Decree of the Government of the Russian Federation of December 31, 2020 No. 2429 "On conducting an experiment in 2021 to create a single information resource on land and real estate" provides for the creation of a single information resource on land and real estate aimed at solving, among other things, the following tasks:

 

At the first, in 2021, meeting of the Board of the non-profit partnership "Union of Appraisers of the Republic of Tatarstan", the Work Plan for 2021 was approved. It reflects both traditional and new areas - digitalization of appraisal, certification and quality appraisal of the profile activities of organizations working with the state and municipal property, training of employees of organizations of the Union.

 According to the applications of the member organizations of the Union, which changed, in accordance with the legislation, the status of "individual entrepreneur" to "private appraiser", changes were made to the Register of the Union members. The Executive Directorate was instructed to inform the customers of the appraisal and examination, primarily the authorities, the need for preliminary verification of the performers of the appraisal for compliance with the organizational and legal form, mandatory requirements, the availability of qualification certificates of appraisers in specific areas of appraisal.

The members of the Management Board heard and took note of the information about the possibility of holding a qualifying exam in assessment activities in Kazan, Novosibirsk, St. Petersburg in 2021 (given a favorable epidemiological situation).

The Board established the size of the admission and membership fee in 2021, approved the date of the annual general meeting of the Union members - March 18, 2021.

An expanded meeting of the board of the Ministry of Land and Property of the Republic of Tatarstan took place today.

First Deputy Prime Minister of the Republic of Tatarstan Rustam Nigmatullin took part in the meeting.

The main topic is the results of the work of the Ministry of Land and Property of the Republic of Tatarstan in 2020 and tasks for 2021.

The meeting participants were shown a video about the activities of the department.

The main report was delivered by the Minister of Land and Property Relations of the Republic of Tatarstan Fanil Agliullin.

In the reporting year, the activities of the Ministry were aimed at increasing the efficiency of the use of state property, its profitability, ensuring participation in the implementation of socio-economic programs of the Republic of Tatarstan, increasing tax revenues to the budgetary system of the Republic of Tatarstan, developing territorial planning, interaction with municipalities of the Republic of Tatarstan including on the effective use of municipal property, prevention of violations of the law and corruption in the land and property sphere.

The consolidated budget revenues from the use of state and municipal property at the end of 2020 amounted to more than 5,603 million rubles, including receipts from the management of state property - 1,200.7 million rubles, municipal property - 4,402.6 million rubles. In the structure of income from state property management, renewable incomes prevail - their share is 51%, including dividends - 25% and lease of land and property - 19%.

Fanil Agliullin, Minister of Land and Property of the Republic of Tatarstan, spoke about the work carried out in 2020 on registering the borders of the Republic of Tatarstan, settlements and territorial zones at a meeting in the Government House of the Republic of Tatarstan.

The meeting was held via videoconference with all municipalities by the President of the Republic of Tatarstan Rustam Minnikhanov. The meeting was attended by the Prime Minister of Tatarstan Alexey Pesoshin.

In accordance with the Land and Urban Development Codes, the boundaries of settlements are established by master plans of municipalities, and information about the boundaries of settlements from January 2018 is a mandatory annex to master plans.

At the beginning of this year, the Unified State Register of Real Estate contained information about the boundaries of 605 (19%) settlements out of 3119. Today, their number has increased to 834 (27%). In the context of general plans, it looks like this.

The borders of all settlements, which are part of 214 out of 930 municipalities, have been cadastralized. Various performers are working on master plans for 302 settlements, the implementation of which will ensure the cadastral registration of the borders of more than 1,000 settlements. At the moment, it is necessary to develop master plans for 397 municipalities and, accordingly, put more than 1200 settlements on the cadastral register.

At the end of the current year, information on the boundaries of territorial zones of 5 municipalities was entered into the Unified State Register of Real Estate, although more than 100 rules have been approved since the beginning of 2018. Various performers are working on the rules for land use and development of 135 municipalities. At the moment, it is necessary to develop rules for land use and development of 773 municipalities.

At the moment, 9 developers are participating in the development of the Rules.

As Fanil Agliullin noted, one of the main reasons for delaying measures to enter information about the borders in the Unified State Register of Real Estate is the lack of mandatory requirements for the formation of relevant materials in contracts and technical specifications for the development of urban planning documentation.

The head of the Ministry of Land Property of the Republic of Tatarstan drew special attention to the need to control the quality of the materials being developed and to timely send information about the borders to the Cadastral Chamber. And he recalled that in accordance with the current legislation, documents are sent to the cadastral registration authority within five working days from the date of approval of master plans and rules for land use and development.

In his speech, the minister also spoke about the work on the inventory of territorial planning documents in cooperation with local authorities. He noted that the main focus is on finding potential investors interested in developing master plans and rules for land use and development.

 

As of December 24, 2020, according to the accepted applications from large families for obtaining land plots, decisions were made to include 60 502 applicants in the lists, including 14 889 in Kazan, in the city of Naberezhniye Chelny - 7,753 applicants.

    

On December 22, 2020, the President of the Russian Federation Vladimir Putin signed the Federal Law "On Amendments to Certain Legislative Acts of the Russian Federation."

This law clarifies the provisions on the procedure for financing the implementation of complex cadastral works, customers and performers of such works. The possibility of performing complex cadastral works at the expense of individuals and (or) legal entities interested in their implementation is established.
