Resolution of the Cabinet of the Republic of Tatarstan from 31.05.2016 № 364 approved the procedure of monitoring of compliance with mandatory requirements, established by the Housing Code of the Russian Federation to the conclusion and execution of contracts of premises employment by the organizations, authorized to act as the landlord under a lease of premises, owned by the Republic of Tatarstan"

The resolution was adopted in accordance with paragraph 7 of Article 3 of the Law of the Republic of Tatarstan from 16.3.2015 № 13-ZRT "About realization of rights of citizens to provide premises to them under the contracts of employment of premises of the housing stock for social use" and regulates the control of the landlord of premises owned by the Republic of Tatarstan, in terms of its compliance with the mandatory requirements, established by the housing Code of the Russian Federation to the conclusion and execution of contracts of premises employment.

In accordance with the Procedure, control is carried out by the Ministry of land and property of the Republic of Tatarstan in the course of inspections, receiving the information from the landlords in terms of legislation, including information about the number of applications received from citizens about the provision of premises under contracts of employment of premises of the housing stock for social use, about concluded employment contracts, about the state registration of restrictions (encumbrances) of property rights on premises, arising out of the contracts of employment.

 

09.06.2016 in the auditorium of the Ministry of Land and Property of the Republic of Tatarstan was held a training seminar "Appraisal of land value." The seminar was attended by representatives of state bodies, first of all, the Chambers of Land and Property of the cities and regions of the republic, appraisers, lawyers, managers of appraising and expert organizations, which are interested in improving the quality of preparation of appraising reports.

  The event was organized by the Ministry of Land and Property of the Republic of Tatarstan, RD RSA "Society of Appraisers of Tatarstan" and noncommercial partnership " Union of Appraisers of the Republic of Tatarstan".

The seminar was opened by the Deputy Minister Farit Musin, who reported on the invitation of leading experts and the continuation of this work in the current year. Situation with the examination of appraising reports for sale and for rent of land plots was reflected in the performance of the Head of the appraisal department of the Ministry - Larisa Shvetsova. The member of the Disciplinary Committee of the RSA, a member of the Union of appraisers of the Republic of Tatarstan Tanzilya Udod has told about the main methodological aspects of appraising of the market value of land. Irina Ignashina, who also represents the Union of appraisers of the Republic of Tatarstan and forensic experts, highlighted the urgent issues of appraisal the market value of rental rates and the value of the right to lease the land.

A working meeting with representatives of the appraisal community and government agencies of EEU countries as part of the I-st International Forum of Appraisers "Problematic issues in the formation of a single market of services in the framework of the Eurasian Economic Union," organized by the Russian Society of Appraisers and its subsidiary "The Society of Appraisers of Tatarstan" in Kazan with the support of NP "Union of Appraisers of the Republic of Tatarstan", held in the Ministry of land and property of the Republic of Tatarstan.

    During the meeting, Deputy Minister Farit Musin (Member of the Board of Union of Appraisers of the Republic of Tatarstan and the RSA Council), head of appraisal department of the Ministry Larisa Shvetsova told about the experience of cooperation between the state and business in property management issues. Head of Accounting monitoring and information exchange Department Ildar Rakhmatullin presented the main directions of the ministry's activities, focused on large-scale investment, logistics and innovative projects - Innopolis, SEZ "Alabuga", Sviyazhsk multimodal logistics center, high-speed rail "Moscow-Kazan", etc.

 

June 8, 2016 fire safety exercises held in the Ministry of Land and Property, during which personnel actions in case of fire were worked out.

As part of the teachings it was found the suspended heat source in the building (in the lobby of the 3rd floor) and the measures to the evacuation of people out of the building and extinguish the fire were taken.

Today the architectural project of the construction of residential complex "Swallowtail Valley" was presented to the President of the Republic of Tatarstan Rustam Minnikhanov.

The presentation was held in the meetings hall of the House of Government of the Republic of Tatarstan.

The company that represent the project has a successful experience in construction of buildings. Three major projects are being implemented currently in the the territory of republic and one project - in the suburbs.

"Swallowtail Valley" is a large-scale project of modern buildings in the territory of Laishevskiy municipal district (Maliye Kabany village). Total area of land plot - 180 hectares belongs to the management company "Ak Bars Capital".

 

04.06.2016 in Menzelinsky municipal district took place the Tatar national holiday Sabantuy. The national ceremony was attended by the Minister of Land and Property of the Republic of Tatarstan Azat Hamaev.

Today 06.06.2016, at the next operational meeting held by minister of land and property of the Republic of Tatarstan Azat Hamayev were sounded results of receipts in the budget of the Republic of Tatarstan of the non-tax income for 5 months of 2016.

According to information of specialists of department of economy of the ministry, for 5 months of 2016 293 million 840 thousand rubles of the non-tax income came to the budget of the Republic of Tatarstan from use and realization of the state property and land plots. Thus, for the February of the current year the budgetary task is performed for 102,41%.

06.02.2016 at the Ministry of Land and Property of the Republic of Tatarstan under the chairmanship of Deputy Minister Farit Musin held a meeting of the commission on conducting the competition for the vacant position of State civil service - Senior Specialist of 1-st category of the department of discharge, implementation of the state property and investment property management projects.

4 applicants have been participated in the contest for the vacant position. As a result of case studies and interviews with contestants the winner became Muhamethanova Ilzira Irekovna.

02.06.2016 held a meeting of the Certification Commission of the Ministry of Land and Property of the Republic of Tatarstan on certification of civil servants in order to assign the relevant class ranks on the basis of evaluation of professional performance.

      8 public servants were certified.

       According to the general opinion of the members of the certification commission all civil servants are well aware of regulations and official regulations, they answered the questions in a professional and convincing.

As a result of the unanimous vote of all the certification commission professional level of all employees is fully consistent with positions that they occupy.

In order to provide methodological assistance to municipalities in terms of management of municipal property and land plots Ministry of land and property of the Republic of Tatarstan conclude agreements with local governments.

The agreements provide for a wide range of cooperation, including the analysis of compliance with the legislation of the draft decisions on transactions with property and land plots.

As of 01.06.2016 the Ministry considered 966 applications to 1818 transactions, have not revealed significant observations in 705 transactions. In 1113 transactions notes are given, documents were sent back for revision.
