On April 5, 2022, the Government of the Russian Federation issued Decree No. 590 “On Amendments to the General Requirements for Regulatory Legal Acts, Municipal Legal Acts Regulating the Provision of Subsidies, including Grants in the Form of Subsidies, to Legal Entities, Individual Entrepreneurs, and Individuals - producers of goods, works, services and on the specifics of the provision of these subsidies and subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation in 2022.
The act shortens the timeframe for the selection of subsidy recipients in 2022.
Separate provisions of the general requirements for regulatory legal acts, municipal legal acts regulating the provision of subsidies, including grants in the form of subsidies, to legal entities, individual entrepreneurs, as well as individuals - manufacturers of goods, works, services, approved by Decree of the Government of the Russian Federation of September 18. 2020 No. 1492 are brought into line with the provisions of the Budget Code of the Russian Federation.
The issues of reducing debt and tax arrears were considered at the next meeting via videoconference, organized by the Ministry of Finance of the Republic of Tatarstan. Representatives of the Ministry of Land and Property of the Republic of Tatarstan, the Office of the Federal Tax Service for the Republic of Tatarstan, the Office of the Federal Bailiff Service for the Republic of Tatarstan, chambers (departments, committees) of property and land relations of the Republic of Tatarstan took part in the work.
Prime Minister Mikhail Mishustin signed Decree of the Government of the Russian Federation of April 2, 2022 No. No. 575 "On the specifics of the preparation, coordination, approval, extension of the validity of documentation for the planning of the territory, urban planning plans for land plots, the issuance of permits for the construction of capital construction facilities, permits for commissioning."
According to it, the terms of valid building permits expiring before August 1, 2022 will be automatically extended by one year. Also, the period of validity of all urban planning plans for land plots will be extended for a year. This is the main document that is necessary to start the design and construction of any building.
Today ended a two-day internship of municipal employees in the Ministry of Land and Property of the Republic of Tatarstan. During the internship, lectures and practical exercises were held for the students, during which the following key issues were discussed: accounting of municipal property, interaction with the appraisal community and examination of reports on the appraisal of municipal property, management of municipal property and the transition to its implementation in electronic form, development of land relations in the municipality, improving the efficiency of management of municipal unitary enterprises and joint-stock companies with the participation of the municipality in the authorized capital, activities in the field of cadastral relations.
As a result, the students were handed documents of the established form on the passage of a short-term internship at the Higher School of State and Municipal Administration of Kazan (Volga Region) Federal University.

Dmitry Zakhmatov, co-chairman of the Expert Advisory Council of the noncommercial partnership "Union of Appraisers of the Republic of Tatarstan", Head of the Regional Community and Chairman of the Methodological Council of the self regulatory organization "Russian Society of Appraisers" made a presentation on the topic "Criteria for selection of an appraisal organization. Preparation of terms of reference for evaluation. Express Analysis and Elements of Examination of Assessment Reports”. The lecturer highlighted the current legislative, structural, technical and special requirements for appraisers and appraisal organizations, the basis for preparing the terms of reference for appraisal of typical objects of appraisal from the composition of municipal property, and discussed specific examples with the audience. Separately, the lecturer dwelled on the inspection of objects of appraisal, the determination of the value by appraisers and experts, market price ranges and their determination in various studies, including by the Union of Appraisers of the Republic of Tatarstan.
The next block was devoted to the elements of examination of assessment reports, specific examples from the composition of the municipal property of the Republic of Tatarstan were analyzed, the main claims to the valuation reports and the conclusions of forensic experts were highlighted, and the formulation of comments on the reports. The presentation materials were handed over to the participants of the internship.
Today, under the chairmanship of Minister Fanil Agliullin, the Ministry of Land and Property of the Republic of Tatarstan with the participation of Igor Privalov, Director of the Higher School of State and Municipal Administration of the Kazan (Volga Region) Federal University, opened a two-day internship for municipal employees under the program "Organization of management of municipal property and land resources at the disposal of municipalities of the Republic Tatarstan.

Today, the meeting via videoconferencing on the issue of entering information on the borders between the constituent entities of the Russian Federation into the Unified State Register of Real Estate was held.
