In June 2020, the state budgetary institution “Republican Property Treasury” held 2 auctions for the sale of property fixed by the right of operational management, which sold: 1 vehicle HYUNDAI SOLARIS 1.4 GI AT and equipment MATSUURA MAM72-25V40 for a total of 3 898 500  rubles at an initial cost of 3,877,000 rubles.

The competitiveness of the Republic of Tatarstan largely depends on the development and strengthening of the role of 3 large agglomerations: Kazan, Kama and Almetyevsk (Volga-Kama metropolis) in the republic.  The development of the Kazan agglomeration was discussed on June 19, 2020 during a meeting in the videoconferencing mode, which was held by the acting  Deputy Minister of Land and Property Tagir Khusnutdinov.

Today, on June 19, 2020 at 15.30 a practical training on the procedure for evacuating employees in the event of a fire in an office building was held at the Ministry of Land and Property of the Republic of Tatarstan.

 As part of the training, a fire center was found on the third floor of the building and measures were taken to evacuate people in the building.

 After the warning was given, the employees of the Ministry of Land and Property of the Republic of Tatarstan organizedly left the building.

 The evacuation took 4.5 minutes, which indicates the organization and good preparation of the team.  During tactical exercises, all employees followed the rules and safety measures during the evacuation of multi-story buildings.

 The collection of evacuated employees took place as part of the structural units behind the barrier, at a safe distance from the building, in compliance with the social distance (1.5 m).

 During the exercises in the building, warning systems, alarms and emergency preparedness of the personnel were checked.

This was discussed during a meeting in the videoconferencing mode, which was chaired by acting  Deputy Minister of Land and Property of the Republic of Tatarstan Tagir Khusnutdinov.

 The State Budgetary Institution “Spatial Data Fund of the Republic of Tatarstan” is working on the creation of uniform standards, instructions for developing master plans and land use and development rules for municipalities of the Republic of Tatarstan, and bringing to a uniform procedure for the development and approval of such documents.  During the meeting, representatives of the Fund, the Ministry of Land Property of the Republic of Tatarstan and the Federal State Budget Institution Federal cadastre chabmer of the Federal service of state registration, cadastre and cartography discussed the requirements made by the specialists of the Federal State Budget Institution Federal cadastre chabmer of the Federal service of state registration, cadastre and cartography to territorial zones before entering the united state register of real estate.

 The participants spoke about the assumption of the creation of territorial zones with the same list of types of permitted use of land, but differing in other requirements of the urban planning regulations;  if the territorial zone is represented not by one but by a plurality of contours, is it necessary to form one single description of the location of borders for the entire multi-circuit zone, or is it possible to form descriptions of borders on separate contours or groups of contours of the territorial zone;  on the existence of requirements for the names of territorial zones in descriptions of the location of borders.  The representative of the Federal State Budget Institution Federal cadastre chabmer of the Federal service of state registration, cadastre and cartography in the Republic of Tatarstan assured that the information on the boundaries of the territorial zones to be entered into the united state register of real estate must comply with the approved documents of the land use and development rules, in which case there should be no refusal to register the territorial zones of settlements.

Federal Law No. 63-ФЗ dated April 15, 2019 amended the Tax Code of the Russian Federation regarding the administration of payments for land and transport taxes paid by legal entities.  According to these changes, from January 1, 2021, the obligation to submit annual tax returns on land tax for 2020 and subsequent periods was canceled by organizations.

On June 17, 2020, the second meeting of the commission under the Minister of Land and Property of the Republic of Tatarstan on combating corruption was held with the participation of a representative of the Public Council under the Ministry of Land and Property of the Republic of Tatarstan, executive director of the non-profit partnership “Union of Appraisers of the Republic of Tatarstan” Oleg Bulgakov.

 The meeting was opened by the Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin.

 The following issues were considered at the commission:

 On activities in the field of orders for the supply of goods, performance of work (rendering of services) for the needs of the Ministry of Land Property of the Republic of Tatarstan, and on control in the field of compliance with budget legislation in 2019.

 On the measures taken to prevent corruption in the subordinate organizations of the Ministry of Land Property of the Republic of Tatarstan.

A gift made of precious metals and (or) precious stones, in the absence of an application for redemption or refusal to redeem a gift, must be transferred to the Gokhran of Russia for admission to the State Fund of Precious Metals and Precious Stones of the Russian Federation (hereinafter - the State Fund of Russia).

  Information that the gift is made of precious metals and (or) precious stones should be contained in the accompanying documents to them, and can also be obtained during the assessment by members of one of the self-regulatory organizations of appraisers who insured their responsibility in accordance with the requirements of the legislation of the Russian Federation  .

  An authorized structural unit of the state (municipal) body, organizations in which the person who has handed over the gift, replaces the post (carries out labor activity), sends the gift in packages through the local special communication departments of the Federal Communications Agency or another specialized organization to the Gokhran of Russia at the address: 121170,  Moscow, 1812 year st.. 14, or transfers the gift directly to the Gokhran of Russia.  On the parcels the addresses of the recipient and sender are indicated.

 When sending gifts to the Gokhran of Russia, an inventory is made with a detailed description of the gift, indicating the weight, sample, name of the precious metal or precious stone and the distinguishing features of the gift (if relevant information is available).  The inventory is made in three copies, one of which remains with the sender, the second copy is enclosed in the parcel with a gift, and the third copy is sent to the Gokhran of Russia with a cover letter simultaneously with the parcel.  The gift is sent directly to the Gokhran of Russia according to the transfer-acceptance certificate signed by authorized persons.

In connection with the improvement of the epidemiological situation and the abolition of the self-isolation regime according to the Decree of the Mayor of Moscow dated June 8, 2020 No. 68-UM “On the steps to remove the restrictions established in connection with the introduction of the high-alert mode”, we inform that from July 2, 2020 federal budget institution Federal Resource Center resumes the acceptance of qualification exams in the field of valuation activities

Today at the meeting in the House of the Government of the Republic of Tatarstan minister of Land and Property of the Republic of Tatarstan Fanil Agliullin reported about the progress of work on making information on the boundaries of settlements of the Republic of Tatarstan in the Unified State Register of Real Estate (USRN).

The Prime Minister of the Republic of Tatarstan Aleksey Pesoshin held a videoconferencing meeting with all municipal areas. First Deputy Prime Minister of the Republic of TatarstanRustam Nigmatullin attended the meeting.

Today, the Unified State Register of Real Estate (USRRE) contains information on the borders of 669 of 3118 (21%) settlements. In the context of master plans, this is as follows. The borders of all settlements included in 169 municipalities out of 913 are put on cadastral registration. 342 settlements are in the work of various performers, the implementation of which will ensure the cadastral registration of borders of more than 1,100 settlements.

Thus, before the end of 2020, it is necessary to develop master plans for 402 municipalities and, accordingly, put more than 1200 settlements on the cadastral register of the border.

As Fanil Agliullin noted in his speech, in order to increase the level of knowledge about territorial planning documents, training was held for responsible officials and chief architects of municipal districts and urban districts under the program "Architecture and Urban Planning". The training was conducted on the basis of the Higher School of State and Municipal Administration of Kazan federal university and received positive feedback from students.
