Today in the Ministry of land and property of the Republic of Tatarstan has taken place the regular meeting in the videoconference mode with representatives of municipalities of the Republic of Tatarstan on consideration of financial and economic activity of municipal unitary enterprises following the results of 1 quarter of 2017. At the meeting the main indicators of activity of the most unprofitable and municipal unitary enterprises loaded with debts, having risks of bankruptcy and loss of the municipal property assigned to them have been considered.

In 2016 the president of the Republic of Tatarstan R.N.Minnikhanov has given an assignment to organize the work on creation of the Center of culture of the Tatar people in Moscow.

According to the schedule of quarterly meetings with public organizations concerning anti-corruption for implementation of explanatory and educational work 14.06.2017 the member of Public council of the Ministry, the executive director of NP Union of Appraisers of the Republic of Tatarstan Oleg Bulgakov is invited to the Ministry of Land and Property of the Republic of Tatarstan.

Oleg Bulgakov's performance is devoted to measures for counteraction of unfair competition and corruptogenic factors in the sphere of appraisal.

Oleg Bulgakov has noted importance of selection of the appraisal organizations. As a rule, in municipal districts and at the state customers selection of the appraisal organizations is made by an electronic auction on depreciation of the contract that leads to decline in quality of appraisal services. It isn't considered their reputation, level and professionalism of appraisers, qualification of the appraisal organizations within the selection, the organizations which don't have appropriate experience and practice of an appraisal become performers of services in a property appraisal, that significantly reduces profitability of municipal property quite often. Emergence of corruption risks is possible here too. It is necessary to consider also costs of the municipal budget for appraisal, possible compensation of legal and other costs and damage from a low-quality appraisal. 

16.05.2017 the decision of Expert and consulting council of NP Union of Appraisers of the Republic of Tatarstan has approved and published on the website оценщики-рт.рф. – «methodical recommendations about holding open competitions for the selection of organizations for rendering services in appraisal of cost of property». Recommendations can be used by the state and municipal customers by preparation of the auction.

08.06.2017, under the chairmanship of the deputy minister of the land and property of the Republic of Tatarstan Farit Musin the meeting of the balance commission of the Ministry of land and property of the Republic of Tatarstan on consideration of financial and economic activity of the state unitary enterprises of the Republic of Tatarstan following the results of the first quarter of 2017 has taken place.

Financial and economic activity of 4 enterprises: SUE NPO «Geotsentr RT», SUE "Centre of informational technologies of the Republic of Tatarstan", SUE «National trademark» and SUE «Teploenergoseti» is considered at a meeting. It is noted that following the results of activity for the first quarter 2017 all specified enterprises have received losses, and two enterprises have worsened the indicators of financial and economic activity in comparison with similar the period of last year.

  08.06.2017 under the chairmanship of the deputy minister Rustem Shameev the meeting in the videoconference mode with municipalities of the Republic of Tatarstan on reduction of debts on rent for property and the land plots has taken place.

The first deputy chairman of Land and property Committee of the city of Kazan, heads of chambers and managements of the property and land of cities of Naberezhnye Chelny, Agryzsky, Aktanyshsky, Verkhneuslonsky, Leninogorsky, Mendeleevsky, Nizhnekamsky, Tetyushsky, Chistopolsky municipal districts have participated in the meeting.

The executive director of NP Union of Appraisers of the Republic of Tatarstan Oleg Bulgakov as a part of the approved commission has taken part in competitive selection of applications - social initiatives for further training in the educational program "Social business". The program is directed to preparation and completion of own projects, including the presentation of business plans to potential investors. The program is prepared by the resource center of support of SO NCO - the Center of innovations in the social sphere (CISS) with assistance of Fund of business of the Republic of Tatarstan together with the Kazan federal university.

    20 the most socially important are selected from 42 submitted projects. Among them – projects of mass preschool football competitions, express training in oratory at once in three languages – Russian, Tatar and English, creation of system of repair of orthopedic accessories to physically disabled people, a social taxi and a rieltering, a youth day nursery and many other things. Within the Accelerator of social business – innovative development of CISS – the full cycle of support and maintenance and innovative developments in the sphere of social business will be realized.

