is sufficient information that a person, his / her spouse or minor children has made a transaction to acquire property in an amount exceeding income for the last three years.

This information in writing can be submitted by law enforcement agencies, other state bodies, local self-government bodies, employees of departments for the prevention of corruption offenses, officials of the Bank of Russia, the Pension Fund of the Russian Federation, Social insurance fund, Compulsory health insurance fund, governing bodies of political parties and all-Russian public associations, the Public Chamber, the media.

On August 26, 2020, a business meeting of the management of the Ministry with the Minister of Property and Land of the Primorsky Krai Irina Dmitrienko and Deputy Minister Elena Belozerskaya took place at the Ministry of Land and Property of the Republic of Tatarstan. During the exchange of views, the whole range of issues in the field of state and municipal property management was raised, including increasing the efficiency of using state and municipal property and land resources, issues of cadastral relations, increasing tax revenues from property and land, optimizing the management of organizations with state participation, interaction with municipalities, implementation of modern information systems in the field of accounting and management of state and municipal property. The meeting was held in an atmosphere of great mutual interest and was of a friendly and constructive nature.

On August 19, 2020, the Chairman of the Government of the Russian Federation M.V. Mishustin signed a decree of the Government of the Russian Federation No. 1260 On approval of the Rules for the approval of the inclusion in the boundaries of the territory subject to integrated development at the initiative of the owners of land plots and (or) the real estate objects located on them, land plots for the placement of communal, transport, and social infrastructures, which comes into force on August 29, 2020.

In accordance with the signed resolution, the boundaries of the territory subject to integrated development may include plots for the placement of communal, transport and social infrastructure facilities. Rules have been established for considering the relevant proposals of the owners of land and real estate in the specified territory.

We are talking about state and municipal sites that are not encumbered with the rights of third parties and are adjacent to one or more sites of the copyright holder.

An application with a proposal is submitted to a local government body authorized to conclude agreements on the integrated development of the territory. Attached is a draft agreement and documentation for the planning of the territory.

The authorized body, within 5 working days, sends materials for approval to federal, regional and municipal authorities, which own the relevant land plots, in the order of interdepartmental information interaction. The period for consideration of materials by the coordinating bodies is 20 working days.

On August 20, 2020, the period for accepting comments to the draft report No. 1-2020-PROM On the determination of the cadastral value of industrial and other special purpose lands of the Republic of Tatarstan as of January 1, 2020, provided for in clause 15 of Article 14 of the Federal Law of 03.07. 2016 No. 237-ФЗ On state cadastral appraisal, during which all interested parties could familiarize themselves with the interim reporting documents and provide comments to them.

As of the expiry date of the deadline for accepting comments to the draft report, 17 comments were received from stakeholders, 1 comment was taken into account, 16 comments were not taken into account. A reference containing information on all considered and unaccounted comments to intermediate reporting documents with the justification for their registration or refusal to register them is posted on the website of the Center of State cadastral appraisal in the section "Activities", subsection "Interim reporting documents".

The final stage of checking the report is receiving from the Federal Service for State Registration, Cadastre and Cartography (Rosreestr) a notification of the absence of violations of the requirements for the report, after which the authorized body of the subject (the Ministry of Land and Property of the Republic of Tatarstan) approves the results of determining the cadastral value contained in the report by accepting the corresponding act on the approval of the results of determining the cadastral value.

The approved results of the cadastral value of land plots of the category of industrial land and other special purposes will be applied for the purposes stipulated by the legislation of the Russian Federation, from January 1 of the year following the year of entry into force of the act on the approval of the results of determining the cadastral value.

For the period from August 24 to 26, 2020, the state budgetary institution Republican Property Treasury held 2 electronic auctions for the sale of movable property of the Treasury of the Republic of Tatarstan, which sold 8 vehicles for a total amount of 2,805 thousand rubles. with an initial price of 2,151 thousand rubles.

An electronic auction was also held for the sale of movable property of Tatmedia JSC, at which 2 vehicles were sold for a total amount of 1,485 thousand rubles. with an initial price of 1,243 thousand rubles.

The meeting of the Anti-Corruption Commission was held at the State Budgetary Institution Management of Material Support. The commission, headed by the head of the institution, Khabibullin Raviz Ravilevich, considered the issues of taking measures to identify and eliminate the causes and conditions that contribute to the emergence of a conflict of interest, and ensure compliance with the requirements for official conduct.

For the period from August 1 to 20, 2020, the State Budgetary Institution Republican Property Treasury carried out 9 inspections of the effective use and safety of state property, assigned on the basis of the right of operational management to state institutions subordinate to the Ministry of Labor, Employment and Social Protection of the Republic of Tatarstan and the Ministry of Forestry of the Republic Tatarstan.

Based on the results, acts of inspections of state institutions were drawn up. Reports of state institutions on elimination of violations will be brought to the attention of the Ministry of Land and Property of the Republic of Tatarstan within one month.

On August 26, 2020, under the chairmanship of Minister Fanil Agliullin, a board meeting On the results of the work of the Ministry of Land and Property of the Republic of Tatarstan and Chambers (Departments, Committee) of property and land relations of municipalities of the Republic of Tatarstan in the first half of 2020 was held.

At the meeting of the board, the issues of profitability from the management of state and municipal property, the organization of work on making payments for the use of land plots by legal entities, the development of territorial planning and interaction with local governments, interaction with the appraisal community in the management of state and municipal property, changes in legislation in the sphere of land and property affairs were discussed.

The following speakers spoke at the board meeting: First Deputy Minister Artur Galiev, Deputy Ministers Edik Diyarov, Rustem Shameev, Acting Deputy Minister Tagir Khusnutdinov, Executive Director of the Union of Appraisers of the Republic of Tatarstan NP Oleg Bulgakov, Head of the Legal Department of the Ministry Zulfat Galyautdinov.

It was noted at the board that the republican budget for 6 months of 2020 received 221.42 million rubles from the management of state and municipal property, which is 7.0 million rubles. more than the same period in 2019. The total amount of revenues of local budgets of the Republic of Tatarstan is 1,982.8 million rubles or 51.82 percent of the annual plan.

At present, work continues to ensure planned income from the use and sale of state and municipal property; active use of the electronic trading platform for the sale of property and the exercise of the right to lease real estate; improving interaction with municipalities of the Republic of Tatarstan.

Minister Fanil Agliullin presented a group of employees of the Ministry with commemorative signs 100 years of the formation of the Tatar ASSR for their significant contribution to the development and improvement of land and property relations in the Republic of Tatarstan.

 A number of other problems were discussed at the board meeting. An appropriate decision of the board was made on the issues discussed.

On August 25, 2020, in the meeting room of the Cabinet of Ministers of the Republic of Tatarstan, the meeting of the Board of Directors of TATNEFT PJSC named after V.D. Shashin. The meeting was chaired by the Chairman of the Board of Directors, President of the Republic of Tatarstan R.N. Minnikhanov.
