In accordance with the approved work plan, a regular meeting of the Public Council under the Ministry of Land and Property Relations of the Republic of Tatarstan was held. The meeting was held by the Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin.

 Chairman of the Public Council Farit Musin acquainted the participants with the agenda, informed about the composition of those present and the format of the meeting.

On the issue of monitoring the quality of the provision of public services by the ministry, the members of the Council heard from Daria Protsenko, head of the summary and analytical department. As a result of the presentation, a number of proposals were made. In particular, the Ministry was recommended to expand the formats for popularizing public services, to discuss this practice with the heads of municipal property management bodies. Members of the Public Council Nazgat Magrifatullin, Oleg Bulgakov and Farit Musin spoke in a lively discussion on the topic.

The anti-corruption activities of the Ministry of Land and Property of the Republic of Tatarstan for 5 months of 2022 were highlighted by Yevgenia Moskalenko, responsible for this area of work. Members of the Public Chamber, members of the Public Council Vladimir Kozonkov, Asiya Timiryasova, Artur Mustaev and others took part in the discussion of the issue, with specific proposals. Members of the Public Council asked questions to specialists and made a decision to approve, in general, the ongoing anti-corruption work in the Ministry.

 

The meeting via videoconferencing on the issue of entering into the Unified State Register of Real Estate information about the borders between the constituent entities of the Russian Federation was held. The meeting was organized by the Department of Cadastral Works and Land Management of the Federal Service for State Registration, Cadastre and Cartography.

From the side of the Republic of Tatarstan, the meeting was also attended by Assistant to the President Rustem Merzakreev, Deputy Ministers of Land and Property of the Republic of Tatarstan, representatives of the State Budgetary Institution "Spatial Data Fund of the Republic of Tatarstan" and the Office of Federal service of state registration, cadastre and cartography for the Republic of Tatarstan.

 

In 2021, an experiment was implemented in Russia to create a Unified Information Resource on land and real estate, including in three districts of the Republic of Tatarstan - Atninsky, Zelenodolsky and Pestrechinsky. The project was designed to unite disparate resources contained in the information systems of state and municipal authorities, to systematize and eliminate their duplication.

In general, as a result of the experiment, the number of objects without cadastral valuation decreased throughout the country, and the tax base increased by 2.7 billion rubles. per year, complaints from citizens have decreased and the number of litigation has decreased. Thus, the UIS was recognized as successful and continued, but in the format of the federal state information system National Spatial Data System. The operator of this system is the public company Roskadastr, which will unite 4 institutions: federal state budgetary institution Federal cadastral chamber of Federal service of state registration, cadastre and cartography, federal state budgetary institution Center of Geodesy, Cartography and Spatial Data Infrastructure, JSC Roskartografiya and Rostekhinventarizatsiya - Bureau of Technical Inventory.

Today, the team of the Ministry of Land and Property of the Republic of Tatarstan, headed by Minister Fanil Agliullin, took part in swimming competitions as part of the Spartakiad of civil servants of the Republic of Tatarstan. The competitions were held on the basis of the Burevestnik sports complex in the form of a 4x50 freestyle relay race. There were four swims in total.

The issues of reducing debt and tax arrears were considered at the next meeting via videoconference, organized by the Ministry of Finance of the Republic of Tatarstan. Representatives of the Ministry of Land and Property of the Republic of Tatarstan, the Office of the Federal Tax Service for the Republic of Tatarstan, the Office of the Federal Bailiff Service for the Republic of Tatarstan, chambers (departments, committees) of property and land relations of the Republic of Tatarstan took part in the work.

 

As of May 31, 2022, non-tax revenues from the use and sale of state property and land plots received by the budget of the Republic of Tatarstan amounted to 196.56 million rubles. The budget task before the republican budget of the Republic of Tatarstan as of May 31, 2022 was completed by 46.28%.

 

Work continues to clarify the boundaries of specially protected natural areas and hunting farms of the republic.

In order to discuss current issues and the work plan, the meeting with the State Committee of the Republic of Tatarstan on biological resources was held. In total, there are 29 specially protected natural areas in Tatarstan, 20 of which are under the control of the Fund. At the moment, the Committee has agreed on 18 specified boundaries, the materials on which will be submitted to the Cabinet of Ministers.
