A meeting of the Board of Directors of PJSC TATNEFT named after V. D. Shashin chaired by R. N. Minnikhanov, President of the Republic of Tatarstan, was held in Kazan on January 27, 2021.

The meeting reviewed the results of the budget implementation for 2020 and approved the budget for February 2021.

As part of the Company's achievement of the Sustainable Development Goals, the Board of Directors reviewed the activities implemented in accordance with UN SDG, Goal 7: “Ensuring the universal access to affordable, reliable, sustainable, and modern energy sources for everybody“ as related to the challenges of combating climate change, responsible consumption, and production.

The Company has been implementing a targeted program to improve the energy efficiency and energy conservation since 2010, which is one of the essential business planning aspects of the TATNEFT Group. The annual reduction rate of consuming the fuel and energy resources is more than 1% or 40.7 thousand tonnes of conventional fuel. The Board of Directors approved the program expansion aimed at doubling the current rate of the energy efficiency improvement, including projects aimed at reducing the specific energy consumption of crude oil production through changing the displacement agent.

The Company's strategy takes into account the role of renewable energy sources and their importance for a cleaner, low-carbon energy future. The Board of Directors approved projects of constructing wind power plants, small hydropower development, advance heat recovery, primarily for HVO facilities of SVN aimed at significantly increasing the share of renewable energy in the energy production of the TATNEFT Group. 

 

On January 26, 2021, the head of the State Budgetary Institution Center of state cadastral appraisal Lena Khamzina took part in a briefing on the issues of registration of the rights of owners to real estate, which was held in the Cabinet of Ministers of the Republic of Tatarstan under the chairmanship of the Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin.

In her speech, the head of the budgetary institution summed up the brief results of the work of the State Budgetary Institution Center of state cadastral appraisal for 2017-2020, explained certain legislative innovations in the field of cadastral valuation that had recently come into force, and also shared the plans and tasks set for the institution for the current year.

Special attention in the speech was paid to the problems of carrying out works on cadastral valuation and their connection with the issues of registration of the rights of owners of real estate objects.

 

The meeting, on conducting an experiment to create a federal state information system "A single information resource on land and real estate."was held under the chairmanship of the Deputy Chairman of the Government of the Russian Federation A.L. Overchuk at the Ministry of Land and Property of the Republic of Tatarstan in the mode of video communication

For the development of land and property affairs ], increasing the reliability and completeness of data on land and real estate, it is planned to create a single resource on land and real estate as part of the experiment.

This year the experiment is being carried out in four regions: Krasnodar and Perm Territories, Irkutsk Region and the Republic of Tatarstan.

The choice of regions is not accidental. As noted by the head of Rosreestr Oleg Aleksandrovich Skufinsky, in the Krasnodar Territory there is a large specificity of agricultural purposes, the Irkutsk Region is saturated with forest lands, in the Perm Territory there are a lot of industrial lands, and in Tatarstan there are objects of all these types in abundance.

In the republic, the experiment will be carried out on the territory of three municipal districts: Atninsky, which is famous for farmland, Zelenodolsky, in which many industrial facilities are concentrated, and Pestrechinsky, in which many housing projects are being implemented.

This program will help increase the transparency and efficiency of land management, involve unused objects in economic circulation, and provide citizens and organizations with complete information about real estate objects.

Today, at a briefing at the Cabinet of Ministers of the Republic of Tatarstan, Minister of Land and Property Fanil Agliullin spoke about the progress of inventory of real estate and land plots in the republic.

At present, taking into account the experience gained in the pilot Vysokogorsky and Verkhneuslonsky municipal districts of the republic, work on the inventory of objects is being carried out throughout the republic (2019-2021).

The inventory consists of two parts - office and field.

Within the framework of the office part, in each district, land plots and capital construction objects with incomplete characteristics in the Unified State Register of Real Estate were identified. Over eight hundred and fifty thousand of such real estate objects have been identified.

The field part consists in organizing by the local authorities of a direct bypass of these real estate objects in order to collect additional information about the objects. In each municipal entity of the Republic of Tatarstan, persons responsible for the inventory are appointed. To date, more than seven hundred and sixty thousand objects have been surveyed, which is 90% of the total number to be visited.

Last week, the state budgetary institution "Republican Property Treasury" held an electronic auction for the sale of movable property of institutions of the Republic of Tatarstan.  As a result of the auction, 3 cars were sold for a total amount of 1,405,000.00 rubles, with an initial price of 902,600.00 rubles.

 A meeting of the anti-corruption commission was held at the State Budgetary Institution "Management of Material Support".

 During the meeting, an action plan for preventing and combating corruption for 2021 was approved.

 The Commission also identified a person responsible for the prevention of corruption and other violations in the institution.

In Tatarstan, work on the inventory of real estate objects for which there are no registered rights is underway. On how this work was carried out in 2020, the Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin briefly reported today at a meeting at the Government House of the Republic of Tatarstan.

President of Tatarstan Rustam Minnikhanov held a videoconference meeting with all municipal regions. The meeting was attended by Prime Minister of the Republic of Tatarstan Alexey Pesoshin.

The meeting of the Committee for Education and Professional Development of NP "Union of Appraisers of the Republic of Tatarstan" took place by videoconference.

The Chairman of the Committee Tanzilya Udod, Head of the regional branch of the self-regulatory organization "Russian Society of Appraisers» Dmitry Zakhmatov, representatives of educational organizations spoke on the topics and organization of seminars on topical issues of valuation activities.

The proposals of a member of the Union - Bureau of Technical Inventory of the Republic of Tatarstan JSC - on the discussion of issues of appraisal of property complexes for the purpose of mortgage, appraisal of real estate for the purpose of seizure were supported.

Today Minister Fanil Agliullin and the head of the Kaibitsky municipal district of the Republic of Tatarstan Albert Rakhmatullin took part in a gathering of citizens of the Khozesanovskoye rural settlement. This event was attended by workers of the agricultural firm "Kubnya", teachers of schools, kindergartens, workers of cultural centers and entrepreneurs of the Khozesanovsky rural settlement, which includes 4 villages. Deputy head Ramis Khayaliev, district prosecutor Almaz Suleimanov and heads of social services also took part in the meetings with the population.

 

Currently, the Ministry continues work on registration of land plots under cemeteries.

According to the updated data, in the Republic of Tatarstan as of January 20, 2021, there are 3,686 cemeteries located on 4,244 land plots. Of these, 94 are owned by legal entities and individuals, including share lands, on the territory of 27 districts, of which 32 plots in 12 districts are owned by legal entities, which prevents their registration.
