As of June 30, 2021, non-tax revenues from the use and sale of state property and land plots received by the budget of the Republic of Tatarstan amounted to 267.99 million rubles. The budget target for the republican budget of the Republic of Tatarstan as of June 30, 2021 was fulfilled by 68.07%.

The Ministry of Land and Property of the Republic of Tatarstan announced an auction for the right to conclude lease agreements for property owned by the Republic of Tatarstan, free from the rights of third parties and intended to be provided on the right of ownership and (or) use on a long-term basis and on preferential terms to small and medium-sized entrepreneurship (hereinafter referred to as SMEs) and organizations that form the infrastructure for supporting SMEs ”.

The term of the lease agreement is 6 years

The rent is:

- in the first year of the lease - 0 percent;

- in the second year of the lease - 0 percent;

- in the third year of the lease - 25 percent;

- in the fourth year of the lease - 50 percent;

- in the fifth year of the lease - 75 percent;

- in the sixth and subsequent years of lease - 100 percent of the amount of the lease payment established based on the results of the assessment of the market value of the property lease.

The institution determines the cadastral value in accordance with the requirements of the Federal Law of July 3, 2016 No. 237-ФЗ On State Cadastral Appraisal (hereinafter referred to as the Law) and Methodological Instructions on State Cadastral Appraisal, approved by order of the Ministry of Economic Development of Russia dated May 12, 2017 No. 226 (hereinafter referred to as Methodical Instructions).

Today, Deputy Minister of Land and Property of the Republic of Tatarstan Rustem Shameev took part in a weekly videoconference meeting held by the Ministry of Finance of the Republic of Tatarstan, with the participation of representatives of the Office of the Federal Tax Service for the Republic of Tatarstan, the Office of the Federal Service of Bailiffs for the Republic of Tatarstan, chambers (departments, committee) property and land relations of the Republic of Tatarstan.

On July 1, 2021 Deputy Minister of Land and Property of the Republic of Tatarstan Rustem Shameev took part in a videoconference meeting on the consideration of the results of the Republic of Tatarstan in the National Rating of the Investment Climate for 2020 (hereinafter - the National Rating), held by the Ministry of Economy of the Republic of Tatarstan with the participation of representatives of ministries, departments and the Agency for Strategic Initiatives.

Today, the Cabinet of Ministers of the Republic of Tatarstan hosted a meeting of the interdepartmental working group to coordinate the activities necessary for the implementation of the experiment on the creation of a Single information resource on land and real estate, chaired by the First Deputy Prime Minister of the Republic of Tatarstan, the chairman of the operational headquarters for the experiment to create the Single information resource on land and real estate in the Republic of Tatarstan Rustam Nigmatullin.

Federal Law No. 280-ФЗ of July 29, 2017, known as the Forest Amnesty Law, makes it possible to exclude conflicting information in the Unified State Register of Real Estate and in the State Forest Register on land plots and capital construction projects according to a simplified procedure. That is, all plots and capital construction objects provided before January 1, 2016 can be legalized and the right of ownership to them registered.

Today the regular meeting of the Public Council under the Ministry of Land and Property of the Republic of Tatarstan was held with the participation of Deputy Minister Edik Diyarov.

On July 1, 2021, the regular meeting of the Board of NP «Union of Appraisers of the Republic of Tatarstan» was held, within which information on the implementation of decisions of the Board in areas of interaction with financial organizations (development of digital transformation of appraisal, modeling and forecasting of residential and commercial real estate markets, development of a price zoning system , training on the basis of specialized universities and the bank's site, interaction with authorities and government organizations, examination of the appraisal of problem and complex assets) and following the results of the qualification exam in appraisal activities was heard. The information of the executive directorate on a working meeting with the leadership of the Kazan branch of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation and the State Council under the President of the Russian Federation was also heard.

Employees of the Ministry of Land and Property  of the Republic of Tatarstan took part in a webinar on the topic: "Entering the information about the rightholders of previously registered real estate and registration of rights to garages and land plots within the framework of the" garage amnesty” into United state register of real estate.
