       According to the resolution of the Cabinet of the Republic of Tatarstan (dated to 15.02.2013 No. 105)  the resolution of the Cabinet of the Republic of Tatarstan (dated to 03.10.2012 No. 827) "On vendition of the ground areas in property of the Republic of Tatarstan or the state ownership which is not differentiated into ground areas as well as  constructions and structures that are not disposed to owners". The resolution specifies cases of acquisition in property by owners of buildings, structures, constructions  on the right of rent of the ground areas at the price equal to 2,5% of cadastral cost of the ground area. Moreover, the triple size of the rate of the land tax for unit of area of the ground area outside borders of settlements is entered.

       Effective 20.02.2013, according to the accepted statements from citizens with large family on obtaining ground areas it is decided to include 20 025 of applicants in lists, including in Kazan – 3 911, and in Naberezhnye Chelny. – 2 330 of applicants.

       It was reported by specialists from Management of land resources of Ministry that total amount of ground areas registered in cadastre in the Republic of Tatarstan including Kazan and Naberezhnye Chelny is 22 168. In Kazan 1 962 of ground areas and in Naberezhnye Chelny 2306 of ground areas were registered in cadastre.

       Yesterday, 18.02.2013, the resulting revenue figures of budget of the Republic of Tatarstan from non-tax income within the first month of the present year were announced on the regular briefing session with Azat Khamayev, Minister of Land and Property Relations RT.

       According to specialists from Management of econimics, privatization and corporate management of Ministry within above mentioned period 60,34 mln. rubles of non-tax income came into budget of the Republic of Tatarstan from usage and realization of government property and ground areas. Thus within the first month of the present year the budget task is accomplished to 9 %.

       On February 8, 2013 under the chairmanship of the deputy of the State Council of the Republic of Tatarstan, the vice-chairman of the State Council Committee of the Republic of Tatarstan on ecology, natural resource management and agrarian issues, Ilsur Minnurovich Safiullin, the first in the current year meeting of Public Council including representatives of Civic Chamber of RT and the public took place in Ministry of Land and Property Relations of RT.

       Today under the chairmanship of the First Deputy Minister Sergey Demidov the business meeting of experts from Ministry of Land and Property Relations of RT with heads of the Malaysian company XYBASE and representatives of Investment Development Agency RT took place in Ministry of Land and Property Relations of RT.

       The presentation of the main directions of Ministry of Land and Property Relations working activities was made during the meeting. Issues that captured major attention were: questions concerning corporate and land legislation, experience of economic societies creation, process of providing ground areas for business and also a number of questions connected with state ownership management.

       Today with participation of representatives of objects of Universiade 2013 in Ministry of Land and Property relations of the Republic of Tatarstan the meeting on consideration of questions concerning sports objects devolving for usage on non-repayable basis took place.

       Yesterday regular qualification exams were held to certify cadaster engineers in Management of Rosreestr (Federal Service for State Registration) of the Republic of Tatarstan.

       17 out of 18 allowed applicants came to take qualification exam. 9 applicants passed exams and are going to be granted with qualification Certificate of cadaster engineer.

       Today under the chairmanship of Minister Azat Khamaev the business meeting with Minister of management of the state property of the Volgograd region Leontyeva Marina Viktorovna took place in Ministry of Land and Property relations of RT. Leading executives of Ministry of Land and Property relations of RT participated in the meeting and introduced the guest to Ministry work and answered her questions of interest.

       On December 31, 2012 a number of new standards of the town-planning legislation came into force.

       Clause 4 of the Art. 9 of Town-planning codes of the Russian Federation establishes that public authorities, local governments are not allowed to make decisions (except for the cases provided by federal laws) about reservation of lands, about withdrawal, including by repayment, the ground areas for the state or municipal needs, about transfer of lands from one category into another, about granting of ground areas in state or municipal ownership in order to locate objects of federal value, objects of regional value, objects of local value if location of such objects is not provided by documents of territorial planning of the Russian Federation, documents of territorial planning of the subject of the Russian Federation, documents of territorial planning of municipalities, and about transfer of lands from one category into another for the purposes not connected with location of objects of federal value, objects of regional value, objects of local value of municipal areas in case of the absence of the general plan of the city district or the settlement (the scheme of territorial planning of the municipal area in case of transfer of the lands located in unincorporated areas from one category into another).

       Today meetings concerning preparation and coordination of acts of the necessary ground areas selection for gas pipelines took place under the chairmanship of First Deputy Minister of Land and Property relations of RT Sergey Demidov with participation of representatives from “Gazprom transgaz Kazan” Ltd, local governments of Zelenodolsky, Verkhneuslonsky, Tukayevsky, Mendeleevsky and Yelabuga municipal areas.
