Today, Minister of Land and Property Fanil Agliullin held a regular weekly meeting via videoconference with municipal districts of the republic on a number of issues that hinder the completion of the execution of instructions of the President of the Republic of Tatarstan and the Government of the Republic of Tatarstan in the field of land and property relations.

Employees of the State Budgetary Institution Spatial Data Fund of the Republic of Tatarstan took part in the filming of promotional videos of the Department of Geography and Cartography of the Institute of Management, Economics and Finance of Kazan Federal University.

The videos were created in order to attract students to the department and talk about the relevance in the modern world of such master's programs as "Economic Geography and Spatial Development of Territories" and "Geoinformation and Space Technologies in Economics and Management"

The State Budgetary Institution Republican Property Treasury continues to sell movable, immovable and other property. In the first quarter of 2022, 10 electronic auctions were held for the sale of property assigned on the right of operational management to institutions of the Republic of Tatarstan. At this auction, 36 vehicles were sold for a total of 20,701,765 rubles.

Prime Minister Mikhail Mishustin signed Decree of the Government of the Russian Federation dated April 9, 2022 No. 629, according to which entrepreneurs establishing the production of import-substituting products will be able to lease state or municipal land plots in a simplified manner - without bidding. .

The new order will also affect gardeners, gardeners and citizens who have personal subsidiary plots. State or municipal land plots previously leased to them may be redeemed by citizens without holding an auction. The transaction will take place on the condition that the land supervision authorities have not revealed any violations in the treatment of land. This will greatly simplify the lives of citizens who had plots located on state or municipal lands.

Today Airat Usmanov, Director of the State Budgetary Institution Spatial Data Fund of the Republic of Tatarstan, and Vladimir Kandalintsev, Head of the Territorial Planning Department, arrived at the Ministry of Construction and Architecture of the Republic of Mordovia with a working visit.

The main topic for discussion was the cooperation of the republics in the framework of establishing the boundaries of settlements and preparing urban planning documentation. During the meeting, the participants collected information for further analysis of the current situation on the borders and territorial planning documents in Mordovia for the subsequent preparation of a detailed proposal.

According to Article 7 No. 58-ФЗ "On Amendments to Certain Legislative Acts of the Russian Federation", the following features are established:

1) the term for agreeing on the draft master plan of a settlement or making changes to an existing general plan with the authorized federal executive body, the highest executive body of state power of the constituent entity of the Russian Federation within whose boundaries the settlement or urban district is located, cannot exceed one month from the date of receipt in the specified organs;

2) the term for holding public discussions or public hearings on draft master plans, draft rules for land use and development, draft territory planning, land surveying projects, projects that provide for amendments to one of the specified approved documents, from the moment the residents of the municipality are notified of such public discussions or public hearings before the day of publication of the conclusion on the results of public discussions or public hearings may not exceed one month;

3) preparation of draft amendments to the master plan of a settlement or urban district, amendments to the land use and building regulations may be carried out simultaneously with the development of documentation for the planning of the territory. In this case, public discussions or public hearings on all such projects are carried out simultaneously;

4) in case of preparation of amendments to the land use and building regulations, public discussions or public hearings on draft documents on amendments to the land use and building regulations are held within the boundaries of the settlement in respect of which such changes are prepared, and in the case of preparation of amendments to the land use and building regulations in relation to the territory outside the boundaries of settlements - in the boundaries of the nearest settlement with the participation of the right holders of land plots that have a common border with such a settlement, and (or) capital construction objects located on them, as well as the right holders of premises that are part of these capital construction objects;

5) The Government of the Russian Federation establishes the cases and procedure for issuing permits for the construction of capital construction facilities that are not linear facilities on two or more land plots, permits for the commissioning of such facilities, as well as the issuance of urban planning plans for land plots necessary for these purposes.

Situation

The head of the structural subdivision of the state body exercising powers in the field of hunting and conservation of hunting resources (hereinafter referred to as the head, department, state body), applies to the same state body to obtain a permit for the extraction of hunting resources.

The functions of the department include, among other things, the provision of public services for issuing permits to individuals for the extraction of hunting resources. The provision of this public service by other departments of the state body is not provided.

The notice of the possibility of a conflict of interest was sent by the head in a timely manner.

In the course of consideration of the notification by the commission, it was established that the decision by the chief to issue himself a permit for the extraction of hunting resources affects the possibility of receiving benefits (advantages), which forms his personal interest.

This personal interest may affect the objectivity and impartiality of the performance of their official duties, which, in accordance with Article 10 of Federal Law No. 273-ФЗ, indicates a conflict of interest.

The working group on establishing the border of the Republic of Tatarstan held a regular weekly meeting, which was attended by Deputy Minister Maxim Rogozhkin. Representatives of the State Budgetary Institution Spatial Data Fund of the Republic of Tatarstan, the Ministry of Forestry of the Republic of Tatarstan, the Cadastral Chamber and the Office of Federal service of state registration, cadastre and cartography in the Republic also took part in the discussion of the issue via video link.

The Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin, with the participation of municipal districts, held a regular meeting on issues in the field of land and property relations via videoconferencing.

The meeting addressed problematic issues related to registration of land plots for cemeteries, inventory of hydraulic structures, development of master plans and rules for land use and development of rural settlements of municipal districts of the Republic of Tatarstan, entering the boundaries of settlements and territorial zones into the Unifies state register of real estate, and the progress of work on entering information into the Unified information resource, including information about protected zones of main pipelines.
