       On 01.01.2016 come into force the laws the Republic of Tatarstan from 26.12.2015 №108-ZRT "On the redistribution of powers between the local authorities of urban and rural settlements in the Republic of Tatarstan and the public authorities of the Republic of Tatarstan to manage land plots whose state ownership is not delimited "and from 26.12.2015 №109-ZRT" On Granting local authorities of municipal districts of the Republic of Tatarstan with some state powers of Tatarstan to manage land plots whose state ownership is not delimited.

       State budgetary institution “Republican Property Treasury “ on 24th of December, 2015 carried out the open auction on increase of cost with an open form of submission of offers on the price on realization of 2 vehicles of establishments of the Republic of Tatarstan.

1 vehicle for total price of 38 500,00 rubles was realized.

Due to the deteriorating weather conditions, at the address:, Kazan, set. Konstantinovka, Yasenevaya Street, 60, the person in charge of the transport department SBI "Management of material support" was given instructions to drivers on the theme "Road safety in bad weather conditions," to prepare drivers to additional difficulties accompanying the management and operation of the vehicle. At the request of the Ministry of Land and Property of the Republic of Tatarstan, experts of the Union of Appraisers of Tatarstan held a peer-reviewed and accepted a professional opinion on a number of reports on the market value of real estate (including land), which is municipal property in Bavlinsky and Aksubayevsky Districts.

Experts Andrey Lisichkin Dmitry Zahmatov, Damir Timershin, Alsou Gilyazova, Marat Suleymanov, which are the members of the management and control bodies of basic SRO’s of Russia, the working bodies of the Council on the evaluation of activities of the Ministry of Economic Development of Russia, conducted a preliminary analysis and review reports and heard the views of the staff of appraisal department of the Ministry of land and property of the Republic of Tatarstan and appraisers. The ministry, and experts pointed out in many areas of the republic repeatedly poor-quality level of performance appraisal works, paid from local budgets, the lack of primary control by the authorities of municipalities over the reliability of the results presented, compliance with market counterparts and valuation standards. As a result - the market value of the property on the documents submitted understated from 6.5 to 28 times. And if for objects in Aksubaevsky municipal district, appraisers, and the head of CLP of Aksubaevsky municipal district taken a constructive approach in the dialogue with experts, officers of the appraisal department of the Ministry of land and property of the Republic of Tatarstan built a scheme for further cooperation to enhance the quality of evaluation, so about the appraisal organization of the Bavlinsky municipal district adopted a recommendation in the form of professional opinion handling customer self-regulatory organization and Rosreestr, taking into account the repeated unfulfillment by appraiser of substandard work and lack of response to the comments. Under current legislation, three disciplinary penalties of SRO automatically imply a ban to engage in valuation activity.

Members of the Expert Advisory Board and employees of the Ministry of land and property of the Republic of Tatarstan noted as a positive factor the objective consideration of controversial issues involved and clarify by the head of the Chamber of Land and Property of Aksubayevsky District Svetlana Krainova and recommended that in future, involve the consideration of representatives of municipalities.

24.12.2015 in video mode held a meeting of the Commission on the consideration of the issues about: transfer to municipal ownership of real estate owned by the Republic of Tatarstan, and taking ownership of the municipal real estate property to the ownership of the Republic of Tatarstan. The comission considered together with representatives of Chambers of property and land relations 4 offers from municipalities of the Republic of Tatarstan on the transfer of immovable property to the municipal ownership. 

      Following the meeting, the commission all proposals were agreed.

At the final meeting in the past year the Board of NPO "Union of Appraisers of the Republic of Tatarstan" was considered a number of questions that determine the important areas for further work of the Partnership. Board members heard presentations of Andrey Lisichkin, Neeliya Muhamethanova, Alina Minnahmetova on the activities in the organs of the Council on the appraisal activities under the Ministry of Economic Development of the Russian Federation - the highest body of methodological appraisers. Recommended minimum rates for appraisal work for 2016 are approved and will be published on the website ocenshiki-rt.rf. Explanations on the possibility of their use in tendering procedures for improving the quality of assessment and, consequently, the efficiency of use of state property previously directed to heads of municipalities of the Republic of Tatarstan.

21.12.2015 at  the Ministry of land and property of the Republic of Tatarstan under the chairmanship of the Deputy Minister Rustem Merzakreev held a session of the commission for certification of cadastral engineers, which re-examined the issue of annulment of qualification certificates of three cadastral engineers who have violated the requirements of the legislation. Two of three engineers came to the session, the third one was absent for a good reason. They were given the opportunity to provide evidence of compliance with legal requirements or reasonable excuse its non-performance.

       Following the session, the Commission decided to cancel the 2 qualification certificate cadastral engineers, review of materials of the third  cadastral engineer postponed, due to the good cause.

Ministry of Land and Property of the Republic of Tatarstan announced an open auction to raise the cost of a public submission of price offers for the implementation of the premises, purpose: nonresidential, with the total area of 269.1 square meters, 2nd floor, the numbers on the floor plan 1-4, 6 -28, cadastral number 16: 50: 010211: 66, which is located at the address: Republic of Tatarstan, Kazan, Bauman str., 60.

       On 16th of December, 2015 open auction on increase of cost with an open form of submission of offers on the price on realization of 19 vehicles of establishments of the Republic of Tatarstan is carried out.

       By results of the auction 3 cars for the total amount of 300 000,00 rub are realized.

Pursuant to the order of the Ministry of Land and Property of the Republic of Tatarstan of November 27, 2015 №620-pr the staff of SBI "Management of material support" has been briefed on the actions and priority measures in the event of a terrorist threat. Explained the consequences of breaches of security at the facilities and the organization of the territories, as well as focus on the increased vigilance of staff to suspicious objects or persons, obligatory notification of protection, management and responsible officers of the company upon the occurrence of an emergency.