, the Center of innovations and the Union of appraisers of the Republic of Tatarstan develop schemes of public-private partnership on the base of the best projects connected with a property component and other forms of support according to the opportunities given by the legislation. Discussion of a question is planned in July of the current year.

The regular meeting of Board of Union of appraisers of the Republic of Tatarstan has been opened by the presentation of electronic service for creation of the card of price zoning of the republic. The developer is Sergey Kuptsov have noted that ignoring of individual signs of real estate objects, lack of the effective staticized information sources can be one of the reasons of falling of size of cadastral cost as a result of contest. As the possible decision "robot appraiser" - the tool for decision-making assuming automatic collection of information, its processing, instant calculation of cost, the analysis and map development of price zoning has been offered.

Work on creation on a competitive basis of such service is conducted in common of the Ministry of land and property of the Republic of Tatarstan and Partnership at the request of the President of the Republic of Tatarstan given at the enlarged meeting of Council for business in December of last year. A number of offers and ready design decisions, including, developed by members of the Union of appraisers of the Republic of Tatarstan has been considered. The monitoring of the prices of real estate objects, the land plots and rental rates which is annually carried out by the Union of appraisers of the Republic of Tatarstan became the first step to formation of system of price zoning and it’s compound link in the Republic of Tatarstan. Finally, the system of price zoning will give improvement of quality of the forecast of tax revenues from real estate objects, improvement of quality of appraisal services, decrease in quantity of contest of size of cadastral cost, creation of base for objective judgments in such disputes.

The board has heard information of the expert-developer Irina Ignashina about the organization of competitions in selection of the apraisal organizations. The decision on study of a question at seminars and "round tables" in interaction with the state and municipal customers is made. In the same place it is supposed to adapt the developed Standard task for appraisal (developers - Tanzilya Udod, Rezida Betretdinova).

Board members have unanimously taken admission to membership of Partnership of LLC «D & L Otsenka». Information of executive directorate on offers of the new organization for a contribution to development of Partnership, its methodical and practical base, has been also heard. It has been underlined that before the termination preferential (without entrance fee) reception period in August of this year, it is necessary to bring conditions of membership in the Union of appraisers of the Republic of Tatarstan to all interested persons, including, through mass media.

After distribution of the first edition of the Collection of monitoring of the prices of real estate objects, the land plots and rental rates a significant amount of addresses from authorities and the organizations of municipal districts of the republic about his adjustment and updating has arrived to the Union of appraisers of the Republic of Tatarstan, the Ministry of land and property of the Republic of Tatarstan. The decision on updating of the collection in the 2nd half-year of 2017 is made.

In order to provide methodological assistance to municipalities in terms of management of municipal property and land plots Ministry of land and property of the Republic of Tatarstan concluded agreements with local governments.

The agreements provide for a wide range of cooperation, including the analysis of compliance with the legislation of the draft decisions on transactions with property and land plots.

As of 01.06.2017 the Ministry considered 985 applications to 1180 transactions, have not revealed significant observations in 452 transactions. In 728 transactions notes are given, documents were sent back for revision.

Swimming competitions within the Sports contest of public servants of the Republic of Tatarstan have taken place on 03.06.2017 in sport center "Burevestnik".

The team of the Ministry of land and property of the Republic of Tatarstan in competitions was submitted by Oleg Maslenkov (regime secret service), Vladlen Morozov (department of the cadastral relations), Ravil Hasanshin (department of legal support of the cadastral relations) Almaz Mubarakov (department of the organization of interaction with local governments on the land questions), and Ilya Pakhmutov (department of informatization).

Competitions took place in a relay form 4х50 meters freestyle.

According to specialists of department of economy of the ministry in 5 months of 2017 the non-tax income from use and realization of the state property and the land plots which has come to the budget of the Republic of Tatarstan have made 148,66 million rubles.
