On June 08, 2020, Federal Law No. 166-ФЗ “On Amending Certain Legislative Acts of the Russian Federation” was adopted with a view to taking urgent measures aimed at ensuring sustainable economic development and preventing the consequences of the spread of a new coronavirus infection ”(hereinafter - the Federal Law).
Acting, Deputy Minister of Land and Property of the Republic of Tatarstan Tagir Khusnutdinov held a meeting of the working subgroup on establishing the border of the Republic of Tatarstan via video conferencing.
During the meeting of the working subgroup, the deputy head of the Office of the Federal Service for State Registration, Cadastre and Cartography of the Republic of Tatarstan Artem Kostin shared with colleagues the experience of related subjects of the Russian Federation with the Republic of Tatarstan in the matter of considering registry errors in establishing the boundaries of the constituent entities of the Russian Federation.
The Ministry of Economic Development of Russia has formed a register of socially oriented non-profit organizations, which will be provided with additional support measures. The register was compiled on behalf of the President of the Russian Federation based on the results of the meeting with participants in the All-Russian rally “We Together” on April 30, 2020 and a meeting on the sanitary-epidemiological situation in Russia on May 11, 2020.
The register includes socially oriented non-profit organizations, which from January 1, 2017 were:
recipients of grants and grants in the framework of programs implemented by federal executive bodies, implemented by executive bodies of the constituent entities of the Russian Federation, local authorities;
recipients of grants of the President of the Russian Federation;
social service providers;
performers of socially useful services.
The data in the register were submitted by the executive authorities of the regional and federal levels, local authorities, the Ministry of Justice of Russia and the Presidential Grants Fund. The non-profit partnership "Union of Appraisers of the Republic of Tatarstan" was a multiple winner of socially oriented grant competitions, members of the Union are active in social and charitable activities. Organizations included in the registry will receive the following types of support:
the provision of subsidized soft loans at 2% issued by socially oriented non-profit organizations to pay part of their salaries to their employees with the option of writing off a loan if more than 90% of employment is retained for the reporting period (Decree of the Government of the Russian Federation of May 16, 2020 No. 696);
extension of the terms of payment of insurance premiums to state extra-budgetary funds, taxes (including taxes stipulated by special tax regimes) and advance tax payments by six months, excluding VAT (Decree of the Government of the Russian Federation No. 685 of May 15, 2020);
exemption from payment of taxes, advance payments of taxes, fees on corporate profit tax - in terms of monthly advance payments payable in the second quarter of 2020 (draft federal law No. 953580-7 “On amendments to certain legislative acts of the Russian Federation with a view to taking urgent measures aimed at ensuring sustainable economic development and preventing the consequences of the spread of a new coronavirus infection ”);
As of May 31, 2020, non-tax revenues from the use and sale of state property and land plots received by the budget of the Republic of Tatarstan amounted to 177.07 million rubles. The budget assignment to the republican budget of the Republic of Tatarstan as of May 31, 2020 was fulfilled by 35.60%.
A notification on receipt of a gift in connection with protocol events, business trips and other official events in which participation is connected with the performance of official duties is presented at the place of service no later than 3 business days from the day the gift is received.
According to established practice, a notification in duplicate is submitted to the department for the prevention of corruption and other offenses of a state body.
The notice shall be accompanied by cash, sales receipts, documents on payment (purchase), confirming the value of the gift, documents according to which the cost is less than three thousand rubles or equal to the specified amount. In this case, the gift itself in this situation may not be presented and not give up.
The procedure for giving and receiving a gift is made out by signing the gift delivery and acceptance certificate, and the gift must be delivered no later than 5 working days from the date of registration of the notification of its receipt.
Gifts and related documents are stored in a room, which ensures their safety. Prior to giving a gift to a financially responsible person, the official who received the gift is responsible for its loss or damage.
If there are documents confirming the value of the gift, carrying out procedures to determine the current estimated value of the gift is not required.
The basis for the start of the procedure for determining the current estimated value of a gift is a notification of receipt of a gift, the value of which is unknown and delivery of a gift according to the certificate of receipt and transfer of the gift.
Today, within the framework of the All-Russian Donor Week, employees of the Ministry of Land Property of the Republic of Tatarstan, headed by Minister Fanil Agliullin, took part in the action # Stay Donor. This action is timed to coincide with World Blood Donor Day, which is celebrated annually on June 14.
Federal Law of June 8, 2020 No. 180-ФЗ “On Amending Article 93 of the Federal Law“ On the Contract System in the Sphere of Procurement of Goods, Work, Services for State and Municipal Needs” amended in connection with the transformation of individual unitary enterprises into joint-stock companies 100 percent of the shares of which belong to the Russian Federation, while retaining the exclusive powers vested in these companies, it is possible to conclude a contract, the subject of which is work or services, the performance or provision of which can be carried out only by such joint-stock companies, also without using competitive methods for identifying suppliers (contractors, performers).
Federal Law of May 25, 2020 No. 162-ФЗ “On Amending the Federal Law“ On Citizens' Gardening and Horticulture for Their Own Needs and on Amending Certain Legislative Acts of the Russian Federation ”and Article 42 of the Federal Law“ On State Registration of Real Estate ”are regulated individual issues regarding the management of horticultural and vegetable garden nonprofit partnerships.
Yesterday, July 4, 2020, the meeting of the commission on holding a competition for filling the vacant position of senior civil servant of the 1st category of the department of legal support of cadastral relations was held at the Ministry of Land and Property of the Republic of Tatarstan under the chairmanship of Deputy Minister Eduard Diyarov.
3 applicants took part in the competition. As a result of the practical tasks carried out by the contestants and interviews with the members of the competitive commission, the winner of the competition was Natalia Krasnova.
Also, before the attestation commission, 9 state civil servants passed the qualification exam for compliance with the occupied positions of the state civil service and 3 state civil servants in order to assign them a class rank based on an assessment of their professional performance.
In accordance with the order of the Ministry of Land and Property of the Republic of Tatarstan dated July 15, 2019 No. 2202-p, the state cadastral assessment of industrial lands and other special purposes is carried out in the Republic of Tatarstan. Currently, work on processing the list of real estate subject to state cadastral assessment has been completed.
