On June 26, 2021, the traditional plow holiday - Sabantuy, which has been celebrated here since 1993, was celebrated in the village of Srednyaya Yeluzan, in Gorodishchensky districton a grand scale.

As part of the delegation from the Republic of Tatarstan, the Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin and the head of the Sarmanovsky municipal district - Farit Khusnullin took part in the festive events.

Fanil Anvarovich read out the greeting of the President of the Republic of Tatarstan R.N. Minnikhanov to the participants and guests of the Sabantui-2021 holiday, and also from the bottom of his heart thanked the residents for the warm welcome, wished everyone a good mood, positive emotions, peace and health.

The guests of honor of the event were Acting Head of the Region Oleg Melnichenko, Deputy Minister of Labor and Social Protection of the Russian Federation Olga Batalina.

Sabantuy is a holiday of labor, in which beautiful customs of the people, their songs, dances, and ceremonies merge. The name of the holiday comes from the Turkic words: saban - plow and tui - holiday. Previously, Sabantuy was celebrated in honor of the beginning of spring field work - at the end of April, now - in honor of their end - in June.

During the holiday, one could treat themselves to traditional dishes of Tatar cuisine, admire national costumes and watch horse races.

At the end of the official part, a festive concert was organized with the participation of amateur art groups from Tatarstan.

In addition, the guests of the festive event were able to appreciate the variety of dishes of the national cuisine, visit creative and craft exhibitions, watch the national struggle "Tatarcha kurush", horse races and races, test their strength in competitions in kettlebell lifting, tug-of-war and vote for "Miss Sabantuy -2021 «.

Deputy Minister of Land and Property of the Republic of Tatarstan Rustem Shameev took part in a weekly videoconferencing meeting held by the Ministry of Finance of the Republic of Tatarstan, with the participation of representatives of the Office of the Federal Tax Service for the Republic of Tatarstan, the Office of the Federal Service of Bailiffs in the Republic of Tatarstan, chambers (department, committee ) property and land relations of the Republic of Tatarstan.

The meeting addressed the following issues: on the reduction of tax arrears and arrears within the framework of the work carried out in accordance with the protocol of the joint board of the Ministry of Finance of the Republic of Tatarstan, the Office of the Federal Tax Service in the Republic Tatarstan, the Office of the Federal Treasury for the Republic of Tatarstan dated April 1, 2021 № PR-3, on measures to reduce rental arrears for property and land plots, on the consideration of certain regions in which a decrease in receipts from special tax regimes for the 1st quarter of 2021 relative to the same period of 2019, 2020 can be offset by the existing arrears (excluding bankrupts) as of March 1 2021.

During the meeting, reports on the work carried out to reduce debt in the Yelabuzhsky and Alkeevsky municipal districts of the Republic of Tatarstan were heard.

Today, the Ministry of Land and Property of the Republic of Tatarstan hosted an event to prevent the new coronavirus infection COVID-19. The Deputy Head of the Department of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare in the Republic of Tatarstan Lyubov Avdonina told the employees of the Ministry about the origin of the new coronavirus infection COVID-19, compliance with measures to prevent the spread. The Deputy Head o the Office of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare in the Republic of Tatarstan in the Republic of Tatarstan also informed the employees about the current sanitary and epidemiological situation in the republic, about the measures aimed at preventing the spread of COVID-19. As Lyubov Avdonina noted, today one of the most effective means of protection against infectious diseases is vaccination. She spoke about the types and compositions of vaccines, the procedure for conducting vaccinations and answered many questions from employees.

On June 25, 2021, the regular meeting of the commission under the Minister of Land and Property of the Republic of Tatarstan on combating corruption was held with the participation of Oleg Bulgakov, a representative of the Public Council under the Ministry of Land Property of the Republic of Tatarstan, executive director of the non-profit partnership "Union of Appraisers of the Republic of Tatarstan".

The meeting was chaired by Fanil Agliullin, Minister of Land and Property Relations of the Republic of Tatarstan.

The commission considered the following topical issues:

1. On the implementation of the program of the Ministry for the implementation of the anti-corruption policy of the Republic of Tatarstan for 2015 - 2023 for the 1st half of 2021.

2. On the measures taken to prevent corruption in the subordinate organizations of the Ministry for the 1st half of 2021.

3. On the results of the implementation of administrative regulations for the provision of public services to legal entities for the 1st half of 2021.

4. On the state of work on the anti-corruption expertise of regulatory legal acts and draft regulatory legal acts for the 1st half of 2021.

5. Conducting a balance commission of the Ministry of Land and Property of the Republic of Tatarstan to review the financial and economic activities of state unitary enterprises of the Republic of Tatarstan.

6. On the results of the provision of information on income, expenses, property and property obligations of persons filling the positions of the state civil service of the Republic of Tatarstan in the Ministry, the replacement of which is associated with corruption risks and members of their families.

7. Consideration of an analytical review on the state of anti-corruption work carried out in the Republic of Tatarstan at the end of the 1st quarter of 2021 and a summary report on the state of corruption and the implementation of anti-corruption policy measures in the Republic of Tatarstan in 2020.

A two-day internship for municipal employees at the Ministry of Land and Property of the Republic of Tatarstan has ended today.

Closing the internship, the Minister of Land and Property of the Republic of Tatarstan, Fanil Agliullin noted that the training program was very rich and touched upon all topical issues of the Chambers' activities. Its main advantage is the ability to communicate directly with colleagues from the ministry, discuss the entire range of problems and tasks facing the leaders. The Ministry will definitely continue the practice of methodological support of municipalities, including the organization of training seminars and round tables.

As a result of the internship, Fanil Agliullin handed the students the documents of the established form on the passage of a short-term internship at the Higher School of State and Municipal Administration of Kazan Federal University and wished them further success.

Today, on June 24, 2021, under the chairmanship of the Deputy Minister of Land and Property of the Republic of Tatarstan Edik Diyarov, the videoconference meeting on the issue of considering the financial and economic activities of municipal unitary enterprises of the Republic of Tatarstan following the results of the 1st quarter of 2021 was held.

At the end of the 1st quarter of 2021, 136 municipal unitary enterprises were registered in the republic, of which 98 are operating, there are no activities in 12 municipal unitary enterprises, 20 are in the liquidation procedure and 6 enterprises are in the bankruptcy procedure.

Edik Diyarov noted that according to the analysis, the number of unprofitable enterprises at the end of the 1st quarter of 2021 amounted to 58 municipal unitary enterprises, and 24 municipal unitary enterprises were credited. The most unprofitable are municipal unitary enterprises in Kazan, Naberezhnye Chelny, Almetyevsky, Bavlinsky, Verkhneuslonsky, Aktanyshsky and Nurlatsky municipal districts. Municipalities with the largest number of credited municipal unitary enterprises are in Naberezhnye Chelny, Aktanyshsky, Almetyevsky, Verkhneuslonsky, Mendeleevsky and Kamsko-Ustinsky municipal districts.

The meeting reviewed the activities of the most unprofitable and credited municipal unitary enterprises with risks of loss of municipal property. Representatives of municipalities and heads of the municipal unitary enterprises under consideration provided explanations about the reasons for the losses of enterprises and the measures taken to improve their financial performance.

During his speech, the Deputy Minister also noted the need to implement the Action Plan of the Republic of Tatarstan for the period until January 1, 2025 to reform the state unitary enterprises and municipal unitary enterprises, approved by the Resolution of the Cabinet of Ministers of the Republic of Tatarstan No. 966 dated October 27, 2020.

Today, at the Ministry of Land and Property of the Republic of Tatarstan  Minister Fanil Agliullin opened a two-day internship for municipal employees under the program "Organization of property and land resources management, leasing of property and land plots, etc." The opening was also attended by Igor Privalov, Director of the Higher School of State and Municipal Administration of the Kazan Federal University.

The internship is attended by the chairman of the Chamber of Property and Land management of the Alekseevsky Municipal District of the Republic of Tatarstan Ruslan Yazinin, acting Chairman of the Chamber of Property and Land management of the Kamsko-Ustinsky Municipal District of the Republic of Tatarstan Irina Vyaznikova; Chairman of the Chamber of Property and Land management of the Tyulyachinsky Municipal District of the Republic of Tatarstan Roman Trofimov; and Deputy Chairman of the Chamber of Property and Land management of the Tetyushsky Municipal District of the Republic of Tatarstan Irina Veriyalova.

The internship program includes issues of organizing interaction between the Ministry and municipal entities, as well as the most pressing and problematic issues that arise in the course of practical activities.

Inspections of the safety of residential premises of the specialized housing stock of citizens of the Republic of Tatarstan who received housing under the Republican program "Provision of housing for orphans and children left without parental care" in 2016 are completed.

Within six months, together with the authorities responsible for post-boarding support, 311 residential premises in 28 municipalities were examined. The largest number of apartments was inspected in Kazan - 68, Nizhnekamsk - 36, in the cities of Elabuga and Bugulma - 30 each, Zelenodolsk - 25.

The next residential inspections are scheduled for 2022 for tenants who received housing under the Republican program in 2017.

Federal Law No. 183-ФЗ of June 11, 2021 "On Amendments to Articles 7 and 18 of the Law of the Russian Federation" On the Privatization of the Housing Stock in the Russian Federation "excludes from the Law on the Privatization of the Housing Stock in the Russian Federation an indication of the type of municipal formation - a settlement whose bodies authorized to conclude a privatization agreement.

These powers will be exercised by a local government body of any type of municipal formation, on the territory of which the residential premises are located, subject to transfer to citizens by way of privatization.
